On the Fundamentals of Revolutionary Party Building

Safeguarding and developing the socialist cause is the most important task now facing revolutionary parties and peoples. Although it is undergoing trials, socialism is as ever the objective of the struggle of revolutionary parties as well as the aspiration of progressive people. This is shown clearly by the fact that many revolutionary parties throughout the world have signed the declaration, which was adopted in Pyongyang in April this year, the declaration for safeguarding and promoting the socialist cause.
How the socialist cause is promoted depends on how the party, which leads this cause, is built and how it's leading role is enhanced. The history of the struggle for socialism can be called the history of building the working-class party and of its activities. The whole course of the bloody struggle of the working class and other sections of the working masses for socialism shows that the key to victory lies in party building and party activities and that the failure has its causes in party building and party activities.
Now that revolutionary parties have adopted the Pyongyang Declaration as their common fighting programmed and are understanding a fresh struggle for socialism, it is extremely important to conduct a correct review of the historical experience and lessons of party building. Such a review is also a Pressing matter in enabling our officials and Party members to heighten their vigilance against ail the attempts of the class enemies who are bent on destroying the revolutionary party of the working class, to strengthen the party steadily, to enhance its leading role and thus to continue to promote the socialist cause vigorously.
The setback faced by socialism in a number of countries is a serious lesson for us. Here it is particularly important for us to understand clearly why parties that had guided the socialist cause through arduous struggles for many decades collapsed so quickly. That is important because party leadership is vital to the socialist cause.
A socialist society is an advanced society that represents the popular masses' desire for independence, and humanity's advance towards socialism is the trend of historical development. The working-class party guides the tide of human history towards socialism, and the progress of socialist society requires that the working- class party should be developed and strengthened steadily. The collapse of socialist ruling parities and socialism's return to capitalism in some countries in recent years can be considered as abnormal, passing phenomena in the light of the general trend of human history.
The collapse of parties, which had been building socialism, was an abnormal occurrence also in view of the circumstances and conditions for Party building and op activities. The circumstances and conditions for party building and party activities in socialist society are incomparable superior to those in capitalist society. In socialist society there are no socio-economic and class conditions restricting the building and activities of the working-class Party, the Party's social and class foundations are broad, and the party has greater possibilities for winning the support and confidence of the popular masses through the implementation of popular policies. The collapse of socialist ruling parties in spite of this is explain by the fact that party building and Party activities were no conducted proper.
The most important factor in party building and party activities is to strengthen the party's organizational and ideological bases.
The working-class party is a political organization that has been formed on the basis of the working-class ideology, and as such how its organizational and ideological bases are built is a basic factor that is essential to its existence. The working-class party must lay and strengthen its organizational and ideological foundations in the whole process of preparing its foundation and development. The strengthening of its organizational and ideological foundations is particularly important when the inheritance of the party leadership is an issue, because at that moment the class enemies at home and for and schemers and ambitious elements that are greedy for power maneuver more overtly than ever.
If its organizational and ideological bases are solid, the socialist ruling party can thwart all the schemes of the imperialists and class enemies to undermine the party. Treachery within the Party is a greater danger to the existence of the party than destructive moves from outside, but whether or not treachery can be prevented depends on the solidity of its organizational and ideological foundations. If the party adheres to revolutionary principles and has durable organizational and ideological foundations, its leadership will not fall into the hands of traitors to the revolution, and should the leadership fall into their hands, the traitors will find it difficult to impose their counterrevolutionary line upon the party organizations and party members. But the organizational and ideological foundations of several parities were weakened because of a bend towed bourgeois liberalism that had infiltrated them. Taking advantage of this weakness, the traitors to the revolution were able to dictate their counterrevolutionary line to their subordinates openly. In particular the body of cadre, the backbone of the organizational and theological foundations of the party, was not built up well and ideological degeneration was evident among them. Therefore, many cadres failed to distinguish between the revolution and counterrevolution clearly and, even when the counterrevolutionary nature of the traitors was identified, they ideologically sympathized with them and followed them blindly or flattered them submissively, for the purpose of self-protection in preference. Of course, the staunch communists preserved their conscience of party membership and fought to defend the party and socialism. But their struggle could not halt the adverse current of counterrevolution that had emerged due to the long-term degeneration of the party.
Another important matter in the building and activates of the working-class party is the fortification of its mass foundation.
It is an essential condition for the existence of the working-class party that represents the interests of the masses to strike root among the masses. Without the support of the masses the working-class party cannot maintain its existence.
For the socialist ruling party to consolidate its mass base it is essential for it to build socialism successfully so as to display the advantages of the socialist system to the full and. at the same time, to work well with the masses and equip them fully with the socialist ideology. Fundamentally speaking, the working-class party is a party of the popular masses themselves, which fights in defense of their interests. Therefore, if the working masses oppose the working-class party it means that they are opposing themselves. But if the socialist ruling party fails to bring the superiority of the socialist system into full play because of the inefficient organization and leadership of socialist construction, and if it fails to overcome bureaucracy and other outmoded work methods and styles, and bribery and other forms of irregularities and corruption, within the party, it may become divorced from the masses. As for bureaucracy, it was in evidence in the early days of the building of socialism. It was more or less inevitable that officials should employ outmoded work methods and styles because they pertained the remnants of outmoded ideas and had no experience of the management of socialist society. But the officials' outmoded work methods and styles at that time did no result in such a serious consequence as jeopardizing the revolutionary achievements, because the workers and peasants were giving strong support to the working-class party and the socialist power that has freed them from exploitation and oppression. With the passage of time, however, the people's class awareness dulled and their demands increased, whereas bureaucratic practices grew mere serious as the cadres were replaced by members of the new generation that lacked revolutionary training and, worse still, irregularities and corruption which had been a minor problem in the early period of building socialism increased to a considerable extent. These evils do not emanate from the nature of the working-class party and the socialist society, but from outmoded ideological remnants and bourgeois ideology. So they can be overcome if the Party strengthens its organizational and ideological work and combats them. But, many parties paid no due attention to the organizational and ideological work of the party. As a result, they were unable to eliminate such unsound elements as bureaucracy, irregularities and corruption. Meanwhile, they neglected the work of educating the popular masses in the socialist ideology and tolerated ideological and cultural infiltration by the imperialists. Consequently, the political consciousness of many people dulled and they were deceived by the anti-socialist maneuver of the imperialists and reactionaries. Renegade socialists and deaconries, talking about "democracy" and "glasnost", used the shortcomings revealed in the socialist ruling parties as a means of misleading public opinion. But, if the popular masses had been fully armed with the socialist ideology, many people would not have been fooled by the counterrevolutionaries and would not have opposed their parties and governments.
The degeneration within socialist government parties, which resulted in the frustration of socialism, began with their discarding the revolutionary principles for building a working-class party. The revolutionary principles for building a working-class party were put for ward in Marxism-Leninism. The founders of Marxism, who believed that a vanguard for the working-class was needed to lead its revolutionary struggle to victory, formed the Columnist Union, the political organization of the working-class, and founded the First International, and they worked hard to develop the international communist movement under the party's leadership. In the course of this, the founders of Marxism established a number of party-building principles. Lenin, upholding Marxist principles for party building, developed the theory of party building in accordance with the historical conditions in which the proletarian revolution became necessary with capitalism's transition to the stage of imperialism. He defined the poor peasantry, along with the working class, as the motive force of the revolution and, on that new class basis, founded a revolutionary party. With the victory of the October Socialist Revolution in Russia under the leadership of Lenin's Party, Marxist-Leninist principles for party building became the universal principles for party building recognized by the columnist and workers' parties.
The new era of independence in which the popular masses shape their destiny independently and creatively required a fresh development in party--building theories. As a theory in the period of the struggle of the working-class party for the seizure of power, the Marxist-Leninist theory of party building did not clarify the details of how the working-class party in power should develop itself and conduct its activities. Many new theoretical and practical prowlers occurred in the building and archives of the party as the leading political organization of society after its seizure of power and the establishment of the socialist system. But several parties followed Marxism-Leninism dogmatically, claiming that it was their guiding principle. As a resu1t they did not develop a party-building theory as required by the situation in which socialism was being built. Therefore, they failed to find correct solutions to such new problems as those of strengthening their ranks organizationally and ideologically and consolidating their mass foundations to suit their ruing position. When the limitations of the Marxist-Leninist theory of party building were revealed, the modem revisionists, taking advantage of them, led the working-class parties to degeneration. Under the pretext of developing the Marxist-Leninist party-building theory in accordance with the changed circumstances and conditions, the modern revisionists emasculated the theory's revolutionary essence, weakened their parties systematically and paralyzed their leadership functions.
A socialist society requires that the working-class party should be strengthened steadily and its leadership role enhanced. Socialist society, which is based on collectivism, can nether neither maintains itself nor blazes a trail successfully towards socialism and communism without the correct political leadership of the party. In the course of many years of living in comfort in socialist society, the revolutionary spirit may gradually disappear and idle and easy-going practices come to prevail among the new generation and other people who have not experienced exploitation, oppression and unship. All this requires the strengthening of the party and the improvement of its leading role, as well as a more positive effort to educate party members and other people in the revolutionary spirit. But, many socialist ruing parties neglected to strengthen themselves and to provide party members and the people with revolutionary education, believing that everything would go well merely if they built the economy after the establishment of the socialist system. Economic construction is an important task for socialist ruling parties after the establishment of the socialist system. But, if they emphasize only economic construction and neglect to strengthen them and to educate party members and the people in the revolutionary spirit, they cannot build even the economy successfully and may lose the gains of the socialist revolution.
The socialist government parties and the socialist systems collapsed in many countries, not just a few, because they had failed to establish Juche in their development and activities.
Establishing Juche is the fundamental requirement in the building and the activities of a revolutionary party. The revolutionary party of the working class is an independent political organization, which combats domination and subordination in all forms and struggles to realize the independence of the working masses. Therefore the revolutionary party must resolve all the problems that arise in its building and activities with its own ideas and by its own efforts. Of course, in the early days of the imitational communist movement the guidance and assistance of the imitational center was necessary for the countries whose communist hard core was not sufficiency Prepared to carry out the cause of party building.
As history developed and the revolution progressed, a columnist hard core and revolutionary forces grew up in different countries and every party became able to conduct the revolution independently in keeping with the specific conditions in its own country. In this historical situation it was not realistic for an international center to guide the parties and revolutionary movements of different countries in a uniform way, so the Columnist International ceased to exist.
But even after the Commenter had been dissolved, old practices lasted for a long time in the relations between communist and workers' parties, practices expressed in their dogmatic acceptance of the party lines and policies of a major country which had carried out the socialist revolution earlier. The good experience of others should be adopted, but in such a case it should be assimilated creatively to suit the specific situation in the country concerned. Since the specific conditions vary with the country, socialism cannot be built successfully if foreign experience is adopted dogmatically. Nevertheless, many parties, being in the habit of copying the lines and policies of the party of another country, followed the other when it abandoned socialist Principles and pursued revisionism. They even accepted the counterrevolutionary lines, which the traitors to socialism dictated to them. This resulted in the collapse of the socialist government parties in the Soviet Union and east European countries and in the almost simultaneous collapse of the socialist systems in these countries. If the socialist government parties had resolved all the problems arising in their development and activities from their own point of view, with an attitude befitting masters who are responsible for the revolution in their own country, and to meet the requirements of their own people and the situation in their own country, the socialist government parties and socialist systems in these countries would not have collapsed.
The process of the disintegration of parties that had seized power after an arduous revolutionary struggle and had spent decades building socialism and of the destruction of the socialist systems is a serious lesson.
The historical lesson from the collapse of the socialist ruling parties and of the socialist systems in many countries is that the purity of the socialist idea must be maintained firmly if the cause of socialism is to be completed.
Historical experience shows that when people's ideology degenerates, both the working-class party and the socialist system will also become degenerate and cease to exist. The emergence of renegades from the party, the organizational and ideological disintegration of the party and the change in public feelings all sated from degeneration in ideology. If ideology degenerates, even great economic and military powers will collapse and the socialist system that has been developed for decades will inevitably be destroyed.
The most dangerous ideological trend, which undermines socialism, is that of revisionism, dogmatism and flunkeyism.
The idea, which is directly antagonistic to the socialist idea, is the bourgeois idea, but the bourgeois idea cannot prevent the attraction of the socialist idea. The bourgeois idea, that reflects the avaricious demands of the exploiter classes, cannot conceal its reactionary nature, no matter what hypocrisy is used to embellish it. It is natural that the working masses should accept the socialist idea, which reflects their demand for independence instead of the bourgeois idea, which reflects the demands of the exploiter classes that infringe upon their independence. Therefore, the imperialists and capitalists have used revisionism, which is the revision of the socialist idea, to cater to their desires, as an ideological installment. As it was in the past, so at present, too, revisionism is the main threat to the accomplishment of the socialist cause. Being the reflector of the bourgeois idea, which emerged in the communist movement, revisionism has prevented revolutionary transition to socialism in capitalist countries and has been used by the imperialists as their ideological instrument in their strategy of “peaceful transition”, by opening the road to the return to capitalism in socialist countries. But no matte how carefully modem revisionism may disguise itself, we must identify its reactionary nature and categorically oppose and reject it.
Dogmatism and flunkeyism are also dangerous ideological elements in the accomplishment of the cause of socialism. Dogmatism and flunkeyism prevent the socialist idea from displaying its full vitality. Those who are steeped in dogmatism and sycophancy will dance to the tune of other instead of acting in accordance with their own beliefs, will adopt revisionism if others practice revisionism and, ultimately, will harbor illusions about the developed capitalist countries and recklessly introduce capitalist methods. We must not tolerate even the slightest expression of dogmatism and sycophancy and must solve all problems to meet the requirements of our people and the situation in our country, maintaining our own beliefs at all times.
Another historical lesson to be learned from the collapse of the socialist ruling parties and of the socialist systems in some countries is that continuity of leadership must be ensured if one is to complete the cause of socialism.
We cannot regard the responsibility for the disintegration of the socialist ruling parties as resting with ordinary party members. In any of those countries ordinary party members have faithfully supported the cause of the working-class party and grieved at its collapse. The problem was that the continuity of revolutionary leadership was not ensured.
The destiny of the cause of socialism, which emerges in the fierce struggle against the class enemies, depends on how leadership of it is ensured. The struggle for socialism has developed in many countries over a long historical period, but correct leadership for it has not always been ensured. Leadership of the cause of socialism can be ensured only when an outstanding leader stands at its center. There is no greater fortune for people than being guided by a leader who enjoy their absolute trust for his brilliant wisdom, outstanding leadership ability and noble virtue as well as for his lasting achievements. This does not mean that People who have no such great leader cannot carry out the cause of socialism. The mot valuable of the traits of a leader who leads the cause of socialism is his loyalty to this cause and to the people. A leader derives wisdom, leadership ability and virtue from the popular masses. The people are teachers, and there cannot be a prominent leader who is isolated from the people. Correct leadership will be ensured when the leader mixes with the popular masses at all times, listens to their opinions and solves everything by relying on their strength, and the leader who has such popular leadership qualities is a true leader of the People. Disregarding the opinions of the people and not believing in their strength are the traits of a renegade. If such a renegade holds power, the misfortune the people will suffer will be immeasurable. The greatest misery for people is to have the wrong leader.
If continuity of leadership is to be ensured in a socialist society, the party should be strong. In general, the personality and qualities of the leader of a columnist movement are formed through a process in which he is tempered and tested in a fierce class struggle. But the personality and qualities of the leader of the new generation in a socialist society are shaped in the course of his being tempered and seasoned through a party life and the practical work of building socialism. If an admirable leader is to come forward, a leader who has been tempered and tested through a party life and revolutionary practice in a socialist society, the party should be powerful. Historical experience shows that it is quite possible for an excellent leader to come forward who is faithful to the cause of socialism and the people and is well-qualified and can cap forward the cause of socialism successfully if the problem of continuity of leadership is solved in a foresighted way on the basis of strengthening the party organizationally and ideologically and observing party principles.
The collapse of the socialist ruling parties and the destruction of the socialist systems in many countries are a great loss to the cause of independence for the popular masses. But if one learns a lesson from one's failure and opens up the revolutionary path of party building independently and creatively, one will be able to build a more revolutionary and militant party and continually promote the cause of socialism under the leadership of the party.
The bitter experience of the collapse of the socialist ruling parties and the destruction of the socialist systems in many countries demands that we should recognize more clearly the validity of our Party's line of building a Juche party and work still harder to implement it.
Our party has always solved in its own way, proceeding from a Juche stand, all the problems which have been raised in the building of the party and in its activities. Had our party followed others in the building of the party and in its activities, it would have been harmed. In the history of our party, too, there were at one time pressure from outside forces and schemes by factionalists infected with flunkeyism who demanded that we should follow others. But, our party did not move even a single step from its Juche line. Because we have built our party and conducted its activities in our own way, our Party is leading the revolution and construction energetically as a militant detachment, which is united in one mind, even in today's complex situation.
The great leader Comrade Kim IL Sung has created a Juche theory on party building and comprehensively systematized it after founding a Juche-based revolutionary party which he has led on the basis of the Juche idea, and has also performed immortal exploits and accumulated valuable experience in party building. This is a great achievement and a sure guarantee for continually strengthening and developing our Party as a revolutionary party of a Juche type.
The Juche idea is the sole guiding idea of our Party.
The guiding idea of a party is its fundamental idea, which clarifies the goal of its struggle as well as the principles and ways for achieving that goal. The character of the party and the basic direction of its building and activities are defined by its guiding idea. The party is a political organization of people with the same idea. Therefore, a scientific and revolutionary guiding idea for the party should be abolished before anything else in party building. It is only when the party has a scientific and revolutionary guiding idea that it will be able to convince its members and other people of the validity of its cause and give them confidence in victory, to achieve the unity and cohesion of the party and the revolutionary ranks in ideology and will and to lead the revolution and construction to victory based upon a correct strategy and proper techs.
The guiding ideas of the revolutionary parties of the working class share common ground in that they reflect the desire of the popular masses, the driving force of the revolution, for independence, and their interests. Nevertheless, they have their own specific features because the situation in every country is different. In the past it was stressed that the parties of all countries should have one guiding idea, which was approved by all. But the fact that the party of each country should work independently, with its own guiding idea, and that it should develop its guiding idea creatively, was neglected. This was an obstacle for every country in building the party and making the revolution independently to suit its own situation. It is only when a correct guiding idea is created and developed from an independent and creative stand that a party can be built independently and the revolution and construction be conducted successfully, taking the idea as its guiding principle.
Because a party has to create a guiding idea to keep abreast of the changing circumstances and its own situation, it should not renounce the revolutionary principles that should be maintained invariably in the building of the party and in its activities. The conditions, under which the party works, as well as its duties, change in the course of accomplishing the cause of socialism; therefore, the theoretical and practical problems arising in the building of the party and in its activities should be solved creatively to conform to this. But, revolutionary principles should invariably be maintained because the class character of the party and its historical mission cannot change. Renouncing revolutionary principles because of changes in the circumstances and conditions means destroying the revolutionary party and betraying the revolutionary cause of the popular masses.
The great leader Comrade Kim IL Sung created the Juche idea and thus found a brilliant way of providing a guiding ideology for the Party to meet the requirements of the times and the situation in our country. The validity and vitality of a revolutionary idea are defined by how correctly the idea reflects the masses' desire for independence and their interests and how scientifically it explains the way to meet them. The Juche idea accurately reflects the fundamental requirements of the working class and the other working masses and explains the way it should be implemented in an absolutely scientific manner. The fundamental demand of the working class and the other working people is to end exploitation and oppression of man by man and to enjoy an independent and creative life as masters of the state and society. Because it mirrors the masses' desire for independence and explains the way in which it should be implemented in a comprehensive manner, the Juche idea is a perfect revolutionary ideology of the working class which reflects the new age in which the popular masses have emerged in the arena of history as masters of their destiny. It is only when party building and its activities are guided by the Juche idea that the party can consolidate and develop itself steadily and conduct the revolution and construction with success. This has been proved in our revolutionary practice.
Developing our Party into a mass party of the working people is a basic policy of building it.
Formerly a party was regarded as a political organization of a class, representing and defending the class's interests, and as a weapon in the class struggle. The party is the vanguard of a class, which fights to realize the demands and aspirations of that class. But, if it is built into a party for that class alone, it is impossible for it to perform its duties properly as a revolutionary party or to win the support of the broad masses of the people. The situation now, in which the broad masses of the people have emerged as the masters of their destiny, requires that the working-class party be developed into a mass party which represents the interests of all the people and embraces progressive elements from all classes and sections of the working population. In socialist society in which all strata of the popular masses have become socialist working People and the social and class composition is becoming more and more homogeneous, it is all the more necessary to develop the working-class party into a mass Parts.
The great leader Comrade Kim IL Sung, displaying scientific insight into the requirements of our times and the specific situation of our revolution, put forward the theory of building a mass party, thus paving a new way for the building of a revolutionary party. The theory on building a mass party evolved by the great leader is based on the Juche revolutionary principle that the popular masses are the masters and the motive force of the revolution and construction. The cause of socialism is an undertaking by the people and for the People. Today, when the broad masses, of the people are aspiring to socialism and the social and class foundations of socialism have been expanded as never before, the party which fights for the cause of socialism must naturally be developed into a mass party which represents the interests of all the people and strikes root among the broad working masses.
The party's development into a mass party must not result in the weakening or alternation of its revolutionary and working-class character. The class character of the party is defined by its guiding ideology and fighting objectives; its revolutionary character is manifested in its loyalty to the revolutionary ideology of the working class and to the socialist cause. The cause of the working class conforms to the interests of all the people, and the working class can achieve the socialist cause successfully only when it rallies broad strata of the population behind it. It is, therefore, a legitimate requirement in building the revolutionary party to develop it into a mass party which champions the interests of all the People and comprises fanners and intellectuals as well as the working class. Experience shows that when it fails to become a mass party of the working people, a party may be reduced to a political minority of communists when faced with difficulties in the revolution. Only when it is built as a mass party which thoroughly champions the masses' desire for independence and their interests and strikes root among wide sections of the working people, can the party maintain unbreakable ties with the masses and succeed in the socialist cause by relying on the inexhaustible energies of the people who are rallied behind it.
The great leader, on the basis of the line of building a mass party, built a revolutionary party of Juche which consists of advanced elements of the workers, farmers and working intellectuals and champions the interests of the popular masses, and thus set a brilliant example in the building of a mass party. He had not only a hammer and sickle symbolizing the workers and fanners but also a brush symbolizing the working intellectuals form the Party's emblem, to suit the characteristics of our Party, a mass Party, and has led the Party to form a harmonious whole with the masses and render loyal service to all the people so as to provide them with an independent and creative life. Our Party has developed into an unconquerable revolutionary Party, which enjoys the unqualified support and trust of the popular masses. It has become a powerful motive force for the revolution by welding itself with the masses into a socio-political organism, which shares a common destiny. This is an excellent fruition of the great leader's line of building a mass party, and it ensures all our victories.
Firmly establishing monolithic ideology and leadership within the Party is a fundamental principle in the building of our Party.
Its monolithic ideology and leadership ensure the durability and vitality of a revolutionary party. Monolithic ideology and leadership is essential for the unity of idea and purpose within the party and for its effective leadership of the revolution and construction.
Monolithic ideology and leadership in a party is best achieved when a distinguished leader guides the party. A leader who is endowed with great intelligence, outstanding leadership ability and noble virtue can formulate lines and policies which reflect the masses' desire for independence and their interests accurately and organize and guide their creative activities successfully. A party, which does not support its leader's ideology and guidance or does not inherit his cause, cannot be called a revolutionary party.
Monolithic ideology and leadership in a party is guaranteed by centralist discipline, and can be ensured only when the party has established a centralist work system and order by which all party organizations and all its members obligatorily implement its lines and policies, and by which its entire membership acts as one in accordance with the instructions of its central committee.
The establishment of monolithic ideology and leadership in a party does not conflict with democracy, but provides a sure guarantee for genuine democracy. When no such ideology and leadership is established and unprincipled democracy is permitted within the party, democracy may be suppressed by bureaucracy and arbitrariness manifested among officials who lack in party discipline, and the unity and cohesion of the party may be broken and division encouraged by undesirable elements hidden in the party. The occurrence of undisciplined practices and disorder and the emergence of factions in some parties over recent years, which led finally to their disintegration and collapse, were due in no small measure to the failure to ensure their monolithic ideology and leadership, resulting from undue emphasis on "democracy". It is only when monolithic ideology and leadership are combined properly with democracy in a party that true comradely unity is achieved among party members, the unity of superiors and subordinates is guaranteed, and its lines and policies are implemented with success. Making it the basic principle in Party building to maintain monolithic ideology and leadership, our Party has established the monolithic ideological and leadership system firmly among its entire membership and thus has been able to develop and strengthen itself into an unbreakable, militant organization which thinks and acts as one under the guidance of the leader. Our experience in Party building shows that democracy based on unshakable, monolithic ideology and leadership makes it possible for a party to promote the revolution and construction forcefully by uniting all its members firmly with one ideology and purpose.
It is our main task in Party building to strengthen the Party's unity and cohesion. The unity and cohesion of the party is its lifeblood and the source of its might. The party whose and cohesion is disrupted cannot maintain its existence. The unity and cohesion of the party is a prerequisite for achieving the political and ideological unity of the whole society. The unity of the broad masses behind the party and the leader in their struggle constitutes the major driving force in the rapid development of socialist society and is the source of its unconquerable might. The political and ideological unity of the whole society is inconceivable without the unity and cohesion of the party. The party is the hard core joining the popular masses with the leader organizationally and ideologically. In order to achieve the political and ideological unity of the whole society by rallying the popular masses firmly behind the leader it is essential, before all else, to achieve the unity and cohesion of the Party's ranks, the hard core.
The unity and cohesion of the party behind the leader in ideology and purpose, as well as in morality and loyalty, is the most durable of unity and cohesion. An association, which is based on, a mere sense of duty or on business routine cannot last long, nor can it withstand the severe trials of the revolution. Only solid, single-hearted unity behind the leader which is based on one ideology and purpose and on loyalty to the revolution can be unbreakable unity and cohesion that are capable of overcoming all hardships and trials.
The work of strengthening the unity and cohesion of the party must be steadily intensified. If we, resting content with the unity and cohesion of the Party that has been achieved, do not make continued efforts to consolidate it, the unity and cohesion may be gradually weakened and, in the long run, destroyed. It is important to launch an effective struggle to preserve the unity and cohesion of the party, especially when one revolutionary generation is replaced by another and when the situation, internal and extremely, is complex. Historical experience shows that in such a situation, ambitious elements and renegades appear and try to wreck the unity and cohesion of the Party.
The struggle to maintain the unity and cohesion of the party is, in the final analysis, a fight against heterogeneous ideological trends that are detrimental to the unity and cohesion of the party. The most dangerous of the ideological trends that undermine the party's unity and cohesion is factionalism and other counterrevolutionary ideological trends. If we tolerate counterrevolutionary ideological trends within the party, anti-party groups will be formed on their basis and will destroy the party. In order to maintain the unity and cohesion of the party, it is also necessary to guard against parochialism, nepotism and other unsound ideological elements. Parochialism and nepotism are seeds of factions and, if they are connived at, may grow into factions and break the unity and cohesion of the party. We must remember that heterogeneous ideological elements that are harmful to the Party's unity and cohesion can germinate from the rends of outmoded ideas or infiltrate from outside, and we must always be vigilant.
Historical experience shows that, if we neglect the consolidation of the unity and cohesion of the party, in the belief that the unity and cohesion of the party will not be destroyed in socialist society, factional forces may appear in the party and challenge the party, in collusion with counterrevolutionary forces outside the party, and this will incur grave consequences. Only when we develop the work of consolidating the unity and cohesion of the party, regarding it as the main task in party building, can we strengthen and develop its unity and cohesion down through the generators.
Our Party achieved solid unity and cohesion a long time ago. Not resting content with this, however, it has continued to work hard to strengthen the single-hearted unity of the whole Party around the leader, so that it maintains unbreakable unity and cohesion, without any vacillation even in the present complex situation.
It is the consistent policy of our Party to stress ideology in party building.
A party is a political organization of people who are united by a common ideology. Therefore, its ranks should be strengthened with the main stress on ideology. This means that the party's ranks should be mad up of people who are loyal to the cause of socialism, judged mainly by how strong a belief they have in the party's ideology. Only when the party's ranks are strengthened with people who have a high level of ideological consciousness and are loyal to the cause of socialism, is it possible to ensure the party's solid unity in ideology and purpose and its strong revolutionary character and enhance the vanguard role of party members in the revolutionary struggle and construction work. Therefore, it is essential in bulling up the party's rank to judge people mainly and always by their ideological level and their loyalty to the cause of socialism, while taking into account their socio-class position and background. Even in a society where the hostile class has been eliminated and all the members of society have become socialist working people, the principle of giving priority to ideology in building up the party's ranks must no be violated. In a socialist society, too, some people who are not prepared politically and ideologically may possibly attempt to join the party in pursuit of selfish interests and farm. But such people are not qualified for party membership and, if they are admitted to the Party, the dignity and prestige of the party may be damaged and the party itself be weakened.
In building a party by judging people's ideological criteria, it is extremely important to form the ranks of cadres with officials who are infinitely loyal to the party, the leader and the revolution. Cadres are the backbone of the party; they educate the masses and direct the revolution. The strength of the party depends largely on the quality of its cadres. Cadres need to be competent but more importantly, should have a sound ideology. Loyalty to the party the leader and the revolution is the first criterion of a cadre. To form the cadre ranks manly on the criterion of loyalty to the party, the leader and the revolution is a fundamental matter that has a bearing on the future of the party. The major obstacle to forming the cadre ranks with the main stress on ideology is the violation of party principles because of favoritism, personal acquainted and the like in the work of personnel administration. If party principles are disregarded in personnel administration, unqualified people may be admitted to the ranks of cadres or even alien elements may worm their way into them.
With a view to ensuring the purity of the ranks of cadres, our Party has established strict procedures for the appointment, the dismissal and the ratification of cadres and has ensured that cadres are selected and appointed on the basis of collective discussion by the Party committee and on the principle of unanimous approval. Thus, only those whose loyalty and ability have been verified in revolutionary practice have been selected and appointed as cadres. The experience of our Party shows that only when the ranks of cadres are bullet up mainly on ideological criteria cans the Party be strengthened organizationally and ideologically and, on this basis, the cause of the Party be accomplished down through the generations.
Establishing a monolithic ideology is the major task of our Party.
The building of socialism and communism is the process of modeling the whole society on the revolutionary ideology of the working class. Our Party set the ultimate objective of our revolution to be the modeling of the whole society on the Juche idea and has work hard to occupy the ideological and material fatnesses of socialism and communalism by transforming our ideology, technology and culture to meet the requirements of Juche.
The main aspect of modeling the whole society on one ideology is to instill our monolithic theology in all the members of society. People are the masters of society and a person's value and quality are defined, and all his activities are regulated, by his ideological consciousness. Therefore, in order to transform the whole of society on a single ideology, it is essential, above all else, to educate people and transform their ideology.
People not only transform nature and society but also reform themse1ves. The ideological transformation of people is also influenced by changes and developments in the objective conditions of society. In particular, the change and development of the social system exert a great influence on the change and deve1opment of ideological consciousness. But a change in the objective conditions does not bring about that of people's ideological consciousness spontaneously. Ideological consciousness is consciousness, which reflects the demands and interests of people and it, has relative solidity. Unless people work to remold their ideological consciousness, regardless of changes in the objective circumstances and conditions, their ideological consciousness will not be transformed. If we believe that people will acquire the socialist ideology automatically after the establishment of the socialist system and neglect their ideological transformation, old ideologies may revive. The transformation of people's ideological consciousness is more difficult than the reform of the social relations and the development of the forces of production. The remnants of old ideologies are very conservative and revive whenever the possibility arises. Ideological transformation, particularly in confrontation with imperialism, is accompanied by a serious class struggle. Therefore, we must direct greater efforts to ideological transformation and give definite Priority to it over all other work.
The ideology with which we should equip the members of society should be an excellent one. There cannot be a vacuum in people's ideological consciousness. Unless we have a good ideology that is superior to the old ideologies we cannot succeed in ideological transformation.
The great leader Comrade Kim IL Sung originated the Juche idea and, while leading the arduous revolutionary struggle for nearly 70 years, has produced a full clarification of how a revolutionary should live and struggle, setting a fine example in doing so, and thus Providing us with good ideo-spiritual wealth for ideological transformation. The revolutionary ideology of the great leader and the history of his revolutionary struggle are an invaluable textbook and example for imbuing the whole society with an ideology. The loyalty to the Party and the leader of our anti-Japanese revolutionary forerunners, the heroic soldiers who fought in the Fatherland Liberation War and the heroes of socialist revolution and consummation and their devoted service to the country and the people are also a priceless asset in ideological transformation.
An old ideology does not give way to a good, new one of its own accord. A good ideology, needless to say, is very attractive. But, since the imperialists and the reactionaries are playing many tricks in an attempt to slur the socialist ideology and beautify and embellish the bourgeois ideology, it is not easy for people to accept an advanced ideology. Only through a struggle to oppose the reactionary bourgeois ideology and equip the people with the advanced socialist ideology can they be educated and reformed along revolutionary lines. It is the most important task for the parties building socialism to carry out vigorous ideological work to prevent the penetration of the reactionary bourgeois ideology and equip people with the socialist ideology. Only when the revolutionary parties conduct good ideological work to overcome the reactionary bourgeois ideas of all hues and arm people with the advanced socialist ideology can they firmly guarantee the victory of the socialist ideology and succeed in imbuing the whole society with it.
For the ideological transformation of the whole society the party must give priority to the ideological education of its members. In other words, a party must educate its members first and then make them educate the hard core of the masses who, in turn, will educate the broad masses. The education of the hard core of the masses by party members and the education of the broad masses by the hard core of the masses is an effective method of educating and transforming all the member of society, with one person educating ten people, ten people a hundred, a hundred People a thousand, and a thousand people ten thousand. A party member is a political activist by nature and it is the duty of a party member to conduct political work to educate and transform the masses. When a party refuses to give precedence to the ideological education of its members they cannot do their duty as political activists and may degenerate ideologically. It cannot be said that the traitors to the revolution who appeared in some socialist ruling parties were anti-socialist from the first. The parties neglected the revolutionary education and tempering of their cadres and member, with the result that some people gradually degenerated and became traitors. In the light of this lesson we must always pay primary attention to the revolutionary education and tempering of cadres and Party members.
In order to succeed in the ideological temping of Party members we must lead them to live a good Party life. A Party life is a furnace for ideological tempering. When party member fail to lead a party life and leave the control of their party organizations they may become liberal and degenerate ideologically. Proceeding from their need of political integrity party members must participate voluntarily in a party life. Our Party has established a well-regulated system for a Party life, which enables its members to raise their political integrity and fulfill their duties through lead a Party life. Our Party has led all its organizations to guarantee proper organization and guidance so that their members lead a Party life consciously and faithfully in compliance with Party rues, having a correct view of their Party organization, and temper themselves steadily in a revolutionary way through leading a Party life.
Ideology is reformed through ideological education and an ideological struggle. Ideological education is work to equip people with revolutionary ideas; it requires a certain system and definite forms and methods. Our Party has established a well-knit system of ideological education within itself and has run it regularly. It has steadily improved the forms and methods of ideological education as required by the developing situation. The ideological struggle is an important form of ideological transformation that is through criticism; criticism is a tonic for preventing ideological sickness. Our Party has established a sound atmosphere for criticism within itself so that an ideological struggle is conducted through criticism to temper the cadres and its members on revolutionary lines.
For the ideological transformation of the whole society the Party must also educate the masses responsibly. Equipping them with the consciousness of independence and awakening them ideologically manifest the greatest love for the people, and the most serious crime against the people is to paralyze their consciousness of independence and make them ideologically degenerate. The responsible education of the popular masses by a party is an expression of its boundless love for them.
Party organizations should guide all its cadres and members to conduct political work widely among the masses, while at the same time mating the masses through working people's organizations. Conducting work with the masses through working people's organizations is our Party's principle in guiding the masses. The proper guidance of those organizations is an important duty of the socialist ruling party, which is the political leadership organization of society. Working people's organizations must work independently, but they should not be left without the guidance of the working-class party. It is the working-class party that represents the interests of the popular masses most thoroughly in socialist society. So the working people's organizations must always conduct their activities in accorded with the party's lines and policies. The "independence" of the working people's organizations that means freedom from the leadership of the party eventually reduces the working people's organizations to a tool for the counterrevolutionary forces. The socialist ruling party must give correct guidance to the working people's organizations so that they conduct the work of educating and refunding the masses of all strata independency, creatively and skillfully, in accidence with their duties and character as organizations for ideological education. The party's norms for an organizational and ideological life should serve as an example of the organizational and ideological life in the working people's organizations. But, unlike the party that is composed of advanced elements of the working people, the working people's organizations are mass organizations, which embrace the broad masses. As every working people's organization has its own characteristics, its organizational and ideological life should be arranged accordingly.
The fundamental method of mass education is explanation and persuasion. People's ideology cannot be reformed by administrative orders or by coercive methods. People should be encouraged to accept the ideology as their faith through explanation and persuasion. Officials should always explain to the masses and try to persuade them steadily and patiently. Influencing People by positive examples is an effective method of educating them. The affirmative is the progressive and beautiful things that meet the demands of people for independence, so they exert a great influence on people. Support for the affirmative is a criticism of the negative, and shows People the ways of overcoming the negative. Our Party's experience shows that there is no one who cannot be educated and reformed if we conduct explanation and persuasion and influence people properly by positive examples in education.
Great efforts should be directed particularly to the education of the younger generation in the education of the masses. The oldest generation of the revolution should pass down to the younger generation great revolutionary spirit and creative ability. Of course, material wealth should be handed down to the younger generation, but however much martial wealth they may inherit, they will misuse it if they lack revolutionary spirit and creative ability. In those countries where capitalism has revived, many young people took the lead in opposing socialism. This was due to their parties' failure to guide them properly. It is an important duty for socialist ruling parties to educate the younger generation on revolutionary lines so that they firmly defend the socialist system and continue to work for the revolution and accomplish the cause. Historical lesson shows clearly that when the younger generation is not educated in a revolutionary way the revolutionary gains achieved at the cost of blood are lost.
Today in our country the young people are working with devotion to develop socialism further under the leadership of the Party, and all the young people and children are growing up as dependable successors to the revolution. This shows that the leadership of our Party, which has put great effort into the education of the rising generation, is absolutely correct. But we should not rest content with the successes, which have been achieved in the education of the younger generation; we should train them more as redoubles of a Juche type.
It is the basic mission of our Party to guarantee its political leadership of the whole society.
The revolutionary working class party in socialist society is charged with the mission of assuming responsibility for the destiny of the people, forging it and providing independent and creative lives for them. If the party is to fulfill its mission it should ensure its political leadership in politics, the economy, culture, national defense and all other spheres. The party's responsibility for the destiny of the people is inseparable from its leading position. The revolutionary party's renunciation of its leading position and role is the evasion of its responsibility for the destiny of the people. It is the fundamental direction in the building of a socialist ruling party to entrance the leading position and role of the party so that it can fully ensure its political leadership over the whole society.
The great leader Comrade Kim IL Sung wisely guided our Party to strengthen its position as the political leader of society and enhance its role as such. Our people recognize only the Workers' Party of Korea as their political leader and entrust their destiny entirely to the Party, and they are full of a firm determination to complete the revolutionary cause of Juche under the leadership of the Party.
The leadership of a revolutionary party to the revolution and construction should be political leadership.
First of all, the party should draw up correct policies. The lines and policies of a revolutionary party should accurately reflect the masses' desire for independence and their interests and, to this end, the party should heed their aspirations and demands. Our Party has believed in the popular masses as its teacher, always mixed with the masses, listened to them and shaped its policies to reflect their demands and interests. As a result, our Party has been able to avoid deviations to right or left in farming its lines and policies, and our Party's policies have commanded the full support of the popular masses. The party should not only draw up correct policies but also lead its organizations to carry out its policies thoroughly. An important duty for party organizations at all levels is to organize, control and guide the execution of party policies. When party organizations implement party policies correctly, they can translate them into reality so as to promote the revolution and construction.
The party should give priority to political work in all its activities so as to give full play to the revolutionary enthusiasm and creative ability of the popular masses. It is an intrinsic demand of socialist society to give precedence to political work in all activities. The revolutionary enthusiasm and creative ability of the working people who are masters of state and society can be brought into full play only by political methods. The capitalist method of motivating people by coercion or money, which is contrary to the intrinsic nature of socialist society, not only cannot give full play to their revolutionary enthusiasm and creative ability but also results in the degeneration of the socialist system itself only the method of giving full rein to the revolutionary enthusiasm and creative ability of the popular masses by giving priority to political work is a revolutionary method of strengthening the socialist system and giving full play to its advantages. By giving precedence to political work in all its activities our Party has been able to promote the revolution and construction dynamically in reliance on the high revolutionary enthusiasm and creative ability of the popular masses, and to give full play to the advantages of the socialism of our own style which is centered on the popular masses.
The embodiment of the revolutionary mass line is the consistent policy of our Party in its leadership of the revolution and construction.
The revolutionary mass line is a principle of activity, based on the view that the driving force of the revolution and construction is the popular masses. The fundamental demand of the revolutionary mass line is to ensure that the popular masses hold the position of masters of the revolution and construction and fulfill their role as such. The revolutionary party, which represents the interests of the popular masses and serves them must make the revolutionary mass line the fundamental principle of its activities and thoroughly implement the revolutionary mass line throughout the whole course of the struggle for socialism.
If the revo1utionary mass line is to be implemented thoroughly in the archives of the party, the method and style of work of officials should be improved steadily. Officials, and the masses' establish the connation between the parties and the masses support for and trust in the party largely depend on the officials' method and style of work. In socialist society some ill-prepared officials may throw their weight about and act bureaucratically. Essentially, wielding power and acting bureaucratically is a ruling method of the old society for oppressing and exploring the people. As experience shows, if officials abuse their power and resort to bureaucracy, they will cause the divorce of the party and the masses, and may finally bring the party to ruin. To struggle uncompromisingly against the abuse of power and bureaucracy is important work, which the socialist ruling party should not neglect even for a moment.
Since changes of generation take place in the ranks of cadres and the proportion of officials who are not amply tempered in the revolution increases, we have continued to pay great attention to the elimination of outmoded work methods and styles. Under the slogan, "We serve the people!" our Party has guided all our officials to serve the people faithfully and strengthen their kindred relations with the popular masses. As a consequence, our officials have established the revolutionary work method and popular work style whereby they defend the interests of the popular masses, go among them and work in reliance on them, share good time and bad with them, and lead the masses by setting them examples. Our people's strong support for and faith in our Party is the fruition of its revolutionary mass line that it has implemented thoroughly in its activities, and of its unremitting efforts to ensure that officials establish the revolutionary work method and the popular work style.
We must apply more thoroughly the Juche theory on the building of the Party, whose validity and vitality have been demonstrated fully in parched, and thus constantly strengthen our Party and complete the revolutionary cause of Juche under its leadership.
Strengthening internationalist unity and solidarity with revolutionary parties is an important demand for our Party in discharging its national and internationalist duties.
The basic task of a revolutionary party is to provide independence for the popular masses. Their cause for independence is not only national but also the common cause of humanity, and the struggle to realize the independence of the popular masses in each county is closely related to the struggle to make the whole word independent. An independent world is a word, which is free from domination and subjugation and intervention and pressure and in which all countries, and nations exercise complete sovereignty as the masters of their destiny. With the promotion of global independence a favorable international climate is created for the independent development of all countries and nations. Meanwhile, victory in the struggle for the independence of the popular masses in each country reinforces the independent forces of the world and thus accelerates global independence. In league with one another, the imperialists and the reactionary forces of all shades are impeding the fulfillment of the independent cause of the popular masses, and the internationally united reactionary forces are challenging it. This makes it absolutely necessary for all the revolutionary parties and people aspiring after independence to unite and fight against them.
The people of the world are joining the common struggle because they share the same goal and task of struggling for independence. “People of the word advocating independence, unite!”-This is the slogan to be held up by all the people of our era.
If all the people advocating independence are to unite and wage a struggle, first of all the internationalist unity and solidarity of the revolutionary parties, their hard core, should be strengthened.
Strengthening internationalist unity and solidarity in the fulfillment of the cause of independence for the popular masses is an important factor in its triumph. The struggle for the victory of this cause is now going through an ordeal. But if they strengthen their solidarity with one another, unite in a comradely manner and fight on, the revolutionary parties of the world will be able to check and frustrate the counterrevolutionary offensive by the imperialists and reactionaries who are opposed to independence, and to pave the way to victory.
The internationalist unity and solidarity of the revolutionary parties should be realized on the basis of the socialist idea. A revolutionary party that is devoid of the socialist idea is inconceivable and unity and solidarity between the parties that are not based on the socialist idea cannot be called genuinely revolutionary unity and solidarity. The aim of strengthening the internationalist unity and solidarity is not self-serving; it is to achieve in a combined effort the common cause of socialism. It is a bounden duty for revolutionary parties to unite firmly on the basis of the socialist idea.
The Pyongyang Declaration reflects a firm determination to defend and promote the cause of socialism. Its publication is of epochal significance in strengthening the internationalist unity and solidarity of the revolutionary parties and in promoting the socialist cause.
The Pyongyang Declaration has affirmed that socialism is the ideal of mankind and that socialist society is a society, which represents the future of mind, and a genuine society for the people. Although the socialist idea is the ideology of the working class, it does not represent the interests of one class alone; it is a universal idea for humanity, which reflects the social nature of human beings. Socialism is not only an idea for class emancipation but also an idea for national and human liberation, which reflects the desire for independence of all nations and the whole of humanity. Only when they advance along the road of socialism where the popular masses are the masters of everything and everything serves them, can all the people lead a free, equitable and dignified life that is suited to the independent nature of human beings and can all countries and nations free themselves from domination and subjugation, achieve independent development and ensure lasting Peace and security in the word, thus guaranteeing the survival and Progress of humanity.
By confirming the veracity and validity of the cause of socialism and the inevitability of its final victory, the Pyongyang Declaration is infusing the revolutionary people of the word who aspire after independence with confidence in victory and a revolutionary fighting spirit, while representing a serious setback for the imperialists and reactionaries who are waging a frantic anti-socialist campaign, talking about the "end" of socialism.
The fact that well over a hundred parties have signed the Pyongyang Declaration and that the revolutionary people around the word are responding to it proves irrefutably that the socialist idea contained in the Pyongyang Declaration reflects the desires and aspirations of progressive humanity. The revolutionary parties will be able to strengthen their internationalist unity and solidarity based on the common idea and dynamically promotes the cause of socialism when they wage a struggle with the Pyongyang Declaration as their common fighting programmed.
The internationalist unity and solidarity of the revolutionary parties must be achieved on the basis of independence. There is no need to establish an imitational center of leadership since each country is conducting the revolution under different circumstances and conditions and the party of each country is acting independently. The revolutionary parties will achieve genuinely internationalist unity only when they establish a comradely relationship on the basis of independence and equality instead of a relationship in which one is higher and the other lower and one dictates and the other is dictated to. It is impermissible in their relationship for revolutionary parties to interfere in the affairs of others and to force their opinions on the other, contrary to the Principles of independence and internationalism.
An urgent, common task facing the revolutionary parties at present is to defend socialism from the counterrevolutionary offensive of the imperialists and reactionaries.
The imperialists and reactionaries are now engaged in vicious maneuver against socialism, but they are destined to be a failure. The revolutionary partied and people the world over are turning out in a new struggle, overweening the temper confusion. It is inevitable for the masses of people to fight against a force if it represses their independence, and the cause of socialism emerges victorious through this struggle. This is a law governing historical development. The imperialists are now behaving arrogantly, but they are in a serious crisis. As the monopolies grow, the reactionary, anti-popular character of modem imperialism becomes mere evident and the discontent of the working people with the corrupt and ailing capitalist society grows as the days go by. The dasher to build an independent, new world under the ideal of independence, Peace and fiendish is becoming more intense among the Progressive people of the world. Although socialism is undergoing an ordeal, these people can change a disadvantageous situation into a favorable one and turn misfortune into a blessing, if they counter the counterrevolutionary offensive of the imperialists and reactionaries with a revolutionary offensive, full of confidence in victory.
Now that the imperialists and reactionaries are concentrating the spearhead of their attack on the socialist countries Which are faithful to revolutionary principles, it is very important for all the revolutionary parties and people to unite and strengthen their internationalist support for and solidarity with the socialist countries. Frustrating the criminal maneuver of the imperialists and reactionaries to isolate, blockade and invade the socialist countries is a common, urgent task for the revolutionary parties and people in their struggle to safeguard socialism.
The imperialists and reactionaries are resorting to every manner of trickery to prevent socialism from reviving in the former socialist countries. This is a scheme to bring the people of these countries under the yoke of domination and subjugation forever. A catastrophic crisis has been created in the countries where capitalism has revived owing to the criminal moves of the imperialists and reactionaries. The crisis these countries are now faced with is not a crisis of socialism but a crisis of revived capitalism, and it shows the irrelevance of the idea of bourgeois revival. The resurgence of socialism is the only way out of the political, economic, ideological and moral confusion and crisis, which are becoming more serious with every passing day in the countries where capitalism has revived.
The imperialists are resorting to every conceivable heinous plot to hold in check the advance towards socialism of the people of those countries which were subjected to national oppression and exploitation in the past and which have now embarked on the building of a new society. This is aimed at preventing them from taking the road to independence. Fighting against the imperialists' moves for trampling downs their rights to independence and for strengthening neocolonial exploitation and plunder of them is an important link in the whole chain of the common struggle for socialism.
In the developed capitalist countries, bipolarization, “the rich getting ever richer and the poor ever poorer”, is intensifying and confrontation is growing, with the social evil becoming more serious owing to the strengthening of monopolies. Accordingly, the oppressed working masses are turning out in the struggle, lifting up their voices calling for the rights to existence, boy and independence.
The victorious advance of the common cause of socialism will be further accelerated when the revolutionary parties and peoples give active support and encouragement to those parties and peoples that are waging an undaunted struggle for socialism under various circumstances and conditions.
It is an important task for the revolutionary parties to form a united front with the democratic political parties and organizations in the struggle to accomplish the cause of socialism. In the implementation of the socialist ideal of opposing exploitation and oppression and realizing the independence of the popular masses, the revolutionary parties, and democratic parties and organizations share similar demands and interests. The socialist cause will be promoted if the revolutionary parties strengthen their unity with all the democratic parties and organizations and cooperate with them actively on the Principle of mutual respect in the joint struggle for the independence of the popular masses in opposition to exploitation and oppression.
If the independence of the popular masses is to be realized, a dyadic anti-imperialist struggle should be launched. The main target of the struggle to defend socialism and achieve global independence is the US and other imperialist reactionary forces. Taking advantage of the destruction of the balance of power in the international arena, the modern imperialists are scheming more viciously than ever before to realize world domination by use of force. Without a struggle against imperialism, it is impossible to realize the aspirations to and desire for independence of the Progressive peoples of the world who are opposed to domination and subjugation and aggression and war. Struggling against imperialist domination and subjugation and aggression and war is a natural demand of the cause for independence of the popular masses, and compromising with the imperialist Policy of diminution is the betrayal of their cause of independence. To maintain a principled stand against imperialism is the bounden duty of revolutionary parties. The revolutionary parties and progressive forces will be able to check and frustrate the imperialists' moves for aggression and war if they regard the struggle against imperialism as their common duty and fight resolutely against it.
The driving force of the struggle to make the whole word independent is the combined anti-imperialist, independent force. The anti-imperialist, independent forces must unite so as to put an end to domination and subordination and interference and pressure by the imperialists, to establish a fair international order based on independence, to eliminate aggression and war and to ensure world peace and security. The imperialists are using all sorts of crafty maneuver to divide the anti-imperialist, independent forces and set them at variance with one another. The anti-imperialist, independent forces can frustrate the imperialists' maneuver for division and alienation and emerge victorious only when they counter their schemes with the strategy of unity. The anti-imperialist, independent forces can unite, transcending differences in social systems, political views, ideas and religious beliefs, nations and races because they have a common desire for independence, peace and fiendish.
Should all the anti-imperialist, independent forces, including the socialist countries, the international communist and working-class movements, the national-liberation movement, the Non-aligned Movement and the world peace movement, unite in the struggle they can put an end to imperialist diminution and interference and build an independent, new world.
The cause of independence, the cause of socialism, of the popular masses is a sacred one for making the ideal of humanity the reality. To unite and struggle for the victory of the cause of independence, the cause of socialism, of the popular masses is the revolutionary parties' honorable duty to history and their peoples. The current complex and difficult situation makes it necessary for the revolutionary parties to fight resolutely in firm unity, filled with a conviction in victory and an indefatigable revolutionary parties across the world for the victory of the cause of independence, the cause of socialism, of the popular masses, and will discharge its noble mission and responsibility for the Korean revolution and the world revolution.

On Some Problems of Education in the Juche Idea
(July 15, 1986)




Equipping the Party in embers and other working people fully with the Juche idea is now vital to our Party. I would like to speak about some problems arising in educating them in the Juche idea.
Education in the Juche idea means education in the monolithic ideology of our Party. It is an undertaking to until in the Party members and other working people the Juche idea, the gelding ideology of our Party, and bon them to be genuinely commonest revolutionaries of the Juche type. The Korean communist revolutionaries are true revolutionaries who have accepted the Juche idea as their true faith and are devoted to the struggle to accomplish the cause of Juche. It is only when we intensify their education in the Juche idea that the Party members and other working people can acquire the ideological and spiritual tilts and quelled of the communist revolutionary of the Juche type and fight devotedly for the sacred cause of realizing independence for the poplar masses.
The Juche idea is the Party's unshakable ideology that guides our revolution to victory. Only when we adhere to the Juche idea can we accomplish our Party's revolutionary cause of realizing independence for the masses.
The revolution aims to bring independence to the popular masses. The revolutionary character of an ideology is denned by the degree of firmness with which it champions man's independence and by the degree of scientific accuracy with which it elucidates the way that man's independence can be realized. The Juche idea is a complete revolutionary ideology in that it considers the fundamental aim of the revolution to be the avocation and realization of independence, which is the life and soul of a man as a social being, and asserts that the revolution should be pursued through to the end until independence is fully realized. The Juche idea is a prefect revolutionary doctrine' it shows the way for people to become absolute masters of the world and of their own destiny by completely transfusing nature, society and human beings themselves in accordance with the essential social quality of men who want to live and develop independently, as well as the way for the lasting happiness and Prosperity of mankind to be achieved.
The Juche idea is a fully scientific revolutionary doctrine for man's emancipation, primarily because it is based on an outlook on the world that is centered on man. The great leader Comrade Kim Il Sung has established a man-centred Philosophical outlook on the word for the first time in history, an Outlook which places man in the position of master of the world and clarifies the essence of the world and the laws governing its change and development.
When we say that the Juche idea is a man-centred outlook on the world, some people think that it stresses only man's subjective desires, ignoring the objective world. This is a serious misunderstanding. We said that the world should be viewed with man at the center. We have never said that we should view man alone.
Why, then, should we view the word with man at the center? It is because man is the most developed material being, holds the position of master in the world, and plays the decisive role in the development of the world and in shaping his own destiny.
Man has a common basis with other living organisms in that he, too, is a living material being which came into existence in the long course of the evolution of nature. Nevertheless, there are qualitative differences in the levels of the development of man and other organisms. For dries reason, there are fundamental differences between man's position and role in the world and those of other material beings.
Man, not nature, holds the position of master in the material world. Man is the only independent being in the material word. Animals can survive only by dapping themselves to nature. Therefore, they cannot be called master of their own dashy, Animals are Pat of nature and their dashy is defended by the natural laws of change and development, whereas man is the powerful master of the wand Who, on the basis of a scientific understanding of these natural laws, transforms nature to meet his own needs and hamsters it in his service. Man is not a being which obeys the natural laws of change and development and casts in his lot with nature; he is a social being who shapes his own dashy independently and creatively in accordance with the laws of social movement, the laws peculiar to human society. The greater man's creative role grows in transfusing nature, the higher his position as the master of the world rises, and the better the material word surrounding him is changed to serve him.
Since man is the only creative being that changes the word purposefully to meet his needs, he not only holds the position of master in the world, but plays the decisive role in transfusing and developing the world.
That man holds the position of master in the would and plays the decisive role in the development of the world is the Juche-orientated view on today's world. Without considering roan's position as master in the world and his creative role in transfusing the word, it wou1d be impossible to understand how far the word has developed and how and in which director it will develop in the future.
Inasmuch as man's destiny is defended by his relationship with the world, the fact that he holds the position of master in the world and plays the decisive role in its development means that he is the master of his own destiny and as such plays the decisive role in shaping his destiny. Therefore, the Principle of the Juche philosophy which clarifies man's position and role in the world is the Principle that shows the way man can shape his own destiny.
The basic mission of the philosophical outlook on the world is to show the way for man to shape his own destiny. The basic aim of all his cognitive and practical activities is to forge his destiny. So, the aim and mission of philosophy must reflect this. Man endeavors to understand what the essence of the world is, not for the sake of mere knowledge, but, ultimately, to discover the way to shape his dashy. In other weds, man is vitally interested in understanding what the word is, because he cannot know about his own destiny unless he knows something about the world. It can be argued, therefore, that the progressive nature and vitality of a world outlook are defended, in the final analysis, by how effetely it shows the way for man to shape his destiny. The basic characteristics and the unchallenged superiority of the word outlook of the Juche philosophy lie in the fact that, on the basis of the philosophical Principle elucidating man's position and role in the world, it shows the most scientific, fundamental methods of shaping man's destiny.
In order to clarify man's position and roe in the world, it is necessary to clarify the general characteristics of the material word and also the essential qualities of man. Mere knowledge of either of these two factors is not enough to make man's position and role in the material word clear.
The philosophical outlook on the world in the past clarified the Principle of materialism that the word is made of material, and the dialectical principle that the world is undergoing constant change and development. These philosophical principles revealed the general characteristics of the material world, but they are not enough to clarify man's position and role in the world.
The basic mission of a world outlook is, in essence to elucidate man's position and role in the word. Therefore, if materialism and dialectics are to fulfil their mission as a world outlook, they must not only show that the world is med of material and undergoes constant change and development, but also clarify that man, the most developed material being, holds the position of master in the world and plays the decisive role in its development. The ginned principles of dialectical materialism alone are not enough to solve the quashing of man's essential qualities and his position and role in the world, but they must not be ignored when giving a full answer to this question.
However, as matters now stand, some officials misunderstand the Juche philosophy and believe that it has nothing to do with the general Principles of dialectical materialism because it is a man-centered Philosophy. The Juche philosophy considers man in relation to the other material beings which are not as highly developed, instead of separating him from the material word and regarding him in isolation. Thus it clarifies the essential features of man and his position and role. Clearly, it conforms to the basic principles of materialism and diabetics that man, the most developed material being, holds the position of master over the less developed martial beings and that the movement of man, the movement of the most developed material being, plays a greater role than the movement of the lower-grad material beings in the advancement of the word. The Juche Philosophy has not discarded the principles of materialism and dialectics.
On the contrary, it can be argued that it has perfected dialectical materialism by scientifically indicating the prominent position and role of man in the material world, based on the principles 'of materialism and dialectics.
The position and role of man in the world can only be clarified on the basis of the philosophical elucidation of the general characteristics of the material world and the essential fibs of man. Therefore, the man-centered Philosophical world outlook comprises all the principles which elucidate the general characteristics the material world, the essential features of man and his position and role in the world. For this reason, it can be said that the Juche outlook on the world is a philosophical word outlook which has overcome the one-sidedness of the philosophical world outlook of the past and given the most profound and comprehensive answers to the questions of the essence of the world and of man's destiny.
Proceeding from the philosophical principle that man occupies the position of master in the word and Plays the decisive role in advancing the world and in shaping his own destiny, the Juche idea demands that man should always be regarded as the central factor, that everything should be approached from an independent point of view and that all cavities 8hould be creative so as to contribute to enhancing the position and floe of man' This is the reason why independence and creativity should be the fundamental stand and method which must be adhered to in all cumulative and practical activates.
The essence of society and the laws governing its change and development can be understood fully only by focusing on man. Society consists of people the social wealth they have created and the social relations which link them. Here man is always the master. Both social wealth and social relations are created by man. Therefore, social wealth is created and social relations are improved in line with the development of man's independent drinking and creative ability.
Social movement is the movement of man which is caused and promoted by man. Man is the factor which brings about social movement and the motive force behind dries movement. In conformity with the level of the development of his independence, creativity and consciousness, man proceeds with the creative movement to transform nature and society and advances social movement to shape his own destiny. Of course, man cannot create history in disregard of the objective conditions. But the objective conditions are not immutable; they can be changed in favour of man through his creative activates. It is not the objective conditions but man that plays the decisive role in the development of history.
The great leader Comrade Kim IL Sung has always instructed us that we should discover the cause of success or failure in our work within ourselves and should indemnify objectively what is to be done. The basic cause of success or failure in the revolution and construction lies in man who carries them out, not in the objective conditions. However, the revolution and construction are man's creative activities to transform the objective world to meet his needs. Therefore these undertakings can be successful only when man uses the Proper methods which have been worked out on the basis of a scientific calculation of the characteristics of the obsessive world and the laws of its movement. If we are to expand the creative role of the popular masses in the revolution and construction, it is incessancy to bring their revolutionary zeal and creativity into full play. At the same time, it is essential to combine this work with a proper strategy and tactics that suit the obsessive word and conditions.
Based on the philosophical principle which clarifies the position and role of man in the word, the Juche idea not only provides a correct outlook and viewpoint on nature, society and man, but also demonstrates a perfect revolution theory, strategy and tactics, and leadership theory and methods. For dries very reason, the Juche idea serves as the sole guide to all the activities of our Party. In our Party there cannot and need not be any other idea but the Juche idea. Therefore, we say that the Juche idea is the monolithic ideology of our Panty.
Some of our officials, however, still do not understand clearly that the Juche idea is the monolithic ideology of our Party. That is why they regard our Party's Juche idea as something that is contrary to Marxism-Leninism or they believe that class education or educator in revolutionary traditions is one thing, and that education in the Juche idea is another. As I have emphasized more than once, the Juche idea inherits all the revolutionary principles of Marxism-Leninism. Marxism-Leninism is a valuable revolutionary riches which the working masses gained in their hard-fought revolutionary struggle. Why should the Juche idea, which advocates a complete realization of man's independence and the successful conclusion of the revolution, abandon the revolutionary principles of Marxism-Leninism? It does not abandon the ideological and theoretical achievements of Marxism-Leninism, but further develops and enriches them as required by historical progress.
Naturally, development involves two aspect-sontinuity and renovation. It is a metaphysical view to consider only one aspect. The development of a revolutionary idea also involves the two aspects of continuity and renovation.
The basic mission of a revolutionary idea is to explain the aim of evolutionary movement and the way it should be conducted. Marxism-Leninism, the revolutionary idea of the working class, considers it the ultimate aim of the revolutionary struggle to build a communist society in which everyone, free from exploitation and oppression of man by man, is equally Prosperous. It also explains that, in order to attain this aim, it is necessary to struggle using a proper strategy and tactics based on the objective laws of social development. From the point of view of the mission of revolutionary ideas, the Juche idea and Marxism-Leninism are one and the same scientific, communist idea, and as such they share common ground. The Juche idea inherits the revolutionary stance of the working class, Naturalistic and dialectical principles and scientific theories which run through Marxism-Leninism. But today, in comparison to the period when the founders of Marxism-Leninism were active, the independence, creativity and consciousness of the masses who undertake the revolution have increased greatly, and their position and role in social development have also developed greatly. So there is a need to develop the theory and methods of revolution creatively to meet the needs of the new historical situation. This is an important matter.
The great leader Comrade Kim IL Sung said that in today's new historical conditions we should construe Lenin's propulsion-Soviet power plus electrification equals communism as meaning that the people's government plus the three revolutions is communism. We understand that by e1ectrification Lenin was stressing the need for highly developed material and technical foundations of communism. Comrade Kim IL sung instructed us that in order to build a communist society we must capture the ideological fortress, as well as the material fortress, and give Precedence to ideology.
Capturing the material fortress of communism is an undertaking that harnesses nature, to meet the demands of communalism. The endeavors to capture the ideological fortress are the work of reforming human beings, the masters of society, so as to meet the requirements of corniness. Socialism and communism are built by men, for men. In order to build communism, it is incessancy, first of all, to reform the people, the masters of society, along communist lines. If we are to capture the material fortress of communism, we must press ahead with the technological revolution; in order to conquer the ideological fortress, we must accelerate ideological and cultural revolutions.
The course of building socialism and communism is the course of steadily improving social relations so that man's independence and creativity can be made more effective at the same time as strengthening the material and technical foundations of society, whilst the people's ideological and cultural levels are rising. The people's government, managing the social life in a unified manner, plays the decisive role in ensuring that the masses hold the position of masters of society and play their role as such. Only by enhancing the function and role of the people's government shall we be able to rationalize social relations, constantly enhance the position and role of the masses in society and ensure that socialism and communism are built successfully.
In socialist society, where the exploiting classes have been eliminated and state power is in the hands of the masses, the question of reorganizing social relations along communist lines whilst capturing the material and ideological fortresses of communalism can be solved smoothly by the people's government.
The great leader Comrade Kim IL Sung defined the general line of building socialism and communism after the establishment of the socialist system as the implementation of the ideological, technological, and cultural revolutions while strengthening the people's government. This is a living example which shows us how we should creatively develop the revolutionary theory of the working class in conformity with the new historical circumstances. The Juche idea categorically rejects narrow-minded chauvinism in ideology. It fairly evaluates and assimilates those ideas capable of making even the smallest contribution to enhancing man's position and role in the world, with no regard to which nation or people have evolved them.
Our Party does not need any ideological system other than the system of the Juche idea, and in our Party there can be no ideological education which is not concerned with education in the Juche idea. Nevertheless, some propaganda workers are planning Party ideological education by defining the Percentage of education in the Juche idea, of class education and of education in revolutionary traditions. This shows that they still drink as if there were some ideological education other than education in the Juche idea.
Of course, class education, education in the Party's policies, education in revolutionary traditions, education in socialist patriotism and many other forms Of ideological education do not have just the same content as education in the principles of the Juche idea. But all of them are a link in the whole chain of ideological education to instill in the people the Juche idea, the monolithic ideology of our Party. In short, the basic aim of education in the Juche idea is to equip the popular masses, the subject of the revolution, with the revolutionary idea of independence, ensure the unity of the idea and purpose in the revolutionary ranks, and encourage the masses to maintain their position as masters and play their role as such in the revolution and construction. Al the work of ideological education that our Party conducts should contribute to strengthening the revolutionary rank from an organizational and ideological point of view and to raising the independent and creative role of the masses.
To this end, we should conduct all forms of ideological education including education in loyalty, in combination with the basic principles of the Juche idea. We must solve even the question of class-consciousness and of socialist Patriotism on the basis of the fundamental principles of the Juche idea. Only then can all ideological education be consistent with the Juche idea of our Party and be carried out to meet the basic requirements of the Juche idea, that is, to strengthen the subject of the revolution and enhance it, role. F6r this reason, call all forms of our Party's ideological education the ideological education in Juche. By the same logic we call the revolutionary idea of our Party the Juche idea because its fundamental principles underlie the ideas, theories and methods of our Party.
Some propagandists seem to take education in the Juche idea as meaning only the teaching of the principles of the Juche idea. Of course, they may use the term in such a narrow meaning in order to distinguish it from other forms of ideological education. But, since the Juche idea is the monolithic ideology of our Party we must include all types of our Party's ideological education in education in the Juche idea.
Class education is an important form of education in the Juche idea to strengthen the subject of the revolution. The working class is the core of the subjective force of the revolution. Without leader-ship of the working class, it would be impossible for the popular masses to become united as the subject of the revolution and carry out the revolution to win their independence. The process of building socialism and communism is that of transfused the whole of society on the working-class pattern by reforming nature, 'society and man to meet the needs of the working class, and this process is accompanied by a serious class struggle. It is only when class education is intensified amongst Party members and other working people that they can distinguish friends clearly from enemies and resolutely uphold the revolutionary stand of the working class in the revolution and construction. Moreover, we should concentrate great efforts on class education because we are carrying out our revolution in direct confrontation with the class enemies including the US imperialists who are occupying South Korea, and their stooges.
Education in socialist patriotism, to which our Party attaches impotence at the moment, must also contribute to strengthening the subject of the revolution. Since the revolution takes place within a country individually, the subject of the revolution and construction in each country is always the people of that country. The main duty of our Party and people in relation to the word revolution is to carry out successfully the Korean revolution, the revolutionary duty of our nation. In order to be faithful to the revolution in one's own country, one must first love one's nation and hold it dear. In this sense I advocate the idea of putting our nation first. This idea does not mean that we should look down on other nations, and emphasize the good Points of our nation alone. We communists must on no account be nationalists. Communists are true patriots and true internationalists. When I put forward the our-nation-first idea, I mean that we should carry out revolution and congestion independently, in the spirit of loving our nation first and with a high sense of national pride. Those who despise their own nation and' make a fetish of others cannot be faithful to their party and their People, nor can they have the attitude towards the revolution that befits masters.
We must not harbour any illusions about large countries or developed nations. Illusion is not reality. We must always base ourselves on the specific realities of our country. Large countries or developed nations are not always right, nor do ail their experiences suit the specific situation in our country. We should appreciate the role of large countries and develop friendly relations with them, but we must not abandon independence and follow them blindly. Friendship is necessary for the sake of independence, and genuine friendship can be ensured only when we maintain an independent stand.
The greatness of a nation is by no means attributable to the size of its territory and Population. Just as a man's worth is defined by his ideology, so the greatness of a nation is determined by the greatness of its guiding ideology.
The great leader Comrade Kim IL Sung established the Juche idea and built the revolutionary Part of the Juche type, and has thus created a new period of prosperity for our people, and shown mankind the direct road to independence. That is why progressive People around the world hold our leader in high esteem as a great teacher of mankind and praise our country highly as the "homeland of the Juche idea". We, as a nation, must be Proud, of this. We must be fully determined to carry out the revolution and construction in our own way to meet the needs of our people and to suit the situation in our country, with fervent loyalty to the great leader Comrade Kim IL Sung and under the guidance of the Party.
Education in revolutionary traditions should also be conducted on the basis of the fundamental principles of the Juche idea. The subject of the revolution strengthen and develops throughout a long historical process. In this regard, we can say that the subject of the revolution has historical roots. Revolutionary traditions are priceless revolutionary riches gained in the Process of the subject of that revolution springing up from these historical roots and strengthening and developing. Without preserving, continuing and developing these revolutionary riches, it would be impossible to maintain consistency and continuity in the efforts to strengthen the subject of the revolution.
Our Party has achieved the absolute and unconditional unity of the revolutionary ranks behind the great leader Comrade Kim IL Sung. Our people are very proud of this revolutionary addition. The leader's warm love and concern for the revolutionary fighters and the example set by the anti-Japanese revolutionary forerunners who entrusted their destiny enthrall to the leader and followed his leadership faithfully, touch the heart of everyone today.
Many obstacles lie in the way of our revolution. In order to complete tiring the succeeding generations the revolutionary cause of Juche pioneered by respected Comrade Kim IL Sung, we must learn and follow the noble revolutionary spirit of the young communalists who, with respected Comrade Kim IL Sung as the center of unity and leadership, fought at the risk of their lives to implement his ideas and policies at the dawn of our revolution. This is the way to maintain the purity of the shining tradition of the unbreakable unity of the leader, the Party and the masses, the unity which our revolutionary forerunners achieved at the cost of their lives, and to strengthen and develop our Party which has grown from deep and strong roots into an eternal revolutionary party, a party which never ceases to struggle.
Our Party's policies are the stodgy and tactics of our revolution to implement the Juche idea. It is only when the education of the Party members and working people in Party policy is intensified that they can cap out the revolutionary struggle and construction program as required by the Juche idea. In the final analysis, the aim of strengthening the subject of the revolution is to encourage the popular masses to throatily implement the Party's policies under the guidance of the Party and the leader. The Process of implementing the Party's policies is none other than the press of revolutionary struggle. We must conduct education in our Party's policies more fully so that all Party members and working people will clearly understand the validity and vitality of these policies and work with a high degree of revolutionary enthusiasm and creativity in order to put them into effect.
Bearing in mind that all' forms of ideological education conducted by our Party are geared towards education in the Juche idea, our propaganda workers must improve the standard of this education, in close harmony with the principles of the Juche idea, so that the Part members and working people will have a deep understanding of its essence and firmly maintain the attitude that befits the masters in the revolution and construction.
The most important aspect of education in the Juche idea is that the Party members and working people should have a full under standing of the subject of the revolution and firmly establish a revolutionary attitude regarding the leader.
In order to remain faithful to the revolutionary cause the Party members and working people must, first of all, have a proper view of the subject of the revolution.
The popular masses are the subject of history, but they are not always an independent subject, able to shape their destiny independency and creatively. In a society ruled by the exploiting classes, the masses were exploited and oppressed by the minority ruling classes and they did not hold the position of the masters of history. Of course, it was the popular masses who advanced history in that society, too, but they had to bear a heavy burden of creating history, not according to there own will but, in most cases, according to the will of the ruling classes. The masses who have such a status cannot claim to have become the independent subject of history.
It was not until an advanced industrial working class emerged and the working masses were awakened and organized under the influence of its revolutionary ideas of independence that the independent subject of history was able to make its full appearance on the stage of history. It was a turning point in the development of human history. Since then, the working masses, with the revolutionary ideas of independence, have been able to shape their own destiny.
For the popular reassess to be an independent subject of the revolution, they must be united into one organization with one ideology under the guidance of the party and the leader. Only the messes, who are united in this way, can shape their destiny independently and creatively. The subject of the revolution means the integrated whole of the leader, the party and the masses.
By uniting around the leader into one organization with a single ideology, under the guidance of the party, the masses form a sociopolitical organism which is immortal as an independent being. The Physical life of an individual person is finite, but the integrity of the masses rallied, as an independent socio-political organism is unmoral.
The great leader Comrade Kim IL Sung clarified for the first time in history that there is socio-political insight distinct from the physical life of individuals. An inamorata socio-political integrity is inconceivable without the existence of the socio-political community which is the integrated whole of the leader, the party and the masses. Only when an individual becomes a member of this community can he acquire immortal socio-political integrity.
Since the socio-political organism consists of many people it needs a focal point which has unified command of the activities of the social organism. Just as a man's brain is the center of his life, so the leader, the top brain in a socio-political comminute, is the center of the life of this community. The leader is called the top brain of the socio-political organism because he is the focal spoilt which directs the life of this organism in a unified manner. The leader is the center which analyses, synthesizes and integrates the interests of the masses and their desire for independence; at the same time, he is the culture which has unified command of their creative activities to put them into effect.
The party is the core of the masses, and it is rallied closely around the leader organizationally and ideologically; it is the pivot of the independent socio-political organism. When individuals are united organizationally and ideologically with the leader, the center of the socio-politica1 organism, through party organizations and share the same destiny with the Party, they will acquire an immortal sociopolitical integrity. It is only when people take an active part in organizational and ideological activities as members of a party organization or a socio-political organization led by the party that they can become more closely tied in kinship with the leader, the center of the socio-political orals, and exalt their socio-political integrity.
Since the leader, the party and the masses are welded into one socio-political organism and share the same destiny, they form a relationship based on revolutionary duty and comradeship, the relationship of he1Ping and loving each other. Revolutionary duty and comradeship help towards uniting individual Persons into a socio- political organism.
So far many people have talked about the value of freedom and equality. The Juche idea also considers them valuable. This is because everybody, as the master of the world, the master of his own destiny and as an independent being, does not want to be subordinated to anyone else. However, the principle of revolutionary duty and comradeship is not on the same level as that of freedom and equality. The relationship of revolutionary duty and comradeship presupposes the relationship of freedom and equality. However, the former does not become established spontaneously simply because the latter exists. We can say that a buyer and seller are on equal terms, but we cannot say that they always love each other as comrades. It is wrong to set the relationship of freedom and equality against that of revolutionary duty and comradeship. It is also a mistake to try to dissolve one into the other.
From the point of view of the social communality as a und, the principle of equality contributes to the fight against subjugation and inequality in personal relationships and to the defence of the independence of individuals, whereas revolutionary duty and comradeship exert a strong influence on uniting people into a socio-political organism sharing one and the same destiny and on defending the independence of the social community. The principle of equality is based on the individualistic outlook on life; it sets the greatest value on the life of individuals. On the other hand, the principle of revolutionary duty and comradeship is based on the collectivist viewpoint on life; it holds the integrity of a socio-political community incomparably dearer than the life of individuals.
Certainly, the socio-political organism, too, is subject to the working of the principle of equality as well as the Principle of revolutionary duty and comradeship. Here, equality between individuals does not contradict revolutionary duty and comradeship. Genuine revolutionary duty and comradeship can exist only when exploitation and oppression of man by man are eliminated and equality between people is ensured. Revolutionary duty and comradeship do not restrict the independence and creativity of man. On the contrary, they ensure them.
If man's independence and creativity are suppressed because the unity of the social community has to be maintained, it will be impossible to achieve genuine unity within the community. On the other hand, if the unity of the community is destroyed in the cause of providing people with independence and creativity, the integrity of the social community, the parent body of the integrity of individuals, will be impaired and thus the individuals themselves cannot be provided with independence and creativity. The unity of the social community should contribute to giving full play to man's independence and creativity. And man's independence and creativity must always refrain from going beyond the bounds of the unity of the community. This means that only through a harmonious combination of the Principles of equality and comradeship can the Problems be solved of giving full play to the independence and creativity of individuals and of cementing the unity of the community. Certainly, this is not an easy task, and certainly the problems do not resolve themselves of their own accord. That is why I have stressed more than once the need for leadership in a social community
Since the leader is the center of the life of a socio-political community, revolutionary duty and comradeship must also be centred on the leader. Revolutionary duty and comradeship find their most noble expression in the relationship between the leader and his men. Within the socio-political organism in which a common destiny is shared by all, the principle of revolutionary duty and comradeship governs the relationship between individuals, too. But in this case the principle is not absolute because none of the individuals is the center of the life of the socio-political community. However, loyalty to the leader and comradeship towards him are absolute and unconditional because the leader, as the top brain of the socio-political organism, represents the integrity of the community.
It is only when the leader, the party and the masses are integrated that they can become an immortal socio-political organism. There fore, they must not be separated from each other or set against each other. Just as the masses who are not guided by the party and the leader cannot be the independent subject of history, so the party and the leader that are divorced from the masses cannot maintain their identity as the political leader who guides historical Progress. Such a leader is not a leader but simply an individual, and such a party is not a party, but a mere group. That is why I have always emphasized that we should not consider the leader, the parity and the masses separately from each other.
We must also fully understand that the leader plays the decisive role in the revolution and construction. Being at the center of unity and leadership, he plays the decisive role in shaping the destiny of the popular masses. This is similar to the brain of a man playing the decisive role in his activities. However, the leader is always the leader of the party and the popu1ar masses, so his role must not be separated from that of the party and the masses. The parts played by the leader, the Party and the masses are always integrated.
Likewise, loyalty to the leader, to the party and to the people is an integrated whole. Loyalty to the leader is inconceivable without loyalty to the party and the people; such selective loyalty cannot be genuine. We must not regard loyalty to the leader as one thing .d the party spirit, working-class spirit, and the spirit to serve the people as something different. Because the leader is the center of the integrity of the party and the popular masses, loyalty to the party and the people must be most clearly expressed in loyalty to the leader. This is why we say that loyalty to the leader is the highest expression of the party, working-class and orientated-orientated spirit.
This is the very reason why we consider that the basic quality of a communist revolutionary of the Juche type consists of a sound revolutionary attitude to the leader and of the appreciation that loyalty to him is the lifeblood of a columnist.
Loyalty to the leader is based on the collectivist outlook on life that the integrity of a socio-political communality is the source of an individual's integrity. It is life that is most valuable to a man. In this regard, his socio-political integrity is more valuable than his physical life, and the integrity of a social community is more precious than an individual's integrity. The integrity of a social community is the basis of an individual's integrity. An individual's loyalty to the leader, to the party and to the masses, which form the parent body of his integrity, is not made on demand, bat emanates from the basic needs of his own socio-political integrity. This loy4ty is for the individual's own sake rather than for somebody else. The Juche idea considers that if a man's life is aimed at satisfying only his physical needs, then it is no different from that of an animal and that if a man's life is isolated from the leader, the party and the masses, it is worthless and contrary to the man's socia1 nature. Commonest revolutionaries of the Juche type find that life is worthwhile and happy in fighting devotedly for the common cause of the independence of the masses, firmly united on the basis of revolutionary duty and comradeship, under the guidance of the party and the leader. Therefore, it can be claimed that a revolutionary attitude to the 1eader is the nucleus of a revolutionary outlook on life.
An analysis of the shortcomings revealed recently in Party activities shows that our officials still lack a full understanding of the subject of the revolution. In particular, their view of the leader as the center of the socio-political organism is not firm. Because they lack the firm revo1utionary determination to share life and death, weal and woe, with the Pap with the leader at its center, they fail in their adherence to the principles of absoluteness and unconditionally in the implementation of the great leader's instructions and the Party's policies, and falter in their work, affected by defeatism and acting from expediency, when they are confronted by difficulties.
When receiving the instructions of the great leader Comrade Kim IL Sung and the Party's policies, we must experience great joy and honour before accepting them as our orders and duties, bearing in mind that they are the noblest requirements of life. We must implement them with all our devotion, clearly recognizing that they are the expression of the great affection and high trust placed in us by the maternal Party and paternal leader. Only those who think and act in this way can be called communist revolutionaries of the Juche type who have the proper revolutionary attitude towards the leader.
Defeatism results from the failure to make the ideas of the Party and the leader one's own and to believe in the unquenchable power of the popular masses. Defeatists pin their hopes on their individual intelligence or on chance rather than believing in the Party, the leader and the masses. Those who have the proper revolutionary attitude towards the leader and a correct understanding of the subject of the revolution, will have the rock-solid belief that nothing is impossible when the leader, the Party and the masses are united; therefore, under no circumstances can they lapse into defeatism.
The practices of working perfunctorily and acting from expediency are due, in the final analysis, to the fact that a person has not acquired the proper revolutionary attitude towards the leader. These practices are the expression of a servile sprit and they fundamentally contradict the attitude of masters of the revolution. We are not wage earners but masters of the revolution who are closely related to the Party with the leader at its center and share its fate. Anyone who is convinced of this can never work perfunctorily nor act from expediency.
The worship of the major powers and a dogmatic approach to things foreign are a further expression of a lack of the Proper revolutionary attitude towards the leader. As a matter of principle, revolutionary duty and comradeship should not change according to circumstances and conditions. Children love and respect their parents not because their parents are superior to others nor becau8e the children receive special attention from them, but because the parents gave them life and have brought them up. A man with the sense of revolutionary duty shares the same fate with the leader, the party and the masses, which are the parent body of his integrity, at all times, whatever the circumstances, whether favorable or unfavorable. If a man feels disappointed and thinks badly of his country because it is backward, or betrays his threatened motherland in order to save himself, no-one and no country will consider him a man of conscience. A man with the sense of revolutionary duty wil1 neither worship the major powers nor betray his leader, his party and his motherland, whatever the adversity.
The first thing we must realize is that our leader, not some great man from some other country, won back our lost country by overcoming all the hardships and difficulties in the dark years of Japanese imperialist rule and he has built a prosperous socialist nation in this land. It is our leader who led our people to defeat the Japanese and US imperialists and to honour Chollima Korea. It is also our leader who is leading our people's revolutionary cause for socialist construction and for international reunification to victory even in the difficult circumstances in which we are directly confronted by US imperialism, the ringleader of the world's reactionary forces. All the catmints revolutionaries of Korea have been accorded immortal political integrity by the paternal leader and have been trained under his loving care. Indeed, he is the great teacher of us all and father of our political integrity. Therefore, the loyalty of our Party members and working people to the great leader is untainted, Pure, absolute and unconditional.
In order to maintain our loyalty to the party and to the leader as revolutionary duty by acquiring a sound revolutionary attitude towards the leader, we must have a clear understanding of the great ness of the leader and our Party. When teaching People about this greatness, emphasis must be placed on informing them of the greatness of the Party's and the leader's ideas and theories, of their leadership and of their ideological and mental qualities.
At the moment Party organizations are conducting a great deal of education in the leader's virtues. However, this education alone cannot give Party members and working people a clear understanding of the leader's greatness. Our leader is endowed with the noblest popular qualities and communist virtues. However, in order to train Party members and working people to be genuine communist revolutionaries with a firm Juche-orientated revolutionary world outlook, we must first instill in them the greatness of the leader's ideas, theories and leadership.
Respected Comrade Kim IL Sung is a great thinker and theoretician who has evolved the immortal Juche idea, and a great statesman who has been guiding our people wisely along the intrude path of socialism and communism under the difficult and complex circumstances in which we are in direct confrontation with US imperialism. Progressive people in many countries throughout the world are now learning from the immortal Juche idea created by respected Comrade Kim IL Sung and regard him highly as a great teacher.
If Party members and working People are to acquire a clear understanding of the greatness of the leader's ideas and guidance, they should be encouraged to study his works closely. This is important.
The works of the great leader Comrade Kim IL Sung are the crystallization of the ideas, theories and methods of Juche and elucidate all the theoretical and practical problems which arise in the revolution and construction and the specific ways in which they can be solved. His works summarize the breadth and depth of all the valuable experience gained and the brilliant achievements made by our people in the arduous and complex struggle under the leadership of the Party; they give a full explanation of the fundamental principles and the strategy and tactics by which we must be guided. They are an encyclopedia which summarizes the true facts concerning the revolution and construction and a library of the Juche idea. His works are priceless classics which we must study. Therefore, only the original texts must be used when studying the leader's works.
But at present the works are being studied in a perfunctory manner. Some officials only read the texts of explanatory lectures and other reference material, instead of studying the works in the original. It is easy to understand the originals but difficult to read the explanatory lectures and to identify the main Points. However, Propaganda workers substitute the study of the works with this material which they circulate to their subordinate units and with the control of their attendance at study sessions.
The purpose of studying the leader's works is to acquire his ideas and theories in full and to implement them to the letter. The Party members and the working people must first study in greater depth his works that relate to their fields and channel their main efforts into carrying out the tasks set out in the works.
If we are to study the works property, we must organize a variety of forms and methods for doing so, to suit the people's characteristics and preparedness. Debating the works at a seminar is a good method of studying them in depth. Studying through discussion in a collective way is effective both in establishing the habit of studying and in acquiring a deep understanding of the content. I have already emphasized that studying combined with questions and answers is effective in stimu1ating enthusiasm for studying and in understanding clearly true facts through united efforts. We must ensure that all fields and units arrange seminars on his classic works widely, and study them through discussion and in conformity with their particular situation.
At seminars on the works we must not only concentrate on acquiring a deep understanding of their ideo1ogical and theoretical content but on debating the ways and means of solving those problems that arise in implementing the principles and applying the methods that are indicated in the works. A seminar on the, works must not be idle chatter, divorced from practical work.
We must intensify education in the Juche idea and thus establish a Proper attitude to the subject of the revolution and further strengthen the unity of the leader, the Party and the masses.

PART ONE

It is more than a century since the days of Karl Marx, the great leader of the international working class and the author of the scientific communist theory. Karl Marx made a great contribution to the liberation cause of mankind, and because of his immortal exploits his name is still enshrined in the hearts of the working class and peoples of all countries.

Marx's career was that of a prominent thinker and theoretician, a great revolutionary. It was he who ushered in the epoch of the international communist movement and made a radical change in the struggle for the freedom and liberation of the working class and popular masses. Progressive mankind will remember for ever his brilliant career and great services to the sacred revolutionary cause for the working class and other working people.

Marx's greatest contribution to mankind lies in the fact that he advanced Marxism which provided the working class with a powerful ideological and theoretical weapon of liberation struggle.

The revolutionary idea of the working class emerges as the reflection of the demand of the times and the aspirations of the popular masses.

In the first half of the 19th century capitalism developed rapidly in many European countries. As it flourished it harshly exploited and oppressed the working class. Therefore, the working class rose in the struggle against exploitation and oppression by capital.

This struggle required a revolutionary idea and theory as its guideline. The requirement was met by Marx when he, together with Engels, evolved Marxism which represented the aspirations and interests of the working class.

Marx critically examined the contemporary progressive ideas and theories including the classic philosophy of Germany, the classic political economy of Britain and the utopian socialist theory of France, and analyzed the contradictions of capitalist society. On this basis he clarified the principles of dialectical and historical materialism, advanced the theories of surplus value, proved the inevitability of the downfall of capitalism and the triumph of communism, and turned socialism from Utopia into science.

Thanks to Marx's outstanding contribution, the working class could have their own scientific world outlook for the first time, understand the law of social development and see the road they should follow in attaining class emancipation and building a bright new society.

Basing himself on the analysis of the class relations of capitalist society, Marx defined that the working class was the most advanced and revolutionary class with a mission to abolish the domination of capital, put an end to exploitation of man by man once and for all and build a new, communist society. He elucidated that the struggle of the working class against the capitalist class would inevitably bring about the dictatorship of the proletariat. The Marxist idea on the class struggle and the proletarian dictatorship served as a powerful weapon in the struggle of the working class to attain class emancipation and realize communism.

The establishment of Marxism was an epoch-making event in the revolutionary struggle of the working class. It led the working class and the laboring masses to a new era when they fought for freedom and liberation, for socialism and communism, with scientific revolutionary theory, strategy and tactics.

Marx not only provided the working class and other exploited working people with a weapon for their liberation struggle, but also personally took part in the revolutionary struggle.

Marx energetically worked to link scientific socialism with the working-class movement, and zealously struggled against capitalism for the liberation of the working class.

Marx proved the need to form a vanguard detachment of the working class in their revolutionary struggle, and exerted great efforts for the building of a party. He organized the Communist League and published the Communist Manifesto which he drew up together with Engels. Thus he initiated the communist movement of the working class who fought under the leadership of a revolutionary party with a scientific program. The founding of the First International by Marx enabled the working class to wage the revolutionary struggle more energetically, cementing international solidarity.

The revolutionary cause of the working class has emerged victorious through fierce struggles against all class enemies. From the outset the bourgeoisie and their servants resorted to every means to exterminate Marxism with bitterest hatred. In the whole period of his revolutionary activity Marx uncompromisingly combated bourgeois reactionaries and all shades of opportunists, thus defending the revolutionary cause of the working class and paving the way for its triumph.

Long strides have been made in historical progress and radical changes effected in the appearance of the word since Marx's days. Marxian doctrine has been inherited and applied by the communists and revolutionary people of the word, and Marxism has constantly developed.

Lenin took over the cause of Marx and propounded Leninism by developing Marxism creatively to suit the new historical conditions in the period of imperialism and Proletarian revolution. Thanks to Leninism the October Socialist revolution emerged victorious and the first state of proletarian dictatorship was born. Marxism-Leninism, the working class's revolutionary ideology originated by Marx and developed by Lenin, gave a strong impetus to the revolutionary struggle of the international working class and the cause of the popular masses for liberation.

Today socialism has triumphed in many countries of the world and hundreds of millions of people in Asia, Africa and Latin America have freed themselves from imperialist and colonial rule and oppression and are creating a new life. This is a great change made in the cause of communism, the revolutionary cause of the working class, and a historic victory won by the communists, revolutionaries and revolutionary peoples in many countries at the cost of their blood.

In a revolutionary movement of the working class, the leader plays the decisive role. As early as the initial period in the history of the international communist movement this valuable truth was proved by the activities of Marx. If Marx, the first leader of the working class, had not founded Marxism for the international working class, they would have groped in darkness, not knowing their historic mission, nor could they have triumphed in their revolutionary struggles. If Lenin had not advanced Leninism, the theory, strategy and tactics of proletarian revolution in the age of imperialism, and aroused the Russian working class to struggle, the first socialist state in the world could never have appeared.

As it was the case with the communist movement in the past, so at the present and in the future, too, the revolutionary cause of the working class will advance triumphantly under the guidance of the leader.

In the days of Japanese imperialist colonial rule Marxism-Leninism heralded the dawn to the struggle of the Korean communists and people for national and social emancipation.

In the early years of his revolutionary leadership in our country, the great leader Comrade Kim IL Sung brilliantly pioneered the victorious path of the communist and national-liberation movements under the banner of Marxism-Leninism.

Since revolutionary movements take place in different historical backgrounds and on different specific scenes, the communists in each country must apply the general principles of Marxism-Leninism in conformity with the conditions of the times and the specific realities of their country and develop the revolutionary theory in keeping with new requirements of the developing revolution.

By founding the Juche idea while showing the road to revolution through a creative application of Marxism-Leninism to the realities of our country, the great leader Comrade Kim IL Sung paved the way to develop our revolution independently.

In a nutshell, the Juche idea means that the masters of the revolution and construction are the masses of people and that they are also the motive force of the revolution and construction.

Since the masters of the revolution and construction are the masses of people, they should adhere to the position of masters in the revolution and construction and fulfill the role as such.

In order to adhere to the position of masters, the masses of people should maintain an independent stand.

The revolutionary movement is a struggle to defend the independence of the popular masses and, accordingly, it calls for the maintenance of an independent stand. Only when they stick to this stand can the masses solve all problems arising in the revolution and construction in their interests and safeguard the right as masters in the revolution and construction and discharge their responsibility. If they are to maintain an independent stand, they must implement the principle of Juche in ideology, independence in politics, self-support in the economy and self-reliance in national defense.

In order to fulfill the role as masters in the revolution and construction, the masses of people should maintain a creative stand.

The revolutionary movement is a creative movement of the masses and, accordingly, it calls for the maintenance of a creative stand. Only when they adhere to this stand can the masses display their creative power to the full and find ways and means suited to the realities, thus pushing forward the revolution and construction with energy. For maintaining a creative stand, one should apply the principle of solving all problems in keeping with one's actual conditions on the strength of the masses' creative power.

If we are to get the masses of people to adhere to the position of masters in the revolution and construction and fulfill the role as such, we must direct our foremost attention to their thoughts.
The independent ideological consciousness of the popular masses plays a decisive role in the revolutionary movement and, accordingly, this movement demands that we put stress on ideology. Only when we awaken and arouse ideologically the working masses, the masters of the revolution and construction, can we rapidly ripen the revolution and actively carry it out. In order to enhance the role of ideological consciousness in the revolution and construction, we should implement the principle of keeping ideological remolding, political work, ahead of all other activities.

The Juche-oriented stand and principles clarified by the great leader Comrade Kim IL Sung conform with the principles of the communist movement and Marxism-Leninism.

The communist movement is a struggle for independence to free the people from all form of subordination and restriction; it is a movement waged by the communists and people independently in accordance with their own conviction. Adhering to the standpoint of Juche in the revolution and construction fully agrees with this essential character of the communist movement. Now that the struggle for communism is waged with each national state as a unit, the adherence to the Juche-based stand is more urgently demanded. If the communists successfully carry out the revolution in their country from the standpoint of Juche, they will be able to better contribute to the strengthening of the international revolutionary forces and to the promotion of the victory of world revolution.

Marxism-Leninism which clarified the working class's theory, strategy and tactics of revolutionary struggle is not a dogma but a guide to action. To adhere to the Juche standpoint in the revolution and construction conforms with the essential character of Marxism-Leninism as a creative doctrine. Only through a correct application of Marxism-Leninism from the standpoint of Juche, can the communists display its might to the full and further enrich its treasure house by creating new revolutionary theories.

In the course of leading the Korean revolution the great leader Comrade Kim IL Sung gave scientific answers to all problems arising in the revolution and construction on the basis of the Juche idea and systematized the Juche ideology, theory and method in an all-round way. All his ideology, theory and method proceed from the Juche principles and embody them. In this sense, we call Comrade Kim IL Sung's ideology, theory and method the Juche idea.

The Juche idea is a brilliant fruit of the great leader Comrade Kim IL Sung's ideological and theoretical activities which cover more than half a century; it is an ideological and theoretical crystallization of the Korean revolution. The Juche idea gives a full systematization of the thoughts and theories which have been developed, enriched and newly advanced in the course of revolutionary struggle under the banner of Marxism-Leninism, and it contains scientific answers to new problems raised by the revolution and construction in our era. Only when we advance along the road indicated by the Juche idea can we overcome all shades of opportunism and staunchly uphold the revolutionary principles of Marxism-Leninism, correctly solve all new problems raised by the times and the developing revolution and brilliantly accomplish the cause of communism.

PART TWO

The history of the Koran revolution is a history of the application and all-out victory of the great Juche idea.

By adhering to this idea as our steadfast guiding Principle, we have been able to carry on victoriously the revolution and construction without any deviation.

In accordance with the Juche-oriented line of armed struggle put forward by the great leader Comrade Kim IL Sung, our people waged a heroic anti-Japanese armed struggle, defeated the Japanese imperialists and achieved the historic cause of national liberation. After liberation they, under the wise leadership of the great leader Comrade Kim IL Sung, implemented the Juche-oriented revolutionary line and thoroughly carried out the anti-imperialist, anti-feudal democratic revolution in the northern half of the Republic and converted it into a powerful base of the Korean revolution. On this basis, they won a great victory in the fierce Fatherland Liberation War against the invasion of the US imperialists. By applying the Juche idea we solved most correctly all problems arising in the socialist revolution and construction after the war and changed in a short time our once backward country into a powerful socialist state which is independent, self supporting and self-reliant in defense.

Today our revolution is developing onto a new, high Phase and a brighter vista is opened up before our people who are advancing towards communism.

Since the time the scientific theory of communism was established by Marx, mankind has waged an uninterrupted struggle to realize an ideal communist society, and today communism is not a cherished desire which will come true in a distant future, but it is on the order of the day as a practical task.

On the basis of Marxism-Leninism and the Juche idea, our Part has solved correctly theoretical and practical questions arising in communist construction, thus vigorously promoting the revolution and construction in accordance with scientific strategy and militant policy.

Our Party set forth the theory on capturing the theological and material fortresses of communism and the theory on the ideological, technical and cultural revolutions and thus clearly elucidated the basic strategic objectives of communist construction and the ways of its realization.

If we are to build a communist society, we must seize the material fortress of communism without fail. In other words, we must highly develop the productive forces to lay the material and technical foundations of communism and to establish a single communist ownership. Only then can we apply the communist principle of "From each according to his ability, to each according to his needs", which Marx put forward a long time ago.

In order to build a communist society, we must secure the ideological fortress as well. That is to say, every member of society should be revolutionized, working-classized and intellectualized to be a harmoniously developed communist man. People are the masters of society. So, only when they are educated into comprehensively developed communist men, can they successfully build socialism and communism and run the communist society properly.

The People's ideological and moral life and material life constitutes two aspects of social life and the independence of the working masses should be realized in these two spheres. In order to realize the independence of the popular masses completely, therefore, we should attain both the ideological and material fortresses of communism without fail.

Our Party's program of modeling the whole society on the Juche idea is a great program for the building of communism. It enables us to take the ideological and material fortresses of communism with success by transforming men, society and nature in accordance with the Juche idea and fully realize independence for the working masses.

The ideological, technical and cultural revolutions constitute our Party's consistent strategic line for molding the whole society after the Juche idea and for building communism.

The line of these three revolutions represents the steadfast stand of our Party to complete the cause of socialism and communism.

The victory of the socialist revolution and the establishment of the socialist system mark a historical turning point in the revolutionary struggle of the working class, in accomplishing the cause of socialism and communism. But these do not mean the completion of the revolution on any account.

With the establishment of the socialist system, class antagonism is abolished, but class distinctions still exist. The class distinctions in socialist society are those between the working class and the peasantry, the two main friendly classes, and these distinctions emanate from the differences between public and cooperative property, the two forms of socialist ownership.

The establishment of the socialist system also brings about a fundamental change in the character of labor, which becomes a matter of honor. But labor does not yet become a primary requirement of life, and differences in labor remain. The differences in labor in socialist society find expression mainly in the distinctions between physical and mental labor, between heavy and light labor, and between industrial and agricultural labor.

The establishment of the socialist system wipes out the sources of exploitation and poverty once and for all, but the distinctions still exist in the material and cultural standards of the members of society.

The cause of various differences including class distinctions remaining in socialist society consists in the ideological, technical and cultural backwardness, the legacy of the old society. Because of this ideological, technical and cultural backwardness and various differences including class distinctions, the socialist society differs from the high stage of communism and assumes a transitional character.

Of course, this transitional character is not an essential feature of socialist society. The essential quality of socialist society is represented precisely by its communist character. This is because socialist society is based on collectivism, and comradely cooperation and unity form the basis of social relations.

Building and completing a socialist society is a process of strengthening the communist character of this society and overcoming its transitional character. This requires that all policies be carried out in consideration of and conformity with both the communist and transitional characters of this society in building socialism.

In view of the essential superiority and the characteristics of socialist society, it is important to pursue a correct, unbiased policy which emphasizes political and moral incentives to the working people and properly combines these with their material incentives in socialist construction, which actively puts into effect communist measures and adheres strictly to the socialist principle of distribution according to the quality and quantity of work done, and which correctly combines the voluntary enthusiasm of the working people with control by them.

If a policy is formulated solely on the basis of the communist character of socialist society by ignoring its transitional character, and vice versa, it may result in Leftist and Rightist errors. If we are to build a communist society by overcoming the transitional character of socialist society, we must continue to carry on the revolutions to abolish the ideological, technical and cultural backwardness.

The ideological, technical and cultural revolutions are the continuation of the revolution under socialism and its advancement to a new higher stage. The revolution for independence of the working class and working masses, which started with the struggle to overthrow the old exploiting system, is carried forward to the struggle in socialist society to eliminate the ideological, technical and cultural backwardness, the legacy of the old society, and is completed through this struggle. Only when we cap out these three revolutions will we be able to abolish the ideological, technical and cultural backwardness and the incidental class distinctions between the working class and the peasantry, and the differences in labor and the material and cultural standards, and to meet all essential requirements of communist society.

In carrying out the three revolutions our Party adheres to the principle of giving definite precedence to the ideological revolution and vigorously pushing ahead with the technical and cultural revolutions simultaneously.

Only when we give Priority to the ideological revolution will we be able to remold the ideological consciousness of the people and turn them into communist men and successfully carry out economic and cultural construction by giving full play to the revolutionary zeal of the working people. Unless we continue to intensify the ideological revolution, obsolete ideas may revive in the minds of people, capitalist ideas may infiltrate from the outside, and people's revolutionary enthusiasm may cool down gradually as they are freed from worries about food, clothing and housing with the improvement of their standard of living. The neglect of the ideological revolution will in the long run produce grave consequences in the revolution and construction.

Therefore, we must never slight the ideological revolution but ceaselessly intensify it in building socialism and communism.

Our Party has given definite precedence to the ideological revolution in revolution and construction, and energetically struggled to cap it out, bringing about a fundamental change in the ideological and moral qualities of the people and in their way of life. The whole society is pervaded with the Juche idea and is vibrant with a revolutionary way of life and work. All our working people are struggling devotedly for the Part and the revolution, the country and the people, and for the society and the collective, with infinite loyalty to the Party and the leader.
But in order to educate and remold all members of society into true communist men and stimulate their revolutionary enthusiasm ceaselessly, we must continue to intensify the ideological revolution.

The main task confronting us today in implementing the ideological revolution is to educate and remold all members of society thoroughly into communist revolutionaries of the Juche type in keeping with the requirement of modeling the whole of society on the Juche idea, and rouse the working people vigorously to the revolutionary struggle and construction work by activating their revolutionary zeal.

We must intensify the education of the Party members and working people in the Juche idea and Party policy and tirelessly educate them in the revolutionary traditions and on communist lines, so that they will think and act in line with our Party's intentions anytime anywhere, hate the exploiting class and their system, ardently love the socialist system and socialist motherland, and struggle to cap out the cause of socialism and communism.

We must closely combine ideological education with revolutionary practice to ensure that all the Party members and working people accelerate production and construction, displaying a high degree of revolutionary enthusiasm and creative initiative.

PART THREE

While giving priority to the ideological revolution, we must push forward the technical and cultural revolutions.

Ours is an age of science and technology. Only by rapidly developing science and technology can we accelerate socialist construction, develop the national economy onto a new, higher stage and successfully improve the people's standard of living and increase the nation's strength.

By dynamically promoting the technical revolution, our Party has turned our once technically and economically backward country into an advanced socialist industrial state in a short time and made a great stride forward in putting all branches of the national economy on a modern scientific and technical basis and freeing the working people from arduous labor.

But if we are to free our people completely from arduous labor and provide them with a prosperous and cultured life, we must continue to push forward the technical revolution.

An important task facing us today in carrying out the technical revolution is to rapidly make the national economy Juche-oriented, modern and scientifically-based. This is the only way we can strengthen the independence of the national economy and lay firm material and technical foundations of socialism and communism.

We must concentrate our effort on scientific and technological problems and those related to production that arise in making the national economy Juche-oriented and thus solve the problems of raw materials, fuel and power more satisfactorily by utilizing our domestic resources and improve the structure of the national economy continuously.

Vigorous efforts should be made in all branches of the national economy to improve technology, introduce overall mechanization, automation and remote control into production and put agriculture on an industrial basis, thereby modernizing the national economy and freeing the working people from arduous labor.

Furthermore, we should rapidly develop science and technology and put production and management in all branches on a new scientific basis and thus convert our national economy into one which is highly scientific.

At present an important factor in carrying out the technical revolution is to enhance the sense of responsibility and role of scientists and technicians.

Thanks to the Party's correct policy of training national cadres, we have an army of scientists, technicians and specialists numbering 1.2 million who are equipped with the Juche idea and the knowledge of advanced science and technology. If we properly mobilize these great forces which are working for scientific and technological progress and economic development in the country, we will be able to solve creditably any problems arising in the technical revolution and economic construction.

Scientists and technicians should firmly establish Juche in scientific research, intensify creative cooperation with workers and strive to resolve the scientific and technological problems arising in making the national economy Juche-oriented, modern and scientifically-based. Along with this, their successes should be introduced promptly into all branches of the national economy to prove their effectiveness in production and construction.

Now the economic situation in our country as a whole is very good and we have a definite prospect for successfully carrying out the magnificent program of socialist economic construction put forward by the Party. Through the struggle to implement the decision of the Sixth Party Congress, the Juche character of industry has been further strengthened and solid foundations have been built to attain the ten long-term objectives of socialist economic construction.

The question depends upon the resolution and endeavors of our functionaries and Party members.

All functionaries, Party members and working people should uphold the policy of speed campaign set forth by the Party and accelerate production and construction, thereby implementing ahead of schedule the Second Seven-Year Plan and the ten long-term objectives of socialist economic construction.

The main object of carrying out the technical revolution and accelerating socialist economic construction is to make the country rich and strong and provide the people with an affluent and cultured life.

Steadily raising the material and cultural standards of the people is the supreme principle of our Party in its activity.

We should further raise the people's standard of living by strengthening the country's economic foundations and at the same time effecting a great change in the production of consumer goods and public service.

The cultural revolution is an important revolution whose task it is to train our working people into comprehensively developed men and women and to satisfy their ever-increasing cultural needs.

By actively promoting the cultural revolution our Party has achieved brilliant successes in developing socialist culture. In our country the universal 11-year compulsory education has now been introduced, and all the younger generation are receiving perfect secondary education. Progress in the work of training national cadres has resulted in the growth of an army of intellectuals. The working people's cultural and technical standard as a whole has been raised, and remarkable progress made in all fields of science, technology, literature, art and public health, etc.

The central task of the cultural revolution at the present time is to intellectualize the whole of society. This is our Party's unique policy for developing socialist and communist culture. We should build up the existing centers for training national cadres and at the same time increase the institutions of higher learning and improve educational work in such a way as to develop the educational system of studying while working. Besides, we should train all members of society to be harmoniously developed communistic people and raise continuously the general standard of culture and knowledge of the society. We should further develop revolutionary literature and art, and establish thoroughly the socialist way of cultured life.

The successful construction of socialism and communism requires correct leadership.

Marxism-Leninism advanced the theory on the system of proletarian dictatorship and thus provided a guideline for the working class in power to follow in leading the construction of a new society.

Our Party is leading socialist and communist construction to victory by establishing the system and method of leadership over the revolution and construction, in keeping with our country's actual conditions on the basis of Marxism-Leninism and the Juche idea.

The working-class party is the guiding force in the system of leading the revolution and construction.

As Marxism-Leninism teaches, the working-class party is the highest organization of all the working-class organizations.

The great leader Comrade Kim IL Sung has always found the key to all success in strengthening the Party in the whole course of leading the revolution and construction and wisely led the work of building the revolutionary Party of the working class in our country.

The revolutionary party of the working class in each country should be built independently by the communists of that country. Under the leadership of the great leader Comrade Kim IL Sung, the Korean communists formed Party organizations on the principle of independence in the days of anti-Japanese revolutionary struggle and relied on them in leading the Korean revolution to victory. They themselves resolved the problems arising in the building of the ruling Party after liberation.

In view of the country's specific conditions and the demand of the revolution, our Party set forth the policy of building a mass-based party and widely recruited progressive workers, peasants and working intellectuals, which helped it in expanding its ranks rapidly. It continued to consolidate its ranks organizationally and ideologically in the fierce struggle against the internal and external enemies.

We laid a particular emphasis on the establishment of a monolithic ideological system as the basic line of Party building and thus made the Party's unity and cohesion unbreakable, and strengthened and developed our Party into a militant, revolutionary party with strong organization and discipline whereby all its members think and act in one and the same way.

Our Party has always regarded it as its noble mission to serve the people, defended their interests thoroughly, relied firmly on them and strengthened its kindred ties with the masses. At present our Party has won unqualified support and trust of the people, and the latter wholly entrust their destiny to the former and are fighting staunchly under its leadership.

We are justifiably proud of the fact that we have built the steel-like revolutionary Party whose members are firmly united in one and the same ideology and will around its Central Committee headed by the great leader Comrade Kim IL Sung, the militant Party which has struck its roots deep into the masses of people and is in complete harmony with them, pushing ahead vigorously with the revolution and construction.

To strengthen the Party and enhance its leading functions and role is important in socialist and communist construction at all times. A socialist and communist society is a highly organized society, and for the correct management of such a society there must be a guiding force with strong organizing power like a party.

We should build the Party in a far-sighted manner in view of its place and role in carrying out the socialist and communist cause.

To strengthen and develop our Party into the everlasting Party of Comrade Kim IL Sung, its founder and leader, is the consistent stand our Party maintains in Party building. Our Party will admirably discharge its historical mission by invariably having the great Comrade Kim IL Sung at the head of the Party, taking the Juche idea as its guiding idea, resolutely defending its revolutionary traditions and holding fast to its policies.

We should establish more thoroughly the monolithic ideological system in the whole Party, consolidate unremittingly the Party's organizational and ideological foundations and keep on building up its ranks. All Party organizations should strengthen work among cadres and Party members, regarding work among people as the basis of Party activity, and regularize and standardize Party life to temper their Party spirit further and rally all sections of the masses closely behind the Party through efficient work among them.

Giving correct Party guidance to the revolution and construction is the Party's important duty.

The working-class party is a political organ of leadership, so its guidance of the revolution and construction should be a political guidance, a guidance given in conformity with Party policy. In the whole course of giving its guidance to the revolution and construction, our Party has paid close attention to making sure that all Party organizations establish a unified control of work in their respective fields and units and strengthen their political guidance, a guidance given to suit Party policy.

What is important in the Party's leadership over socialist construction is to ensure correct guidance of the ideological, technical and cultural revolutions.

Our Party has improved its leadership of the three revolutions in keeping with the requirements of the revolution and construction at every stage. In step with the intensifying ideological, technical and cultural revolutions, our Party further enhanced the militant functions and role of its organizations and, at the same time, sent the three-revolution teams composed of Party hard core and young intellectuals to factories, enterprises and cooperative farms. It thus ensured that Party organizations and the teams vigorously promoted the ideological, technical and cultural revolutions by their united efforts. By constantly intensifying Party leadership over the three revolutions we will get these revolutions better organized and make them more active and bring about a new turn in their implementation.

PART FOUR


Socialist economic construction is an important revolutionary task for a working-class party in power. The work of the ruling Party should be aimed at efficient socialist economic construction, and success in Party work, too, should be manifested in the success of socialist economic construction.

Today our national economy has attained a high level of development and its potentialities are enormous. This requires further to strengthen Party leadership over socialist economic construction. Party organizations should firmly take economic work in hand and actively push it forward; they should give efficient assistance to the economic functionaries so that they organize economic work and direct production in a responsible way, with the attitude befitting masters of the revolution.

If we are to build socialism and communism successfully, we must strengthen people's government as the weapon and enhance the role of the state and economic bodies.

Guided by the Marxist-Leninist theory on the proletarian dictatorship, our Party established the people's government by creatively solving the question of state power to suit the conditions of a new era and thus contributed to enriching the historical experience of proletarian dictatorship.

People's government is a new type of the proletarian dictatorship which was born as required by the law of the revolutionary movement of the working class.

Socialist and communist revolution has made steady progress over a century and rallied under its banner not only the working class but also broader sections of the working People. In our time people from all walks of life, including workers and peasants, have come to participate in the revolutionary movement led by the working class. What is more, in those countries which, like ours, were formerly imperialist colonies or semi-colonies, broad sections of the masses such as peasants, working intellectuals and small propertied classes under the leadership of the working class are not only participating in the anti-imperialist revolution for national liberation, but have accepted socialism and are taking the socialist road. The people's government was the requirement of these historical conditions in which the socio-political basis of Proletarian dictatorship extended beyond compare.

In accordance with the Juche-oriented line of building the people's government which the great leader Comrade Kim IL Sung defined during the period of the anti-Japanese revolutionary struggle and put into effect in the guerrilla bases, our Party destroyed the colonial ruling machines of the Japanese imperialists and established the people's government immediately after liberation. Relying on this government, the Party carried out the anti-imperialist, anti-feudal democratic revolution and socialist revolution. Today it is successfully building socialism.

In order to fully realize the revolutionary cause of the working class, the cause of socialism and communism, the people's government should be constantly strengthened.

In each period of revolutionary development our Party took measures to strengthen the people's government and enhance its functions and role in conformity with new circumstances and requirements so that the people's government could take its root deep amongst the broad sections of people and carry out its task satisfactorily.

Today our people's government fulfills its functions and plays its role creditably as the weapon for the revolution and construction, as the champion of the freedom and right of the people and as the defender of the country and the revolution. It enjoys the deep trust and love of all the people.

In the future, too, we must continue to strengthen the people's government.

We should firmly build up the people's committees at all levels and state and economic bodies with fine workers who are faithful to the Party and enjoy the confidence of the people, and make sure that they carry out their tasks as the servants of the people.

All the officials of state and economic bodies should have a strong Party spirit, working-class spirit, and serve-the-People spirit and devote all their wisdom and energy to the work of providing the people with a more bountiful and cultured life.

Ensuring proper guidance and management of the national economy is an important task of the state and economic institutions.

The socialist economy can be successfully managed and developed rapidly only under centralized state leadership.

The state and economic bodies should constantly strengthen centralized guidance of the economy as required by the reality of the developing socialist economy. In particular, the superiority of the Juche-based socialist economic management system with the Taean work system as its main content should be brought into full play.

The Taean work system is the best economic management system which accords with the intrinsic nature of the socialist system. It is a Juche-based form of economic management which renders it possible to thoroughly implement the mass line and run the economy in a scientific and rational way under the collective leadership of the party committee. The state and economic bodies should keep a firm hold on this work system and steadily improve economic management and ensure the planned and proportionate development of the national economy and a high rate of growth in production.

The people's government is a great creation of our revolution which was carried on under the banner of Marxism-Leninism and the Juche idea. It is the most democratic and popular revolutionary government conforming with the demand of our time and the actual condition of our country. Our Party and people will take firm hold of the people's government whose superiority and invincible vitality have been confirmed in the protracted struggle for the revolution and construction, and will defend the revolutionary gains from the encroachment of the enemy and build socialism and communism successfully.

Working people's organizations are the reliable assistants to the Party in realizing the cause of socialism and communism.

In socialist society the working people's organizations are the organizations for the ideological education of the broad masses and peripheral organizations of the Party. In socialist society where the working class and other working people are the masters of the country, the working people's organizations perform the duties of educating the masses and rallying them around the Party and of organizing them for the fulfillment of the revolutionary tasks set forth by the Party. Only by enhancing the role of these organizations in socialist society is it possible to strengthen the ties of kinship between the Party and the masses of different social strata, efficiently mobilize them for the revolution and construction, unite all the working people in organizations and educate and them through organizational life and thus display the might of socialist society.

Our Party correctly defined the mission and duty of the working people's organizations in each stage of revolution and made them enhance their functions and role. It reorganized the working people's organizations and improved their system and method of work in keeping with the new circumstances and conditions where the socialist revolution emerged victorious and the socialist system was established to make these organizations of the party properly serve their role of ideological education.

In particular, our Party directed great efforts to the solution of the youth problem by strengthening the work of the League of Socialist Working Youth.

The youth problem is a very important problem which decides the success of the revolution and construction and the future destiny of the nation. The youths are a mighty force in the building of a new society and the successors to the revolution. So only by preparing them well politically, ideologically and morally, can the revolution and construction be stepped up vigorously and the eternal prosperity of the nation and the ultimate victory of the revolution be firmly guaranteed. It is necessary, therefore, to improve the work of the League of Socialist Working Youth so that it can train broad sections of young people organizationally, educate them in a revolutionary way and lead them to play the role of shock-brigade in the revolution and construction.

Our Party channeled great efforts into youth work, the work of the LSWY. As a result, our youths creditably fulfilled their honorable duty of shock-brigade in each stage of revolutionary development, taking the lead in tackling arduous and difficult work. They are now displaying mass heroism on all fronts of socialist construction and firmly defending the country. Our Party and people are highly proud that they have revolutionary, organized and heroic youths.

We should enhance the role of all working people's organizations including the LSWY, so as to rally the masses from all social strata more firmly around the Party and encourage them to struggle to carry out Party policy with all their energy. In keeping with their characteristics, these organizations should work efficiently among their members and strengthen their organizational life and ideological education, thus constantly revolutionizing and working-classizing them, and encouraging them to actively participate in socialist economic construction and make collective innovations in all places.

What is also important in the leadership of the revolution and construction is to ensure that all officials acquire the revolutionary method of leadership and apply it thoroughly. The essential requisite to the revolutionary method of leadership is to carry out the revolutionary mass line. It is the key to all problems to correctly organize and activate the masses who are the masters of the revolution and construction and carry them out directly.

Officials must thoroughly protect the interests of the people, serve them devotedly, educate the working people and learn from them and mobilize the masses in solving all problems. This is a principle they must observe.

To ensure that officials work by firmly relying on the masses, the struggle to improve the method and style of work should be intensified among them. It is of particular importance in the building of a ruling party to improve officials' method and style of work. If the working-class party comes to power, some officials may show bureaucratic and administrative inclinations to solve all problems by the use of their authority. This may lead to such serious consequences as to hamper the implementation of Party policy and divorce the Party from the masses.

From the first days of its seizure of power our Party attached great importance to improving officials' method and style of work and always paid close attention to this. In particular, our Party has made strenuous efforts to oppose bureaucracy and establish a revolutionary work method and popular work style among all officials, including those of the Party and people's government bodies.

The basic policy followed by our Party in improving the work method and style of officials is to implement the anti-Japanese guerrillas' way of work and the Chongsanri spirit and method initiated by the great leader Comrade Kim IL Sung. All officials should fully grasp the glorious history of the great leader Comrade Kim IL Sung, and learn from the revolutionary work method--the leader's method of work--created and brilliantly exemplified by the leader. Thus they will prepare themselves to be true workers who dedicate their all to the good of the people and to be competent revolutionary leading officials who successfully carry out the revolutionary tasks in hand by depending on and arousing the masses.

PREFACE


We will soon welcome the 70th birthday of the leader.

It is very significant that to mark his 70th anniversary, we are holding a National Seminar on the Juche Idea.

This seminar has assessed with pride the ideological and theoretical achievements made by the leader in leading our revolution and construction for more than half a century, and has powerfully demonstrated again the greatness and correctness of the Juche idea.

The Juche idea is the precious fruit of the leader's profound, widespread ideological and theoretical activities, and its creation is the most brilliant of his revolutionary achievements.

By creating the great Juche idea, the leader opened up a new road leading to victory in the revolution before the working class and the masses of the people, and brought about a historic turn in the fulfillment of the revolutionary cause of the people.

The history of the Korean revolution pioneered and led by the leader is a glorious history which records the splendid application and over-all victory of the great Juche idea.

The Juche idea represents an invariable guiding idea of the Korean revolution and a great revolutionary banner of our time. At present, we are confronted with the honorable task of modeling the whole society on the Juche idea.

The objective of this historic cause is to complete our revolution which has developed and triumphed under the banner of Juche idea.

In order to realize this cause, all Party members and working people should clearly understand the truth of the Juche idea, and think and act strictly in accordance with its requirements.

Only when one is firmly armed with the Juche idea and advances under its banner, would it be possible to emerge victorious in the revolution and construction, surmounting all difficulties and trials.

his is the conviction which our people have acquired through the history of revolutionary struggle spanning over half a century.

Availing myself of the opportunity provided by this meeting of social scientists and theoretical propagandists from all over the country who gathered here to debate on the Juche idea and its great victory on the eve of the 70th anniversary of the leader's birthday, I would like to refer to the questions related to the principles of the Juche idea .



1 THE ORIGIN OF THE JUCHE IDEA


A progressive idea plays an important role in socio-historical progress. When the popular masses are guided by a progressive idea, they can be a powerful creator of history. Of course, it does not mean that all progressive ideas play the same role in socio-historical development. Their role is different according to how they represent the aspirations and interests of the popular masses and how correctly they show the path which must be followed in struggle. There were ideas which reflected the aspirations of progressive classes of society even before the emergence of the working class. But due to their historical and class limitations the trends of thought in the past age could not but be hampered in the role they played in social development. The revolutionary ideas of the working class alone can correctly reflect the demands of the time and the aspirations of the popular masses and give a powerful stimulus to socio-historical development by inspiring the people to wage the revolutionary struggle.

The revolutionary ideas of the working class are originated by distinguished leaders.

It can be said that the history of the communist movement spanning a hundred and scores of years is a history of working-class leaders creating and developing revolutionary ideas, a history in which these ideas have been applied to transform the world. In the mid-19th century Marx and Engels propounded Marxism. Thus they highlighted the historical mission and a path of liberation that had to be followed by the working class that appeared on the arena of struggle and stimulated the fight against capital, ushering in the rise of the international communist movement. Lenin developed Marxism and advanced Leninism in accordance with the new historical conditions whereby capitalism had entered the phase of imperialism, with the result that he inspired the working class and the rest of the people to the struggle to destroy imperialist strongholds and to achieve freedom and liberation. This marked the beginning of transition from capitalism to socialism.

Our leader created the great Juche idea after acquiring a deep insight into the requirements of a new era when the oppressed and humiliated masses of the people became masters of their own destiny. Thus he developed their struggle for Chajusong onto a higher plane and opened up the age of Juche, a new era in the development of human history.

The revolutionary idea of the working class emerges as the reflection of the mature demand of history and the revolution in their development.

When the leader embarked on the road of revolution, a new development was taking place in the struggle of the working class and the popular masses against exploitation and oppression. On the world arena, the influence of socialism, which had won its first victory, grew strong, and the revolutionary struggle of the working class and the liberation struggle of the peoples in colonies and semi-colonies were intensified sharply. In an attempt to stop the revolutionary advance of the masses and weather the serious political and economic crises they were passing through, the imperialists further increased their plunder and oppression of the people. In many countries contradictions and antagonism between revolution and counter-revolution were intensified, and the masses of the people whose sovereign rights had been trampled down for a long time rose up in a struggle for their class and national liberation. A new age was approaching, in which the revolutionary movement made progress in a broad and diversified way on a worldwide scale.

In order to advance the revolution under the new historical conditions, the working class and the people of every country, conscious of being the masters, had to solve all problems in accordance with their actual situation. In our country, this was a particularly important matter because of the peculiarities of historical development and the complexity and arduousness of the revolution. The Korean revolution demanded more urgently that the popular masses hew out the path of revolution in an independent and creative manner.

The Juche idea was created on the basis of such a practical requirement of the Korean revolution. The revolution is a struggle to meet the masses' desire for independence by enlisting their strength. It is a struggle of the masses to free themselves. When they are armed with the revolutionary idea and united into an organized political force, the masses can emerge victorious in the revolution. The duty of revolutionaries is to go among the popular masses, masters of the revolution. to educate, organize, and inspire them to a struggle. The revolutionary forces, too, should be trained from among the masses, and all problems arising in the revolutionary struggle should likewise be resolved in reliance on their wisdom and strength.

However, the communists and nationalists who were allegedly engaged in the national-liberation movement in our country in the 1920's gave no thought to the need to go among the masses to educate, organize, and arouse them into waging a revolutionary struggle. But divorced from the masses they were only engrossed in the scramble for hegemony and empty talks. They did not unite the masses but divided them by factional stride.

In the first years of his revolutionary struggle, the leader saw through their mistakes and took a road different from theirs, the genuinely revolutionary road which led him to be among the masses and to rely on them in the struggle. He elucidated the truth that the masters of the revolution, are the masses of the people and that when one goes among them to educate and mobilize them one will be able to register in the revolution. This is one of the starting points of the Juche idea.

The revolution in each country should be carried out responsibly by its own people, the masters, in an independent manner, and in a creative way suitable to its specific conditions. Chajusong and creativeness are the inherent requirements of a revolutionary movement, the communist movement.

The Korean revolution which opened the age of Juche could not advance even a step forward unless it was conducted in an independent and creative way from the start. It was a difficult and complex revolution which had to deal with the tasks of the anti-imperialist, national-liberation revolution, with formidable Japanese imperialism as the target, and those of the anti-feudal, democratic revolution simultaneously. It was an arduous revolution which had to hew out an untrodden path.

What is worse, a strong tendency towards flunkeyism appeared in those days within our anti-Japanese national-liberation movement and communist movement to hamper the advance of the revolution. The nationalists and self-styled Marxists followed the evil practices of flunkeyism and factional strife which had resulted in the country's ruin in the past. They did not try to carry out the revolution by their own initiative but dreamed of achieving independence by depending on foreign forces. At that time, those who were allegedly engaged in the communist movement formed their own party groups and called frequently at the Comintern to gain its recognition. And they endeavored to imitate mechanically established theories and experience of others, without taking into consideration the historical conditions and specific realities in our country where a colonial and semi-feudal society was in existence. In this way, flunkeyism and dogmatism were very serious obstacles in the way of revolution.

Drawing on serious lessons derived from such flunkeyism and dogmatism, the leader clarified the truth that a revolution should be carried out not by anyone's approval or instruction but by one's own conviction and on one's own responsibility and that all problems arising in the revolution should be solved in an independent and creative way. This is another starting point of the Juche idea.

As stated previously, the leader advanced the Juche idea, a new revolutionary idea, on the basis of practical experience and lessons gained in the revolutionary struggle.

The leader has conducted ideological and theoretical activities invariably based on the revolutionary practice, and developed and enriched the revolutionary idea and theories in the course of giving answers to problems arising in the revolutionary practice. Only on the basis of revolutionary practice can one apply existing theories in accordance with the interests of the revolution and actual conditions in one's own country and search for new truths and create new ideas and theories.

In his early years of revolutionary activities, the leader was well versed in Marxism-Leninism. But he did not confine himself to applying Marxism-Leninism to the Korean revolution but pioneered a new phase of revolutionary theory from a steadfast Juche-based standpoint and resolved the problems arising in the revolutionary practice from a unique angle. The leader discovered the truth of Juche idea in the course of the struggle against bigoted nationalists and bogus Marxists, flunkeyists and dogmatists, while hewing out a new path for the revolution. Finally, he explained the principles of the Juche idea at the Meeting of Leading Personnel of the Young Communist League and the Anti-Imperialist Youth League held at Kalun in June 1930 and put forward a Juche-oriented line for the Korean revolution. This was a historical event which heralded the creation of the Juche idea and the birth of' the Juche-oriented revolutionary line. At the time of disorder when national reformism, "Left" and Right opportunism and all other unsound ideas were prevailing, the leader still in his teens gained an insight into the trend of the times, the desire of the people and the law of historical development expounded the truth of Juche and thus opened the road of independent development for our revolution.

The Juche idea has been perfected as the guiding idea of revolution in our age in the practice of the Korean revolution.

The guiding idea of revolution cannot be made perfect by one effort at a moment. It emerges through the generalization of experience in the revolutionary struggle, on the basis of the conditions of the times and history; it becomes perfect as an integrated ideological and theoretical system when its truthfulness is verified and its content is enriched during the protracted struggle.

The leader led to victory the revolutionary struggles at different stages and the work in all fields of politics, economy, culture and military affairs. In this course, he himself gained a wealth of precious experience and generalized it to steadily develop the Juche idea in a profound manner. The history of the leader who has led the arduous Korean revolution for more than 50 years, is a history in which he created the Juche idea and perfected it as a unique ideological and theoretical system in the great revolutionary practice. As stated previously, the Juche idea emerged on the basis of the requirements of a new age when the masses of the people appeared as the masters of history and of a rich experience gained in the revolutionary struggle. So it has become the great guiding idea of revolution in our age.


2 THE PHILOSOPHICAL PRINCIPLE OF THE JUCHE IDEA


The Juche idea is a new philosophical thought which centres on man. As the leader said, the Juche idea is based on the philosophical principle that man is the master of everything and decides everything. The Juche idea raised the fundamental question of philosophy by regarding man as the main factor, and elucidated the philosophical principle that man is the master of everything and decides everything.

That man is the master of everything means that he is the master of the world and of his own destiny; that man decides everything means that he plays the decisive role in transforming the world and in shaping his destiny.

The philosophical principle of the Juche idea is the principle of man-centred philosophy which explains man's position and role in the world. The leader made it clear that man is a social being with Chajusong, creativity and consciousness.

Man, though material existence, is not a simple material being. He is the most developed material being, a special product of the evolution of the material world.

Man was already outstanding as he emerged from the world of nature. He exists and develops by cognizing and changing the world to make it serve him, whereas all other material lives maintain their existence through their subordination and adaptation to the objective world.

Man holds a special position and plays a special role as master of the world because he is a social being with Chajusong, creativity and consciousness. The leader gave a new philosophical conception of man by defining Chajusong, creativity and consciousness as the essential features of man, the social being.

Chajusong, creativity and consciousness are man's social qualities which take shape and develop socially and historically.

Man alone in the world lives and conducts activity in social relationship. He maintains his existence and achieves his aim only socially. Chajusong, creativity and consciousness are peculiar to man, the social being.

Man is a being with Chajusong, that is, an independent social being.

Chajusong is an attribute of social man who is desirous of living and developing in an independent way as master of the world and his own destiny. On the strength of this quality, man throws off the fetters of nature, opposes social subjugation of all forms and puts everything at his own service.

Chajusong is the life and soul of man. the social being. When Chajusong is referred to as man's life and soul, it means social and political integrity. Man has a physical life and also social and political integrity. The physical life is what keeps a man alive as biological organism; social and political integrity is what keeps him alive as social being.

Man is a being with creativity, that is, a creative social being.

Creativity is an attribute of social man who transforms the world and shapes his destiny purposefully and consciously. By virtue of his creativity, man transforms nature and society to be more useful and beneficial to him by changing the old and creating the new.

Creativity, like Chajusong, constitutes an essential quality of man, the social being. Chajusong finds expression mainly in man's position as master of the world; creativity is expressed mainly in man's role as transformer of the world.

Man is a being with consciousness, that is, a conscious social being. Consciousness is an attribute of social man, which determines all his endeavours to understand and reshape the world and himself. Because he has consciousness man understands the world and the laws of its motion and development, reshapes and advances nature and society as he desires.

Consciousness guarantees the Chajusong and creativity of man, the social being, and ensures his purposeful cognition and practice. Chajusong, creativity and consciousness, after all, are what enables man to be superior to any other being and to be the most powerful being in the world, to approach the world not fatalistically but revolutionary, not passively but actively. and to reshape the world not blindly but purposefully and consciously. Man, the social being, who has Chajusong, creativity and consciousness, is precisely the only dominator and remaker of the world.

Man cannot, of course, live outside the world; he lives and conducts his activity in the world. Nature is the object of man's labour and also is the material source of his life. Society is a community where people live and conduct activities. Natural environments and social conditions have a great effect on human activity. Whether natural environments are good or bad and, in particular, whether the political and economic systems of a society are progressive or reactionary -- these factors may favourably affect human endeavour to remake nature and develop society or limit and restrict that activity.

But man does not merely adapt himself to environments and conditions. By his independent. creative and conscious activity, man continuously transforms nature and society, changing as he desires what does not meet his needs, and replacing what is outdated and reactionary with what is new and progressive. This is man's endeavour and struggle to change and transform the world into one that serves man better.

The Juche idea established a man-centred outlook on the world by throwing a fresh light on the essential characteristics of man and his position and role in the world. It had already been known that the world consists of material and changes and develops as a result of the motion of material. The Juche idea gives a new world outlook by answering the question of who is the master that dominates nature and society and where is the force that transforms them. That the world is dominated and reshaped by man is a new viewpoint on the world in relation to man.

The Juche idea shows a new viewpoint and attitude to the world, on the basis of man's position and role as master of the world.

The viewpoint and attitude to the world shown by the Juche idea are those with which the world is approached by focusing on man, the master of the world.

Taking a man-centred attitude towards the world means approaching the world from the viewpoint of interests of man, the master of the world. The world should naturally be approached from this angle because man is the master of the world. Man understands and transforms the world in order to bring everything in the world to serve him. Man is the most precious being in the world, and his interests are more valuable than any others in the world. Everything in the world has its value only when it serves man. Therefore, approaching the world from the viewpoint of making it serve man better is an absolutely correct viewpoint and attitude to the world. Approaching the world by focusing on man means dealing with the change and development of the world mainly on the basis of the activity of man who transforms it.

Man is the most powerful being in the world, and man alone is capable of transforming the world. It is man and none of her that req uires its transformation and performs this work. Man acts upon and transforms the world as he desires. drawing on the objective laws. The world is changed for the benefit of man only by his energetic activity, For this reason, it is an absolutely correct viewpoint and attitude to the world to approach its change and development from the standpoint of man's positive activity to transform nature and society purposefully and consciously to meet his own desire.

The Juche viewpoint and attitude to the world are truly revolutionary in that they enable men to transform the world and shape their destiny independently, creatively and consciously, with a high degree of awareness that they are masters of the world and their own destiny.

The Juche world outlook which is based on the philosophical principle that man is the master of everything and decides everything, is an absolutely correct outlook on the world in our time. As history advances, man's position and role as master of the world is strengthened, and the extent of people's domination over the world increases daily through their independent, creative and conscious struggle. In our time the masses of the people have emerged as true masters of the world, and through their struggle the world is being changed more and more to serve the masses. Today the position and role of the masses of the people as masters of the world are becoming more stronger than ever before. This reality proves more patently the validity and vitality of the principle of Juche philosophy that man is the master of everything and decides everything.


3 THE SOCIO-HISTORICAL PRINCIPLES OF THE JUCHE IDEA


The Juche idea clarifies the laws of historical development and social revolution. This idea has thrown a fresh light on the fundamental principles of the social movement, the revolutionary movement of the working masses who create and develop history.

The socio-historical principles elucidated by the Juche idea constitute a new socio-historical outlook, the Juche outlook on history.


l) THE MASSES OF THE PEOPLE ARE THE SUBJECT OF SOCIAL HISTORY


The question of the subject of history is a basic question in understanding the development of society, the development of revolution, from the attitude and point of view of Juche.

As the leader instructed, the working masses are the subject of history and the motive force of social progress.

History develops through the struggle of the masses to transform nature and society. That history develops precisely means that the position and role of the masses as the subject of history are enhanced.

The socio-historical movement has its own peculiar laws which are different from those of natural motion. Of course, the social movement has something in common with the natural movement in that it is also a motion of material. The social movement, too, is governed by the universal laws of the material world. But the social movement has its subject, whereas there is no such thing in the motion of nature. In nature the motion takes place spontaneously through the interaction of material elements which exist objectively. In contrast, the social movement is caused and developed by the volitional action and role of the subject. The subject of the social movement consists in the masses of the people. Without the masses there would be no social movement itself, nor would it be concefabie to talk about historical progress.

The masses of the people are the masters of revolution and construction and the decisive factor in transforming nature and developing society. The revolutionary struggle and construction work are undertakings for the very masses and of the masses themselves. The masses of the people undertake the revolution and construction for themselves in order to shape their destiny. It is the masses that want the revolution and construction, and it is also the masses that carry them out. They produce all social wealth by their hands, and transform the world and advance history by their struggle. But for the creative activity of the masses, the social change and progress would be inconceivable. Human history shows that the masses' wisdom and ability to understand and transform the world are unlimited, though the scope of the world created and changed by each of the generations is relatively limited.

The position of the masses grows stronger and their power increases through the transformation of nature and society. With the consolidation of their position and growth in their strength, their positive action on socio-historical progress increases.

The subject of history is the working masses, not the reactionary exploiting classes. The working masses carve out and develop history, but the exploiting classes try to arrest and turn back the historical advance. All exploiting classes, after all, constitute a reaction against history; they are the target of revolution. The whole course of the existence of class societies has been a history of sharp struggles between the creators of history and reaction against history between the masters of revolution and the targets of revolution, that is, between the working masses and the reactionary exploiting classes. Society has advanced and developed through these struggles.

Although they are the subject of history, the masses of the people do not hold the same position and play the same role in all urges and in all societies. In the class society, underlie of their social status and class relationship and their strength for a long time in the past, the working masses could not unite into a political force. Therefore, they were deprived of all rights, subjected to exploitation and oppression, by a handful of ruling class갽s and denied their legitimate position as masters of society. Even in the exploiting society they created all material and cultural wealth by their own efforts, but they were unable to shape history in an independent manner, because they could not occupy the position of masters of society. Only by seizing state power and the means of production in their own hands and by establishing a socialist system can the working masses free themselves from exploitation and oppression and create history consciously as true masters of society and their own destiny.

In the socialist society the working masses undergo a radical change in their status and destiny, and their position and role are enhanced. This is due to the revolutionary leadership and struggle of the working class.

The process of development of a socialist society under the leadership of the working class is the process of working-classizing the whole society. When the whole society is reshaped completely on the pattern of the advanced working class under its leadership, the position of the popular masses, the subject of history, would be remarkably stronger, and their role in pushing forward the historical progress and revolutionary development incomparably higher.

If they are to hold their position and fulfill their role as subject of history, the popular masses must be brought into contact with leadership. Only under correct leadership, would the masses, though creators of history, be able to occupy the position and perform their role as subject of socio-historical development.

The link between leadership and masses is a very important question especially in the revolutionary movement, the communist movement, which is carried out by the working class and the broad masses of other people. Without correct leadership the communist movement would not advance victoriously because this movement itself is a highly conscious and organized one involving a serious class struggle.

The question of leadership in this movement is precisely the question of leadership given by the party and the leader to the masses of the people.

The working-class party is the general staff of the revolution, and the leader of the working class is the foremost leader of the revolution. How the masses are awakened to consciousness and organized in a revolutionary way, and how they perform their revolutionary duties and historical mission, depend on whether or not they are given correct leadership by the party and the leader.

Only when they receive correct guidance from the party and the leader, would the working class and the masses of other people be able to vigorously develop the deep-going and complicated revolutionary struggle to transform nature and society, achieve national and class liberation, build a socialist, communist society successfully, and run it properly.

As the leader said, the masses of the people have now emerged as masters of history, masters of revolution and construction, and are transforming the world more and more as they desire. The working people including the working class are standing firmly in the central place of the historical development of our time. Hundreds of millions of people who have long suffered class and national oppression and exploitation are vigorously advancing on the road of sovereignty and independence and social progress and playing a greater role in shaping the destiny of humanity and the future of the world. Because of this grand forward movement of our time capitalism and imperialism, which has grown fat and on the blood and sweat of the working masses and lorded it over their destiny for centuries, is precipitating irreversibly into bankruptcy and towards its downfall, deep into the grave of history.

The masses of the people who have become legitimate masters of their own destiny are transforming the world and creating a new history of mankind in accordance with their aspirations. This is the basic trend of modern history which no force can ever stop.


2) HUMAN HISTORY IS THE HISTORY OF THE PEOPLE'fS STRUGGLE FOR CHAJUSONG


The history of human society is the history of the struggle of the popular masses to defend and realize Chajusong.

The leader said that all revolutionary struggles are struggles of the popular masses to defend their Chajusong.

Throughout the long history of human society people have ceaselessly struggled to free themselves from the fetters of society and nature. All the struggles to transform society, nature and man are struggles to defend and realize Chajusong for the masses of the people.

The struggle for social reform is an undertaking of the masses to provide themselves with social and political conditions for their independent life, free from class and national subjugation. If they are to live and act independently, people must destroy the outdated social system which tramples upon Chajusong. Only when they wipe out the old social institutions and set up a social system which provides people with Chajusong, will the masses of the people be able to become true masters of society and their destiny and lead an independent life.

The struggle to transform nature is an effort of the masses to create material conditions for an independent life, free from the bitters of nature. If people are to live and make progress. they must work to harness nature and produce material wealth. Only through the transformation and conquest of nature can they free themselves from its fetters and prepare material conditions for an independent life.

The struggle to transform man is t he struggle of the masses to create ideological and cultural conditions for an independent life, free from the shackles of outdated ideas and culture. Only when they are completely free from the shackles of ourdated ideas and culture and acquire the consciousness of independence and sound culture, will people be able to hold their destiny firmly in their hands, reshape it, and live and act genuinely as independent beings.

The transformation of society, nature and people is the main elements of the masses' struggle for Chajusong. Man can realize Chajusong completely only when he is free from social bondage, natural fetters, and the shackles of outdated ideas and culture. The struggle for Chajusong should be carried out on a full scale in all spheres of social reform, natural transformation and human remolding.

The primary question arising in the struggle of the popular masses for Chajusong is to realize Chajusong socially and politically.

Since man is a social being, Chajusong must first be guaranteed socially and politically. This is the key to man's freedom from natural fetters and also to his ideological and cultural development. As long as they are subjugatcd socially and politically, the masses of the people cannot adequately benefit from the productive forces, even if these are developed, nor can they be free from the bondage of reactionary ideas and culture.

The history of human society ever since its division into hostile classes has, above all, been a history of social revolutions to realize social and political Chajusong for the popular masses. Through social revolutions the masses have carved out their destiny and developed society. Owing to slilve revolts which were, so to speak. the first struggle in history of the exploited working masses for Chajusong, and to peasant struggles against feudalism in the Middle Ages, the slavery and the feudal system collapsed. That meant progress in the struggle of the working masses for Chajusong. But this was only a replacement or the chains of slavery with feudal fetters, which in turn were replaced with the yoke of capital, not the abolition of class domination and oppression itself. In the history of human society, capitalism is the last exploiting system which tramples upon the masses' aspirations and demand for Chajusong. It is a violently oppressive system which combines class domination with national oppresion. The liquidation of the capitalist system and establishment of a new socialist system mark a historic turning point in the development of the revolutionary struggle for Chajusong. With the establishment of the socialist system, all exploiting classes and institutions which trample upon the aspirations and demands of the masses for Chajusong, are abolished, and the masses are provided with the necessary conditions which enable them to hold state power and production means in their hands and lead a fully independent life.

The transformation of nature and man, along with social reform. is an important historic task in the struggle of the popular masses for Chajusong.

In the whole course of development of human society, the masses of the people have continuously struggled to free themselves from the fetters of nature and enhance themselves ideologically and culturally.

At the dawn of human society, people's creative power was weak, and their ideological and cultural levels were very low. By their age-long hard-fought struggles the masses have increased their ability to conquer nature, enriched their knowledge, developed the productive forces, and steadily raised the levels of their ideological consciousness and culture. Modern science and technology, progressive ideas and culture which have been developed by human society, are without exception the result of the historical struggles of the popular masses.

The transformation of nature and man, that is, the historic cause of freeing the popular masses from the fetters of nature and outdated ideas and culture and developing them to be powerful beings capable of dominating nature and real possessors of revolutionary ideas and culture, can be fully undertaken and achieved with success only under socialism where the working masses are masters of society. Under socialism where the question of revolutionary change in the social system has already been resolved in the struggle for Chajusong, the major tasks are to reshape nature and re-educate people to emancipate the masses, who have eliminated social oppression, from the shackles of nature and outdated ideas and culture. When the work of transforming nature and re-educating people is pushed forward in a complete way on the basis of steadily consolidating the socialist system, the Chajusong of the masses will be more completely realized in all spheres.

Today, the struggle to defend the masses' Chajusong assumes an international character. Since the forces of imperialism which oppress Chajusong are allied on an international scale, the struggle to oppose imperialist domination and oppression and defend Chajusong, too, cannot but be an international undertaking. Because of the community of their historical backgrounds and interests, the formerly oppressed nations and peoples who have been subjected to colonial slavery, with their independence and sovereignty downtrodden by imperialism, are united together on the same front of struggle to oppose imperialism and defend Chajusong. All countries, all nations, and peoples the world over that advocate Chajusong must struggle joinery, in close unity under the revolutionary banner of anti-imperialism and independence. This is the only way to abolish the imperialist world order which is based on inequality and full of contradictions, and to set up a new international relationship based on Chajusong and equality amongst countries and nations.

The age-long ceaseless struggle of the masses for Chajusong can win its ultimate aim by building socialism and communism. The struggle for socialism and communism is the highest stage of the struggle for Chajusong. It is a struggle to end once and for all the exploitation of man by man, the oppression of class by class, and the domination of state by state in human society, to wipe out all remnants of old societies handed down through history, and to finally free the people from their shackles. In a communist society the masses of the people will lead a completely independent life as masters of nature and society and as true masters of their own destiny.

Defending Chajusong is an absolute requirement of man as a social being and his inalienable fundamental right. It is natural that man who regards Chajusong as his life and soul, combats any encroachment on his Chajusong. The popular masses rise in the revolutionary struggle for Chajusong against the oppressors. And for the sake of Chajusong they devote all their creative talents and energies to building socialism and communism.

If Chajasong is to be defended, an independent stand must firmly be maintained in the revolution and construction. As the leader instructed, the independent stand is the fundamental stand that must be adhered to in the revolution and construction. Sticking to this stand is the requirement of the revolutionary struggle, the struggle for Chajusong. The independent stand is a thoroughly revolutionary stand, the working-class stand. The working class is the most independent class which struggles to emancipate itself by its own initiative and to become the master of its own destiny. The cause of socialism and communism is the historic cause of the working class, aimed at completely realizing the Chajusong of the masses of the people. Any stands which are contrary to the independent stand are alien to the working-class stand, the stand of the popular masses, and they are all harmful to the cause of socialism and communism.

The independent stand finds expression in the exercise of the rights as masters of the revolution and construction. This means that the masses of the people handle all problems of the revolution and construction in their interests, according to their own independent judgment and decision. The right to deal with all these problems belongs solely to the people, the masters, of the country concerned. All questions related to the revolution and construction in al country must naturally be disposed of by the judgment and decision of the people of that country. This is the only way the people of each country can defend their interests and carry through their will and desire. The people of each country must not tolerate any foreign pressure or interference. Failing to resolve one's own problems by one's own decision under pressure or in bondage to others means losing one's rights as master; following will of others and acting against one's own interests means giving up one's rights as master.

The independent stand is expressed in fulfilling the responsibility as masters. This signifies that the popular masses resolve all questions in the revolutionary struggle and construction work on their own responsibility and initiative as benefiting masters. As the revolution and construction are their own undertakings, they ought to resolve all problems arising in these undertakings by their own initiative on the principle of self-reliance. One might receive aid from others in the revolution and construction, but in any case the main thing is one's own initiative. Trying to get one's own work done by others or to get one's own problem solved by others is tantamount to shirking one's responsibility as master and relinquishing one's position as such. Only when one upholds the independent stand can one always resolve the question of revolution in one's country, the question of one's nation, in accordance with one's own views and conviction and in the revolutionary spirit of self-reliance, and carry out the revolution and construction successfully, whatever the circumstances.

The people of each country must not only oppose aggression and subjugation in firm defense of their Chajusong, but should also fight against imperialism and dominationism which trample upon the Chajusong of other peoples. Only when one opposes such encroachment on one's own Chajusong and the act of trampling upon that of others, can one be said to be standing truly in defense of Chajusong. The revolutionary struggle of the popular masses against imperialism and dominationism which trample upon Chajusong, and for the victory of the cause of socialism and communism is steadily being strengthened and developed. Nothing can stem the current of historical development which demands Chajusong and advances on the road of independence. Not only today but also the future belong entirely to the people who are struggling for Chajusong.


3) THE SOClO-HISTORICAL MOVEMENT IS A CREATIVE MOVEMENT OF THE POPULAR MASSES


The socio-historical movement is a creative movement of the popular masses to transform and change nature and society.

The masses' activity for the independent life is characterized by creativity. Man realizes his desire in life through his creative activity.

The objects of man's creative activity are nature and society. By means of his activity to transform nature which surrounds him and to reform the society in which he lives, man creates new material and cultural wealth and builds a new system and a new life. The masses of the people are creators who remake and change nature and society. They are desirous of abolishing the old and creating the new and have creative ability to transform nature and society.

Human history is the popular masses' history of creation. Since the beginning of human history, the masses of the people have been conquering nature and making what is necessary for their existence and development by their creative labour, and effecting social progress by their creative activity to change the old. Their continuous creative activity has advanced society.

Their creative activity to conquer nature and bring about social progress accompanies struggle. The process of creation is precisely the process of struggle. Without struggle the creation of new things would be inconceivable. The process of replacement of an old social system with a new one and the social emancipation of the masses in particular is a process of fierce class struggle. A revolution begins with struggle and ends with struggle. The forces which go in for the preservation of an old system and life never give up their place of their own accord. A new system and life can be created only through the struggle to wipe out the old forces. All progress and changes made by humanity throughout history, after all, are the fruit of the popular masses' creative struggle.

The process of their creative struggle is the process of developing themselves to be more powerful beings.

The masses of the people has increased their creative ability while ill the same time transforming nature and developing society. The history of social productive forces is the history of the growth of men's creative capability to conquer nature. The history of social revolutions is the history of the process to strengthen the revolutionary power of the masses to reshape society.

With growth in the creative ability of the masses. the socio-historical movement advances further. The communist movement organized and developed by the working class is the highest form of creative movement in human history. This is a movement to build a society where the Chajusong and creativity of the masses of the people are fully realized, the highest ideal of mankind which is fundamentally different from all class societies that have existed in history. The creative power of the masses, too, is exploited fully in the revolutionary movement of the working class. It is not until their involvement in the revolutionary movement of the working class, the communist movement, that the working masses whose creative activity has been restrained by the ruling classes during the whole period of antagonistic class societies, become genuine creators of history who transform the world to meet their own will and desire and shape their destiny in an independent manner.

The revolutionary movement, the creative activity of the masses, requires that the creative stand be always maintained firmly in the struggles to reshape nature and society.

Adhering to the creative stand is indispensable to leading the revolutionary movement to victory. Only when they adhere to the creative stand, can the popular masses keep properly their position as masters of the revolution and construction, and fulfill their role as such.

The creative stand is one that the masses of the people ought to maintain as transformers of nature and society, as shapers of their own destiny. Without maintaining this stand it would be impossible for them to reshape nature and society to meet their will and desire or hold their own destiny in their hands and shape it for themselves. Adherence to the creative stand is a sure guarantee for solving all problems by the efforts of the masses themselves to meet the requirement of the revolution and in accordance with their interests.

As the leader instructed, the creative stand constitutes the fundamental method that must be relied on in the revolution and construction.

The revolutionary movement requires that one should depend firmly on the creative wisdom and strength of the masses and utilize them to the full. The masses are masters and the motive force of the revolution and possessors of inexhaustible creative talents and strength. Only when one depends on their creative talents and strength, will one be able to understand the objective world correctly, solve all problems to suit the reality, and transform nature and society successfully. The creative stand provides the method by which to give an active stimulus to the creative power of the masses, push forward the revolution and construction on one's own initiative, overcome the difficulties in the path of progress by the struggle of the masses, and ensure continued innovations and ceaseless advance.

The revolutionary movement takes place in a specific reality which is always diverse and undergoes ceaseless changes. It rejects all sorts of schemata and dogmas and opposes the outdated attitude of imitating others mechanically. A schematic viewpoint and dogmatic way of thinking restrain creativity and prevent correct understanding of the ever-changing diverse realities and block the possibility of working out a scientific method of revolution and construction. Only when one bases oneself firmly on the specific reality and maintain a creative attitude towards everything, will one be able to identify the correct method of transforming nature and society and apply it skillfully. The creative stand represents the method whereby one rejects a dogmatic attitude and grasps the reality in its true perspective and concretely by one's own thinking and solves all questions accordingly. The creative stand constitutes the revolutionary method which enables one to meet most effectively the requirements of our time when the masses of the people have emerged as masters of history and when the revolutionary movement is highly developed. Our time requires that the role of the masses in the revolution and construction be enhanced to the highest degree and that all questions be solved creatively. The creative stand offers a sure guarantee for the victory of the revolution by enabling one to formulate a scientific revolutionary strategy and struggle policies in keeping with the development of our life and the new requirements of the revolution and ceaselessly increase the creative power of the popular masses.


4) THE PEOPLE'fS CONSCIOUSNESS OF INDEPENDENCE PLAYS THE DECISIVE ROLE IN REVOLUTIONARY STRUGGLE


The revolution is propelled forward to victory by the conscious struggle of the masses of the people. The leader put in a new light the principle that the masses' consciousness of independence plays the decisive role in the revolutionary struggle.

Ideological consciousness determines and regulates all actions of man. Consciousness, essentially, is the highest quality that make man superior to all beings and the most powerful in the world. It is the sophisticated function of man's brain, the most developed of his physical organs. The brain plays the central role in the activity of human life, and consciousness which is the function of the brain, commands all actions of man.

Ideological consciousness reflects man's desire and interests, and for this reason, it has the most active effect on his conduct. Without the determination and regulation of ideological consciousness man갽s independent and creative activities would be inconceivable.

If a man is to be an independent creative being he must have the consciousness of independence. This consciousness means the awareness of one's being the master of one's own destiny and signifies the will to shape one's destiny by one's own initiative. Only when a man has the consciousness of independence can he conduct conscious activity to conquer nature and actively struggle against the oppressors who encroach and trample upon his Chajusong. Man's endeavour to acquire a scientific understanding of the world and transform it actively is none other than the manifestation of his consciousness; man's role in transforming nature and society, after all, is the role of his ideological consciousness.

The consciousness of independence plays the decisive role in the masses' revolutionary movement for Chajusong. All revolutionary movements are conscious movements. A revolutionary movement begins with awakening people to an advanced idea and emerges victorious on the strength of the masses of the people who are armed with the advanced idea ideological consciousness is the decisive factor that determines man's role in the revolution and construction. ideological consciousness determines the class character of the actions of people who participate in the revolutionary movement. There can be no super-class ideology in a class society, and what is basic to man's ideological consciousness is his class awareness. People갽s attitude towards the class struggle is determined by their class consciousness. Of course, people's activities are based on their social and class positions and limited by them. But their social and class positions have effect on their actions always through their ideological consciousness, which class interests people struggle for in a class society depends on which class ideology they have. Only when they have the ideology of an advanced class, the consciousness of independence, can they have a correct class standpoint and struggle for the victory of the revolution.

The will and fighting power of people demonstrated in the revolutionary movement are also determined by their ideological consciousness. The level of the willpower and strength demonstrated by the people is determined by their ideology. Only those who have a firm consciousness of independence will be able to take an indomitable attitude towards the revolution, actively participate in it with a strong will, and struggle to the end, overcoming all difficulties and has the masses' revolutionary ability is unfathomable. but it cannot find full expression if they are not ideologically awakened. Ideologically unawakened masses are unable to rise in the revolutionary struggle in spite of exploitation and oppression imposed upon them. nor can they successfully transform nature and society to meet their needs. Only those masses who are conscious of their class interests can demonstrate their revolutionary force to the full and guarantee victory in the revolution.

The role of ideological consciousness steadily increases with the development of the revolutionary movement.

By nature. the communist movement. the highest stage of the revolutionary movement requires a high degree of consciousness from people. The socialist and communist societies are built by the purposeful and conscious efforts of the popular masses. The role of ideological consciousness is incomparably enhanced when building socialism and communism after the seizure of political power and the establishment of the socialist system by the working class. Capitalism depends on the discipline of hunger and the rod, but socialism and communism rely on the high level of people's consciousness. True control is necessary in the socialist society which is transitional. But the more the remnants of old society are eliminated as progress is made in building socialism and communism, the greater becomes the significance of people's consciousness. Socialism and communism provide all conditions for increasing the role of people's ideological consciousness to the full. In the socialist society, the advanced ideology of the working class prevails all over the community. Capitalism subordinates even man갽s thinking and action to money considerations, but socialism and communism make the masses of the people true masters of society, and therefore, give full play to the revolutionary enthusiasm and creative zeal of the masses.

The tremendous role of ideological consciousness in the revolutionary struggle for socialism and communism is also connected with the characteristics of the revolutionary thought of the working class.

The role of ideological consciousness in social progress depends on its class character and content. The reactionary ideology of the exploiting class hampers social progress, whereas the advanced ideology of the progressive class gives impetus to the development of society. The revolutionary ideology of the working class, the most independent class, has an incomparably greater revolutionary influence than any other advanced ideas in history. The revolutionary thought of the working class mirrors the laws of social development and the aspirations of the masses in a scientific manner, so that it becomes a great material force in social progress. It is a weapon with which to understand and change the reality and create the future. Unlike the reactionary thinking of the exploitating class which hinders the forward movement of history and advocates the old moribund system, the revolutionary thought of the working class performs the mission to push forward and lead historical progress.

The revolutionary movement is a conscious movement, and for this reason one must always hold fast to people's thinking as the main thing in the revolutionary struggle and construction work. Doing this is an important principle that must be maintained in the revolution and construction.

Grasping man's thinking as the main thing in the revolution and construction means solving all problems by attaching decisive importance to the ideological factor and enhancing the role of ideological consciousness.

Attaching decisive importance to the ideological factor is a law of revolutionary movement. Material factors, too, play a great part in the revolutionary movement. But the existence of material conditions does not give rise to the revolution automatically. How to make use of these material conditions depends on people's conscious activity. Whether these material conditions are prepared quickly or not depends on man's activity. The revolution can be pushed forward only by the active struggle of the revolutionaries and the popular masses. Fundamentally speaking, a revolution does not always break out when all the necessary conditions exist, nor is it carried out always in favorable circumstances.

Waiting with folded arms for all conditions to ripen is tantamount to refusing to make a revolution. Primary importance, therefore. should be given to the ideological factor in the revolutionary struggle and construction work, and on this basis strenuous efforts should be made to create all the necessary conditions.

Solving all problems by raising the level of people's consciousness is the method inherent to the communists. The communists who struggle for the freedom and happiness of the people, lead the revolution to victory and fulfill their noble mission by awakening people ideologically and making them conscious and encouraging them to undertake the struggle of their own accord. The communists have a powerful ideological weapon capable of awakening all the people to activity. Although the capitalist class, too, strives to spread its ideology, capitalist thinking cannot be accepted by the masses as their own because it fundamentally conflicts with their interests. Only the working-class ideology which champions the interests of the working masses can be accepted by all the people, and it alone can dominate the whole society.

Doing everything by awakening people politically and ideologically is a solid guarantee for the triumph of the revolution and construction. Reliance on the high degree of the masses' revolutionary consciousness will give a strong impetus to the revolutionary struggle and construction work, overcome unfavorable conditions and speed up the victory of the revolution.


4 THE GUIDING PRINCIPLES OF THE JUCHE IDEA


The guiding principles of the Juche idea are the guide to establishing Juche in Party and state activities, and in all spheres of revolution and construction. They are explicit fundamental principles which must be observed in successfully carrying out the revolution and construction by adhering to the independent and creative stands and enhancing the role of ideological consciousness.

In order to apply the Juche idea to the revolution and construction it is essential to observe thoroughly the guiding principles of the Juche idea.


l) THE INDEPENDENT STAND MUST BE MAINTAINED


If the revolution and construction are to be carried out as required by the Juche idea, Chajusong must be maintained and realized in Party and state activities.

The leader laid down the principles of Juche in ideology, independence in politics, self-sufficiency in the economy, and self-reliance in defense as the principles of realizing Chajusong. The principles of Juche, independence, self-sufficiency and self-reliant defense are the guiding principles of realizing Chajusong in the spheres of ideology, politics, the economy and defense.


(1) JUCHE IN IDEOLOGY


Establishing Juche in ideology is the primary requirement of the masses' revolutionary struggle for Chajusong. The revolution and construction are man's conscious activities. Establishing Juche in thinking, therefore, is the only way to establish Juche in politics, the economy, defense, and all other domains.

To establish Juche in ideology means having the consciousness that one is the master of the revolution and construction, thinking and doing everything, centering on the revolution in one's own country, and acquiring the viewpoint and attitude of solving all questions by one's own talents and initiative.

The party and people of a country are masters of the revolution in that country. and to carry out the revolution in one's country successfully is the basic mission of the party and people the one갽s country. The world revolution, too, will only be successful when the revolution in every country is successful and when, on this basis, mutual support and cooperation is given. For this reason, the party and people of every country must firmly establish Juche in ideology, and carry out the revolution and construction in their country in a responsible manner, with the attitude of masters.

In order to establish Juche in ideology, it is necessary to equip oneself with the revolutionary idea of the working class and with the policy of one's party.

The working class is an independent class, and their revolutionary thinking is an independent thinking. Only when one is equipped with the revolutionary thought of the working class, will one be able to carry out successfully the revolution and construction, however difficult and complex the situation is, with the awareness that one is the master of the revolution.

The policy of the revolutionthe party of a country, the embodiment of the revolutionary thinking of the working class, is the guide to the revolution and construction in that country. One must equip oneself with one's party policy and regard it as the guideline of thinking and practice. This is the only way to carry out the revolution and construction in accordance with the desire of one's own people and the specific reality of one's own country and fulfill one's responsibility as master of the revolution.

When we say that we establish Juche in ideology, we precisely mean that we equip ourselves with the Juche idea and Party policy, the embodiment of the Juche idea, and establish the monolithic ideological system of the Party.

Only when the whole Party and the whole society are imbued with the monolithic ideological system, will we be in a position to say that Juche in ideology has been firmly established.

If one is to establish Juche in thinking, one must be well versed in one's own things. Only when one knows the things of one's country well will one be able to solve all problems arising in the revolution and construction in an independent manner and to suit one's specific situation and carry out the revolution and construction in conformity with the aspirations and requirements of one's people. Only then will one be able also to love one's country and people ardently and demonstrate a high degree of patriotic devotion and revolutionary enthusiasm.

Koreans must know well Korean history, geography, economics, culture and the custom of the Korean nation, and in particular our Party갽s policy, its revolutionary history and revolutionary traditions. Only then will they be able to establish Juche and become true Korean patriots, the Korean communists.

In order to establish Juche in thinking, it is necessary to possess high sense of national dignity and revolutionary pride.

Without the sense of national pride that one's nation is inferior to none, without the pride and honor of the revolutionary people, it would be impossible to live up to one's conviction in an independent manner, uphold national independence and dignity and emerge victorious in the difficult revolutionary struggle. A nation with a strong sense of national dignity and revolutionary pride is unconquerable, but a nation without this attribute is powerless. The peoples of small countries who have long suffered oppression by foreign forces need so much the more the sense of national dignity and revolutionary pride. In the small countries where nihilism and flunkeyism towards big powers are nationally deep-rooted as a result of the imperialist policy of assimilating colonies and obliterating their national culture, they must give special attention to the struggle to increase the sense of national dignify and revolutionary pride.

We must ensure that all the people cherish the dignity of the resourceful and courageous Korean nation, the sense of pride and honor of a people who is making a revolution under the guidance of the great leader in particular.

The task of establishing Juche in ideology requires that national culture should be developed and that the cultural and technical levels of the masses raised.

We must build culture which is national in form and revolutionary and socialistic in content, Juche-oriented culture which agrees with our people's sentiments and is based on the working class line. This will make people's ideological and spiritual life healthy and facilitate the establishment of Juche in ideology. In order to develop socialist national culture on a sound basis, we must thoroughly prevent imperialist cultural penetration and, at the same time, reject the tendency to return to the past and nihilist inclination with regard to the heritage of national culture, inherit and develop its fine traditions, and critically adopt progressive elements of foreign culture, which are congenial to our people's sentiments. It Is also necessary to make strenuous efforts to develop science and technology and raise the cultural and technical standards of the masses. This will enable the people to become true masters of nature and society and get rid of the idea of worshipping and depending on others in the matter related to science and technology, and thoroughly establish Juche.

If Juche is to be established in ideology, servility to big powers and all other outdated ideas should be opposed. Establishing Juche in thinking itself means an ideological emancipation of people from the fetters of outdated ideas, and an ideological revolution to establish a new Juche outlook on the world. In order to establish Juche in ideology we must reject all sorts outdated Ideas which are contrary to the Juche idea, and thoroughly eliminate servitude to big powers in particular.

Flunkeyism is an attitude peculiar to slaves serving and worshipping big powers and developed countries, and an attitude of nihilism which means looking down upon one's own country and nation and despising them. If one is inclined to be servile, one would be in the habit of groveling before others and following them: if others take to revisionism, one follow suit; and if others adopt dogmatism, one would act likewise.

As the leader said, if a person falls into flunkeyism, he would become a fool; if a nation is servile to big powers, the country would go to ruin; and if a party is subservient to big powers, it would make a mess of the revolution and construction.

What is most harmful and dangerous at present is flunkeyism towards US imperialism in particular. This servility, which is expressed in the fear and worship of the United States, is doing a great harm to the revolutionary struggle of the people. The harmfulness of this servility is most notable in south Korea today. Servility to US imperialism, which has been spread by the US imperialist aggressors and their stooges, is the most harmful ideological poison which is paralyzing people's national and class consciousness in south Korea and trampling upon the precious cultural heritage and beautiful customs of our nation. Unless the struggle is intensified to oppose the fear and worship of the United States among the south Korean people and to heighten their spirit of national independence, neither the victory of the south Korean revolution nor the independent reunification of the country would be possible.

The struggle to establish Juche and oppose flunkeyism towards big powers is a serious question on which the destiny of the revolution depends. We will continue to intensify the struggle to eliminate flunkeyism and establish Juche in ideology and thus guarantee the ultimate victory of the Korean revolution.


(2) INDEPENDENCE IN POLITICS


Politics is of decisive significance in social life. Without independence in politics it would be impossible to talk about Chajusong at all. Juche in ideology is expressed, above all, by independence in politics, and self-sufficiency in the economy and self-reliance in defense, too, are guaranteed by independence in politics.

Maintaining Chajusong in politics means upholding national independence and sovereignty of one's people, defending their interests and conducting politics by relying on them.

As the leader instructed, political Chajusong is the first criterion and the life and soul of an independent sovereign state. Only when a nation maintains political Chajusong, will it be able to ensure independence and freedom and be happy and prosperous. The revolution is a struggle to win political Chajusong before anything else. Since all questions related to revolution and construction depend directly on politics, it can be said that the destiny of the revolutionary cause is determined, after all, by political Chajusong.

In order to ensure political Chajusong, it is imperative to set up a people's government.

Man's right to independence finds typical expression in state power. So the working class and the masses of the people, to realize Chajusong completely, must first of all become masters of state power. Only when they hold state power in their hands and become true masters of state and society, will they be able to attain political Chajusong and lead an independent and creative life.

In order to guarantee political Chajusong it is necessary to build internal political forces.

Political forces are the main component of the revolutionary forces. Only when one builds strong internal political forces and relies on them, will one be able to win and preserve sovereignty and ensure independent politics. If powerful internal political forces are to be developed, it is imperative to strengthen the party, the leading revolutionary force, and achieve the unity and solidarity of the entire population based on the worker-peasant alliance with the working class at its core. What is most important here is to rally all the people closely around the party and the leader. When the party and the people are solidly united into a single political force, they will be able to display boundless strength and emerge victorious in the revolution and construction.

If one is to ensure political Chajusong, one must have one's own guiding thought, work out one's policy by oneself in accordance with one's decision, and carry it through.

The main thing in politics is to formulate policies and implement them. It can be said that independent politics consists in formulating and implementing all policies independently. Yielding to foreign pressure and tolerating foreign intervention in politics or acting at the instigation of others would make it impossible to maintain principle and consistency, and would lead the revolution and construction to failure.

Our Party has laid down and implemented all its policies independently in accordance with the interests of our people and the specific conditions of our country, with the Juche idea as the only guiding ideology, under the wise guidance of the leader. That is why it has always won shining victories in the revolution and construction.

In order to ensure Chajusong in politics, it is imperative to exercise complete sovereignty and equality in foreign relations.

Chajusong of a party and a state is expressed, after all, in foreign relations. To exercise complete sovereignty and equality in foreign relations is fundamental in ensuring political Chajusong. Sovereignty is an inviolable right of all parties, all countries, and all peoples. There are big and small parties, big and small countries, and economically developed and underdeveloped peoples in the world, but all parties, all countries and peoples are equal and independent. No one should encroach upon the sovereignty of others and no one should tolerate encroachment on one's sovereignty.

Chajusong is not in conflict with internationalism but is the basis of its strengthening. Just as the world revolution is inconceivable without the revolution in one's own country, internationalism divorced from Chajusong cannot exist. As a matter of principle, internationalist solidarity must be based on freedom of choice and equality. Only when it is founded on Chajusong, will internationalist solidarity become based on free choice and equality and become genuine and durable. Our Party is adhering to the policy of strengthening the solidarity of the socialist countries and the international communist movement on the basis of opposing imperialism and giving support to national-liberation movements in colonies and the international working-class movement, continuing advance to socialism and communism, and observing the principles of noninterference in each other's internal affairs, mutual respect, equality and mutual benefit. Our country is also adhering to the policy of joining forces with non-aligned countries, the newly-emerging nations, on the principles of respect for territorial integrity and state power, non-aggression, noninterference in each other's internal affairs, equality and mutual benefit, and of cooperating with all countries which are friendly towards us.

In the future, too, we will uphold sovereignty and equality in foreign relations and maintain the principle of combining Chajusong with internationalism.


(3) SELF-SUFFICIENCY IN THE ECONOMY


The economy is the material basis of social life. Economic self-sufficiency enables one to consolidate the independence of one's country and live independently, provides a sure guarantee for Juche in ideology, independence in politics, and self-reliance in defense and ensures rich material and cultural lives for the people.

In order to implement the principle of economic self-sufficiency, one must build an independent national economy.

Building an independent national economy means building an economy which is free from dependence on others and which stands on its own feet, an economy which serves one's own people and develops on the strength of the resources of one's own country and by the efforts of one's own people. Such an economy makes it possible to develop the productive forces quickly by utilizing the nation's natural resources in a rational and integrated way, improve the people's living standard continuously, strengthen the material and technical foundations of socialism, and increase the nation's political, economic and military power. It also ensures the exercise of complete sovereignty and equality in political and economic affairs in international relations and contributes to strengthening the world 's anti-imperialist, independent forces and socialist forces. It is vital to build an independent national economy particularly in those countries which were backward economically and technically because of imperialist domination and plunder in the past. Only when they build an independent national economy in these countries, will they be able to repel the new colonial policy of the imperialists, free themselves completely from their domination and exploitation, wipe out national inequality, and vigorously advance on the road of socialism.

In order to build an independent national economy, it is essential to adhere to the principle of self-reliance in economic construction.

Self-reliance is the revolutionary spirit and a principle of struggle of the communists in carrying out the revolution by their own initiative. One must believe in one's own strength and depend on it in economic construction, just as in all other activities for the revolution and construction. A people who energetically struggle, with confieence in their own capability, will be able to do any difficult work. But a people who have no faith in their own power but only look up to others, will not do anything successfully. Only when one mobilizes the efforts of one's people and the resources of one's country and relies on one's own financial resources and technology on the principle of self-reliance, will one be able to develop the economy quickly at one's own desire, overcome all difficulties and bring prosperity to the country.

If an independent national economy is to be built, the economy must be developed in a diversified and integral manner.

Unlike the capitalist economy which is geared to make money, the socialist independent economy is always aimed at meeting the demands of the country and the people. So an independent economy should naturally be developed in such a multifarious and integral way as to produce independently heavy and light industry goods and agricultural products to make the country rich and powerful and improve the people's living standard. Such an economy can also develop safely and quickly on a solid basis.

In order to build an independent economy which is developed in a multifarious and comprehensive way, it is necessary, as our practical experience shows, to follow the line of giving preference to the development of heavy industry and developing light industry and agriculture simultaneously.

Heavy industry with the machine-building industry as its backbone is the pillar of an independent national economy. Heavy industry developed in such a way can guarantee economic and technical independence and accelerate the development of light industry and agriculture and the national economy as a whole on the basis of modern technology. Moreover, simultaneous development of light industry and agriculture, along with heavy industry, can ensure a systematic improvement of the people's living standard and faster the development of heavy industry itself. Solving the problem of food on one's own through successful farming, in particular, is of tremendous significance in providing the people with stabilized living conditions and an independent life.

Equipping the economy with modern techniques and training the nation's technical cadres on an extensive scale are indispensable for the construction of an independent national economy.

Technical independence is absolutely necessary for economic independence. When one has one's own developed techniques, one will be able to develop and use the natural resources of the country effectively and develop the national economy in a diversified manner. Developed technology also provides the possibility to free the working masses from backbreaking labor, narrow down the differences between physical and mental labor and resolve independently the difficult and complex problems arising in economic and defense construction. Eliminating technical backwardness from the national economy and equipping it with modern techniques is a revolution. Only when the technical revolution is accelerated continuously through the mobilization of all possibilities in every sector, will technology develop quickly and the country attain economic and technical independence in a short time.

Solving the question of the nation's technical personnel is a major factor in the struggle for economic and technical independence. This is essential to guaranteeing economic and technological progress by one's own initiative. This is a particularly important task in building a new society for those countries which were under the yoke of imperialism in the past and which consequently were far removed from modern science and technical development. Therefore, in order to undertake the technical revolution and attain economic and technical independence, one must put a lot of effort into the cultural revolution and thus raise the cultural and technical levels of the working masses and train an army of national technical cadres. We must resolutely implement the leader's policy of intellectualizing the whole society, further raise the cultural and technical levels of the working masses, improve the qualities of technical cadres, and train more technicians better.

In order to build an independent national economy, it is necessary to establish reliable and independent sources of raw materials and fuel.

Depending on others for raw materials and fuel is as good as leaving one's economic lifeline in the hands of others. If one is to be economically self-sufficient and develop the economy on a safe basis and with a long-term perspective, one must depend on one's own raw-material and fuel sources and mainly meet one's own demand for them. To this end, one must exploit the natural resources of one's country to the maximum and utilize them rationally and, at the same time, develop the industry to be a Juche-oriented one which relies on domestic raw materials and fuel from the outset.

Building an independent national economy on the principle of self-reliance does not mean building an economy in isolation. An independent economy is opposed to foreign economic domination and subjugation; but it does not rule out international economic cooperation. Close economic and technical cooperation between socialist countries and newly-emerging nations, in particular, plays an important part in ensuring economic self-sufficiency in these countries and in increasing their economic power.

Today, the peoples of newly-emerging countries are struggling against the US and other imperialists' policy of aggression and plunder, in defense of their national sovereignty and natural resources, and in order to put an end to the ofd economic order by which a few capitalist powers have exploited and plundered at will the majority of the countries and peoples throughout the world, and to establish a new fair world economic order. The newly-emerging countries have inexhaustible manpower resources and natural wealth and huge economic potentialities. They also have a good deal of valuable experience and techniques which can be shared and exchanged. If they strengthen economic and technical cooperation and vigorously struggle with their forces united, the newly-emerging countries and peoples will be able to thwart the imperialist policy of aggression and plunder, uphold their national dignity and right to survival, and achieve economic self-sufficiency and prosperity in a short period without depending on great powers.

The important task confronting us today in building the socialist independent national economy is to accelerate the Juche-orientation, modernization and scientization of the national economy.

As the leader said explicitly, the Juche-orientation, modernization and scientization of the national economy constitute the strategic line that must be consistently followed in economic construction for socialism and communism. By pushing forward the Juche-orientation, modernization and scientization of the national economy, holding on fast to the line of building the independent national economy, we must further strengthen the independence and Juche character of the national economy, continue to modernize technical equipment and put all productive and management activities completely on a scientific basis.


(4) SELF-RELIANCE IN DEFENSE


Self-reliance in defense is a fundamental principle of an independent sovereign state. A state without self-reliant armed forces capable of defending the country from the enemies at home and abroad when imperialism exists cannot, in fact, be called a completely independent sovereign state.

Imperialism is a constant cause of war, and the main force of aggression and war today is US imperialism.

As the leader said, we do not want war, nor are we afraid of it, nor do we beg peace from the imperialists. The best way to preserve national independence and peace and win the revolutionary cause is to counter the imperialist war of aggression with the war of liberation, answer the counter-revolutionary violence of reaction with revolutionary violence, and always meet the imperialist moves of aggression and war in full preparedness.

For this purpose, we must implement the principle of self-reliance in defense.

Self-reliant defense is a military guarantee for a nation's political independence and economic self-sufficiency. Only when one implements the principle of self-reliant defense, will one be able to repel imperialist aggression and intervention, defend the nation's political independence and economic self-sufficiency and safeguard the revolutionary achievements and the security of the people.

Implementing the principle of self-reliant defense means defending one's country by one's own efforts. Of course, one may receive aid in national defense from fraternal countries and friends. But it is impossible to depend on others for the defense of one's own country. In any case, the main thing is one's own strength. Only when one is strong, will foreign aid prove effective. In national defense, therefore, one should rely on the efforts of one's own people and one's own defense capability before anything else. Defense work, too, is an undertaking for the people and of the people themselves. If all the people participate in unison in the national-liberation struggle and in the defense of the country, under the leadership of the revolutionary party, they will be able to repel all imperialist aggressors and safeguard national independence and revolutionary achievements.

In order to implement the principle of self-reliant defense, one must have armed forces capable of defending one's country.

Such armed forces must embrace the sons and daughters of the working people. An army whose men and commanding officers come from among the workers, peasants and other working people, can guarantee unity between the army and the people, and between superiors and subordinates, and become a truly self-reliant people's army which safeguards national independence and revolutionary achievements and serves the people.

If the principle of self-reliant defense is to be implemented, a defense system involving all the people and the whole country must be established.

The establishment of such a defense system requires that the whole of the army must be turned into a cadre army and modernized. Only when the whole army is a cadre army, will it become strong and provide the necessary force of commanders and multiply its strength in case of need. And a modernized army which blends its politico-ideological superiority with modern technology will become a really unconquerable revolutionary army.

In order to set up an all-people, all-nation defense system, it is also necessary to arm all the people and fortify the whole country. When all the people are under arms and the whole country becomes a fortress, all the people can be mobilized to crush the enemy as soon as it comes into attack from any quarter, and defend the country from imperialist aggression with credit.

If the principle of self-reliant defense is to be implemented, the politico-ideological superiority of the people's armed forces should be utilized to the maximum.

The decisive factor for victory in war does not consist in weapons or techniques, but in the high political enthusiasm and revolutionary devotion of the army and popular masses who are conscious of the justice of their cause. A noble revolutionary spirit to fight for the freedom and liberation of the people, boundless loyalty to the party and the leader, a peerless self-sacrificing spirit and mass heroism which are expressed in willingly giving up one's youth and life for the sake of the country and revolution, revolutionary comradeship between men and officers, their inseparable links with the people, and voluntary military discipline -- these are politico-ideological superiority peculiar to a people's army, a revolutionary army. As the history of revolutionary wars shows, a revolutionary army which is in firm politico-ideological readiness, though armed with inferior weapons, can fight and defeat an enemy equipped with the latest arms. Indeed politico-ideological superiority is the essential merit of revolutionary armed forces and the source of their invincibility.

It is imperative, therefore, to knit the army closely from a politico-ideological point of view and steadily raise its politico-ideological level and ensure that imperialist armies of aggression are defeated by the strength of the politico-ideological superiority of the revolutionary people's armed forces.

The principle of self-reliant defense, to be implemented, requires that one must build one's own defense industry.

A national defense industry is a material guarantee for self-reliant armed forces. Particularly at this time when the US and other imperialists are viciously maneuvering to subjugate other countries by offering arms as a bait, and plundering other peoples' resources and making huge profits through arms deal, the newly-independent countries should build their own defense industries. This is of tremendous significance. True, it would be difficult for small countries to produce all the arms they need. But it would be inadvisable to depend totally on others for the arms. They should build and develop their own defense industries so that they can produce whatever is within their power.

In order to implement the principle of self-reliant defense, it is essential to consolidate the home front.

As the leader instructed, victory of defeat in modern war depends largely on whether or not manpower and material resources necessary for the war effort are ensured for a long period. If a nation is to be ready to cope with war, they must build up major strategic zones, store up necessary material reserves, and make full preparations from the peace time so as to continue with production even in the case of a contingency.

Upholding the policy of building the economy and defense simultaneously, our Party has made good preparations both militarily and materially and built up both the front-line areas and home front to cope with war.

We will continue to fully implement the policy of self-reliant defense, and thus further strengthen our self-reliant armed forces to be invincible, fight back any enemy aggression and defend the country and revolutionary achievements faithfully.


2) THE CREATIVE METHOD SHOULD BE APPLIED


If we are to carry out the revolution and construction as required by the Juche idea, we should apply the creative method both in mapping out the policy, strategy and tactics of the revolution and in implementing them.

To apply the creative method to solve all problems arising in the revolution and construction in conformity with the actual conditions by relying on the creativity of the people this is the principle one should always strictly adhere to in the revolutionary movement.


(1) THE METHOD OF DEPENDING ON THE POPULAR MASSES


The success of the revolution and construction depends, after all, on how the creative efforts of the popular masses are utilized.

Since the masses are the decisive force that propels the revolution and construction, one can successfully solve any difficult problem and energetically speed up the revolution and construction only when one relies on them.

If we are to successfully carry out the revolution and construction by depending on the masses, we should map out a correct policy reflecting their demands and aspirations and make it their own.

The masses of the people know the reality better than anybody else and have a wealth of experience. Only when the will and demands of the broad masses are integrated in a policy one is working out, can the policy be correct, conform with their aspirations and interests, win their hearty support and inspire them to the struggle. Should one fail to reflect the will of the masses correctly, one would commit a subjective error in guiding the revolution and construction. Then, one would be unable to enalist their creativity.

One must not only formulate a policy mirroring the will and aspirations of the masses but should also bring it home to the masses so as to make it their own.

All the policies of the party are implemented and realized by the popular masses in the long run. When they are acquainted with the correctness of party policy and the proper method to implement it, they will accept it as vital to them and demonstrate a high degree of enthusiasm and initiative for its fulfillment. If the policy is not grasped by the masses, it will not produce great effect in life.

In order to carry out the revolution and construction by drawing on the creative power of the people, it is necessary to unite them into a single political force.

The strength of the masses lies in unity. When they are firmly united, they will demonstrate really amazing power in the revolutionary struggle and construction work.

If the masses are to be united firmly, it is necessary to properly combine the class line and mass line.

Only when the mass line is correctly carried out while firmly adhering to the class principle, will it be possible to isolate completely the hostile elements and build up the class position, and educate and transform ail sections of the masses to unite them and give full scope to their creativity in the revolution and construction. If under socialism the class struggle and the work of strengthening the people's unity and solidarity are not combined properly and Rightist and "Leftist" deviations are allowed to develop, it will weaken the unity of the masses, paralyze their revolutionary zeal and creative power and inflict a great loss to the revolution and construction.

If the creative power of the masses is to be brought into play, a struggle must be waged against all outdated things that hamper innovations. In particular, it is important to wage an active struggle against pessimism and conservatism. This is the only way to give full play to the creative power of the masses and bring about continuous innovations and upsurge in the revolution and construction.

Widespread mass movements should be launched in the revolution and construction.

Mass movements are a creative way to strengthen the unity and cooperation of the working masses and give rein to their inexhaustible strength. They are a revolutionary method to expedite the building of socialism and communism through mass struggle and collective innovations. One can successfully solve any difficult problem if one fights off all elements standing in the way of mass movements, brings the consciousness and initiative of the masses into full play and organizes and steadily develops mass struggle.

What is important in carrying out the revolution and construction by enlisting the creativity of broad masses is to establish a revolutionary method of work. Even if one has a correct policy, one would neither be able to properly mobilize the masses in its implementation nor carry out the revolution and construction successfully, without a revolutionary method of work.

The leader created the revolutionary work method of communists, the Juche method of work, as far back as in the days of the anti-Japanese revolutionary struggle.

The Juche work method enables the masses of the people to maintain the stand of master of the revolution and construction and fully play their role as such. This work method is a revolutionary and communist work method. It enables one always to go among the masses to acquire a profound understanding of the actual situation and to find correct solutions to the problems; it makes it possible for the higher ranks to substantially help the lower units, give precedence to political work in all work to get the masses to fulfill the revolutionary tasks of their own accord, and solve without formality all problems creatively in a way which is suitable to the specific features and circumstances. This method of work always enables one to share life and death and ups and downs with the masses, stand at their head, set an example and be modest, simple and generous and lead the masses into fully demonstrating their creative initiative.

This Juche work method is fundamentally opposed to the method of moving people by offering money or using force, or the administrative work method, the method of command.

The working-class party should always hold fast to the revolutionary work method both before and after the takeover of power and in the revolutionary struggle and construction work. In particular, following the takeover of power, it must steadily improve and perfect the work method in conformity with the developing reality. Only then would it be possible to exploit fully the revolutionary zeal and creative activity of the masses and vigorously push ahead with socialist and communist construction. Then it would also be possible to eliminate bureaucratic and administrative tendencies which are liable to appear in a government party. That the working-class party adheres to the revolutionary work method of relying on the masses and enacting their creativity, is an important question of principle in the revolution and construction.

We must thoroughly apply the revolutionary work method created by the leader, the great leader's work method, and thus give full play to the creativity of the masses to accelerate the revolution and construction.


(2) METHODS SUITABLE TO THE ACTUAL SITUATION


The revolutionary movement demands solving all problems in conformity with the changes and development in the reality and the specific conditions of the country.

The revolutionary struggle for socialism and communism is waged in different conditions of the time and the concrete circumstances of each country. There is no formula for the revolution and construction that is suitable to all eras and all countries. Therefore, one must always proceed from the actual situation and creatively solve all problems in conformity with it.

If one is to wage the revolutionary struggle in the way which is suitable to one's own actual situation, one must correctly assess the subjective and objective conditions of the revolution in one's own country and define the line, strategy and tactics in accordance with them. Should one fail to take into good account these conditions, one would fall into subjectivism in mapping out the policy and would inflict a great loss to the revolution and construction.

In the revolutionary struggle greater importance should be attached to the internal factor and the political and ideological factor. One can promote the revolution as one desires when the internal forces are prepared and the masses' level of ideology is high. Although other conditions are unfavorable. In defining the policy and methods of the revolution, one must regard the internal factor and the political and ideological factor as the main factors and strengthen them to energetically develop the revolution.

If one is to carry out the revolutionary struggle and construction work in accordance with one's actual conditions, one must take a correct attitude towards the established theories.

As the leader instructed, with regard to the propositions or formulas of the established theories one must apply them to conform one's specific conditions and peculiarities after taking into consideration the demands of the time they reflect and the premises they are based on. A theory that does not conform with the specific revolutionary practice is useless. In the guidance of the revolutionary struggle and construction work, the starting point is not the propositions or formulas of the established theories but the actual realities. The point is not whether something conforms with the established theories but whether it conforms with the demands and interests of the masses and the subjective and objective conditions of a given period. If something should meet the demands and interests of the popular masses and the subjective and objective conditions, one would not need to stick to the existing propositions or formulas.

In order to correctly carry out the revolutionary struggle, one must actively inquire into new principles and methods of the revolution and construction which are suitable to the historical conditions of the time and one's concrete situation.

Inquiring into new revolutionary principles and ways to meet the demands of the actual conditions is very urgent in our time. In our era, the revolution and construction are being intensified and developed as never before and many new theoretical and practical problems are arising. This demands that the guiding theory, strategy and tactics of the revolution be mapped out in a way which is suitable to the present conditions and that the revolutionary theory of the working class be further developed in a creative way.

The theoretical activities of our Party that has originally clarified revolutionary principles and ways to meet the demands raised by the revolutionary practice of our time, constitute a brilliant example in adhering to the revolutionary principles of Marxism-Leninism and developing the revolutionary theory of the working class onto a new, higher plane.

A critical and creative approach to foreign experiences is important in the revolution and construction.

Such experiences always reflect the socio-historical conditions and the national peculiarities of a particular country. Some of them are necessary and beneficial to one's country and suitable to one's actual conditions but others are not. One must accept what is beneficial to one and reject what is not. In accepting the good experiences of others, one must not swallow them raw but adhere to the stand of changing and modifying them to suit one's actual conditions.

Though one had better refer to the experiences of others, one must make effective use of one's own experiences as far as possible.

It is wrong both to try to copy others blindly and to refuse to learn with an open mind from the good experiences of others. The question is what should be one's attitude towards the experiences of others. We are opposed to the dogmatic attitude of unconditionally worshipping the experiences of others without demonstrating a creative spirit and mechanically imitating even that which is not suitable to one's actual conditions. This attitude renders it impossible to map out a correct policy conforming to the revolutionary requirements of one's own country and the aspirations of one's own people. In the long run, it would make it impossible to carry out the revolution and construction satisfactorily.

To apply the creative spirit in solving all problems in conformity, with one's own situation is a scientific and revolutionary method that makes it possible to reject flunkeyism and dogmatism and successfully carry out the revolution and construction.


3) THE MAIN STRESS SHOULD BE PLACED ON IDEOLOGY


The popular masses' consciousness of independence plays a decisive role in the revolutionary movement. Therefore, in the revolution and construction one must place the main stress on ideology and give priority over all work to the remolding of ideology, the political work, which is aimed at raising the consciousness and activeness of the masses.


(1) GIVING PRIORITY TO IDEOLOGICAL REMOLDING


Ideological remolding is an important task to transform people into genuine men of a communist type.

The leader put forward the task of revolutionizing, working-classizing and intellectualizing all members of society and thus transforming them into communist men of a Juche type, as a major revolutionary task in modeling the whole society on the Juche idea.

In order to build socialism and communism we must not only develop the productive forces and change the social relations but also transform people themselves into comprehensively developed communist men. No matter how highly the productive forces have been developed and how great the material wealth is, one could not claim to have built a communist society unless people, the masters of society, are transformed into men of a communist type.

If we are to train people to be harmoniously developed communists, independent and creative men, we must equip them with communist ideology and advanced scientific and technical knowledge and help them to acquire a high cultural level.

In particular, primary attention should be directed to the task of arming people with communist ideology. The transforming of man in essence means ideological remolding. Thoughts define men's worth and quality and, accordingly, ideological remodeling is of the utmost importance in the transformation of man.

Ideological remolding is more difficult than the change of people's conditions of material life or the enhancement of their cultural and technical standards. Man's ideology depends on his socio-economic position and the conditions of material life. However, it does not change of its own accord with the change of his socio-economic position and the material conditions of social life. The remnants of outdated ideology are very conservative and tenacious. Ideological remolding is a complex and protracted task. It can be successful only through a vigorous struggle.

The remolding of man's ideology is a far-reaching revolution. It is a struggle to eliminate the remnants of the ofd society in the sphere of man's ideology for good and arm all the working people with the progressive idea of the working class, the communist idea. It constitutes the basic form of class struggle in socialist society where the exploiting classes have been liquidated. In order to remodel people in a communist way, even after the establishment of a socialist system we must fight against the penetration of reactionary ideology and culture by the imperialists and, at the same time, continue to carry out the ideological revolution to eliminate the remnants of obsolete ideology persisting in the minds of the people and equip them with a new, communist ideology.

The main thing in ideological remolding is the establishment of a revolutionary world outlook, the outlook on the revolution.

If people are to be transformed into ardent communist revolutionaries who fight devotedly for the cause of socialism and communism, they should acquire a correct outlook on the revolution. What an attitude one takes towards the revolution and how active one is in the revolution depends, after all, on one's outlook on the revolution.

The outlook on the revolution our Party members and working people should possess is the Juche outlook on the revolution. The Juche outlook on the revolution is the viewpoint and attitude to the revolution which place the popular masses in the centre; it is a revolutionary spirit to fight vigorously for the masses.

The core in the Juche outlook on the revolution is loyalty to the party and the leader. The cause of socialism and communism is started by the leader and is carried out under the guidance of the party and the leader. The revolutionary movement will be victorious only when it follows the guidance of the party and the leader. Therefore, to establish a correct outlook on the revolution, one must always put the main emphasis on increasing loyalty to the party and the leader.

To acquire a correct revolutionary outlook one must firmly equip oneself with revolutionary ideology and theory. This alone would enable one to correctly understand the laws of revolutionary development, have confidence in the prospect of the revolution and struggle to the end in any adverse condition without vacillation and hesitation.

To establish a correct outlook on the revolution, one must have communist revolutionary spirit, This spirit is an infinite devotion to give one's all for the party and the leader, the working class and the people. burning hatred for the enemy of the revolution and an indomitable revolutionary spirit to resolutely fight to the end without the slightest vacillation in any adverse condition, true to one's revolutionary principles. It is a revolutionary spirit of self-reliance to solve all problems by one's own initiative, braving the difficulties standing in the way of advance, and a strong sense of organization and discipline to hold most dearly the revolutionary organization and voluntarily observe the rules of the organization. One can be a genuine revolutionary only when one has such a spirit.

When one has made the revolutionary ideas and theories one's conviction and acquired a strong communist revolutionary spirit, one can say that one has acquired a correct outlook on the revolution.

Whether one has a correct outlook on the revolution or not is revealed particularly at a time of severe trials. People reveal their true nature in adverse circumstances. He who is determined to be infinitely faithful to the party and the leader even if he would have to give up his life and who remains loyal to his revolutionary principles on the scaffold, is a true revolutionary with a firm Juche outlook on the revolution. If one is to be a communist revolutionary with a right outlook on the revolution, one must intensify revolutionary studying .

Studying Is the basic means to equip oneself with revolutionary ideas, theories, strategy and tactics. Without studying one would not be able to comprehend the truth of revolutionary struggle nor have a high level of class viewpoint and revolutionary vision. A revolutionary must always regard studying as his first and foremost duty and continue to do it all his life. Studying is not merely aimed to acquire theory and knowledge. The revolutionary theory and knowledge one has learned through studying must be turned into one's conviction.

In order to become a communist revolutionary with a correct outlook on the revolution, one must lead a faithful revolutionary organizational life.

Organizational life is a revolutionary mode of life stemming from the essential nature of the communist movement and a school for revolutionary training'. Without this life, people would be unable to become revolutionaries nor preserve political integrity. One's physical life is inherited from his parents. but one's political life is obtained and developed through organizational life.

Revolutionary organizational life must always be conducted amidst a strong ideological struggle. Only When an ideological struggle is conducted vigorously along with ideological education. can people be awakened and trained politically and develop their ideological and moral qualities as a revolutionary to perfection. The working-class party should always hold fast to the revolutionary organizational life and train people to be ardent communists in the crucible of ideological struggle.

In order to become a communist revolutionary with a proper revolutionary outlook. one must train oneself in the revolutionary practice.

The revolutionary is hardened ideologically and in will power and acquires the revolutionary qualities and traits in the course of the revolutionary practice. Class struggle is the most acute revolutionary struggle. In the course of class struggle people heighten their class consciousness. become

able to correctly tell friend from foe and acquire an uncompromising fighting spirit against class enemies. The struggle for socialist economic construction is also an important revolutionary struggle. Active participation in the struggle for production and construction is the only way to acquire confidence in the justice and victory of the cause of socialism and communism as well as genuinely revolutionary spirit and traits of the working class.

Through revolutionary study and organizational life and through revolutionary practice we should train the Party members and working people to become Juche-inspired communist revolutionaries with a firm Juche outlook on the revolution and genuine revolutionary fighters who will fight with devotion for the consummation of the Juche revolutionary cause started by the leader.


(2) GIVING PRECEDENCE TO POLITICAL WORK


For a successful implementation of the revolutionary tasks. political work aimed at educating and rousing the people into action. should be given priority over all other work.

Since the revolution and construction are carried out by the people. success in the revolutionary struggle and in building socialism and communism depends. after all, on the work among the people. Work among the people is, in essence. a political work and work to enhance their ideology. Giving precedence to political work, the work among people, means equipping the popular masses with party policy and arousing their revolutionary zeal before all other work so that the masses themselves will demonstrate a high degree of consciousness and activity to carry out the revolutionary struggle and construction work successfully. By its nature, the revolution is a voluntary struggle. One stages a revolution either on orders from others nor to obtain some remuneration; one is motivated to stage a revolution by one's own political belief and self-consciousness. Therefore, the principle that should be consistently adhered to in the revolutionary struggle is to give priority to political work to heighten the consciousness and activity of the people.

Giving precedence to political work is a demand arising from the essential nature of the socialist system. Unlike in a capitalist society where the popular masses are exploited and oppressed, in a socialist society where the masses are masters of everything, it is essential to rely on their high political consciousness and revolutionary enthusiasm. Only when political work is given priority to enhance the working people's conscious zeal as masters of the revolution, will it be possible to give full play to the superiority of the socialist system and vigorously promote socialist construction.

Giving precedence to political work does not imply neglecting administrative and business affairs or technical and economic work.

As the leader instructed, administrative and business affairs and technical and economic work should be correctly combined with political work while giving precedence to the latter. The building of socialism and communism is a highly organized undertaking which involves the whole society and is conducted in a planned manner. This is complex work which is based on modern science and technology. Meticulous administrative and organizational work and scientific technical and economic work are indispensable for the building of socialism and communism. And yet, these will be successful only when priority is given to political work. No revolutionary task could be successful if one should neglect political work and get himself involved only in technical and economic business.

In order to mobilize the masses to socialist construction successfully, we should place our main emphasis on political and moral incentive and correctly combine this with material incentive. The essential feature of socialist society lies in its communist character. The political and moral incentive is derived from the communist character of socialist society and is aimed at strengthening it. As a matter of fact, socialist society is of a transitional character. Therefore, the socialist principle of distribution according to the quality and quantity of work done should be enforced in this society, and the material incentive should not be ignored. However, neglecting the political and moral incentive and placing the main emphasis on the material incentive runs counter to the essential character of socialist society. This is a very dangerous and harmful tendency. It fosters selfishness among the working people and makes them mercenary and acquisitive. In the final analysis, it undermines the socialist system and the revolutionary achievements. Under socialism the political and moral incentive should be the first precedence in all circumstances. The essential superiority of the socialist system lies in the fact that the popular masses, who have become the masters of everything, consciously work in firm unity for the country and the people, for the society and the collective. Only when the main stress is placed on the political and moral Incentive, will it be possible to stimulate the masses into demonstrating conscious enthusiasm in work with a correct position and attitude as befitting the masters of the country and the revolution.

Political work should be done through persuasion and education. This is work among people, work to rouse their ideology, The bureaucratic method expressed in giving orders and shouting commands can never rouse the conscious zeal of people. Only persuasion and education aimed at reasoning with and admonishing people will be able to equip them with revolutionary ideas, give full play to their revolutionary zeal and inexhaustible creative power and forge closer links between the party and the masses. Political work should be done in an original way by applying various forms and methods. This Is creative work which is conducted under different conditions and circumstances; it is work among the people at different levels and with different characteristics. Therefore, there cannot be a uniform formula or a set pattern in this work. It must be done in a way which is suitable to the actual situation with diverse forms and methods and in an effective and positive way.

Political work must be conducted in such a way that the masses regard it as their own affair. Since it is work to educate and rouse broad sections of the masses into action, it cannot be done with the efforts of only a few people. As a matter of principle, all revolutionaries should be political workers and educators and organizers of the masses.

As the leader explained, the method of one person rousing ten persons into action, ten a hundred and a hundred a thousand through education. is a superior method in enacting many people in political work and turning it into a struggle which concerns the masses themselves Political work must be closely combined with revolutionary practice, The major objective of this work is to implement the revolutionary tasks successfully. Success in this work must find expression in the actual result of the revolution and construction and must be appraised by it. Political work which is alien to the revolutionary tasks and which is not helpful to the revolution and construction is futile.

We should continue to adhere strictly to the principle of giving priority to political work, whose correctness and vitality have been proved by the revolutionary practice, and thus build socialism and communism faster and better.


5 THE HISTORIC SIGNIFICANCE OF THE JUCHE IDEA


The Juche idea is exerting a great influence on the ideological life of humanity and on the revolutionary changes of the world. It is gaining strong sympathy from people all over the world and giving a powerful impetus to the contemporary historic movement which is aspiring to Chajusong.

The Juche idea has become an accepted contemporary thought, and Its attraction and importance in affecting changes increase with the progress of history.

It gives us a genuinely revolutionary world outlook of our time, the Juche age. This constitutes a major historic contribution made by the Juche idea to the development of humanity's thinking and to the cause of liberation of mankind .

People's notions of the world and their views on and approach towards it have developed down through long history.

The history of the world outlook was a history of struggle between two conflicting philosophical currents, that is, between materialism and idealism, between dialectics and metaphysics. In this struggle Marxism signaled the victory of materialism and dialectics. The emergence of the Marxist materialistic dialectical world outlook was a reflection of the contemporary requirements. The appearance of the working class on the arena of history ushered in a new era in human history. The new historical conditions under which the revolution against capital had started, urgently demanded a revolutionary idea which would bring home the inevitability of the downfall of capitalism and the triumph of socialism to the working class who had risen up in struggle. The most important question in this was to vanquish the idealism and metaphysics which had sanctified the domination of reactionary capital and preached its eternity, and to elaborate a scientific world outlook of the working class. The materialistic dialectical world outlook came into being as a reflection of this requirement of the times.

The progress of the times is accompanied by the development of' the world outlook. The steady expansion and development of the revolution which started with the emergence of the working class, gave birth to a new age when the working masses who had so far been the object of history appeared as its masters. The new age that witnessed the appearance of the working class and other working masses as a great force controlling the world, demanded the evolvement of a new world outlook which would enable them to become masters of their own destiny, shaping it in an independent and creative way, and to realize successfully the historic cause of national liberation, class emancipation and human freedom.

This historic task was brilliantly accomplished with the evolution of the Juche idea.

The Juche idea which elucidates the world outlook of a new age Is fresh and unique in its philosophical principle that forms its foundation.

In the past the relations between substance and consciousness, between being and thinking were regarded as the basic question of philosophy. The Marxist materialistic principle concerning the priority of substance and being gave a scientific solution to this question.

Since the question of the world's origin had been made clear by the materialistic viewpoint, the Juche idea raised a new problem concerning the position and role of man in the world as the basic question of philosophy and gave an answer to the question of who is the master of the world.

The philosophical principle of the Juche idea which clarifies the position and role of man as master of the world is based on a new elucidation of man.

The question on man had been also discussed a great deal by preceding philosophies, but it was confined mostly to abstract views on pure man, to the exclusion of social relations. The question of man's substance in social relations was raised and made clear by Marxism.

Considering man in social relations the Juche idea cast a new light on his essential features. It expounded that man is a social being with Chajusong, creativity and consciousness, and thus gave a perfect philosophical elucidation of man. The clarification by the Juche idea of the philosophical principle that man is the master of everything and decides everything, on the basis of the scientific explanation of man as a social being, was a philosophical discovery which brought about a new change in the world outlook.

The idea that man is the master of everything and decides everything, in other words, the idea that man is the master of the world and his own destiny and is the transformer of the world and the shaper of his destiny, is fundamentally opposed to idealism and metaphysics. Idealism leads to mystical theory that the world and man's destiny are controlled by the supernatural "might", while metaphysics leads to the fatalistic belief that everything in the world is immutable and, accordingly, man must be obedient to his predetermined destiny. The idea that man is the master of the world and his own destiny and is able to transform the world and shape his destiny, is based on the premise of the materialistic and dialectical viewpoint which denies mysticism and fatalism.

The Juche idea uniquely defined the domination of the world by man who Is the highest-developed product in the material world, as well as the principles of its transformation and progress, thus shedding a new light on the foundation of the world outlook. The world outlook based on the philosophical principle of Juche is a world outlook which is centred on man.

There have been various types of world outlook in history, but there was none that clearly indicated the viewpoint and stand on the world placing man at the center. Even the materialists who in the past had regarded the world as a material object, to say nothing of the idealists who considered it as a world of ideas or spirit, could not put forward the viewpoint and approach towards the world with man at the centre.

The Juche idea defined man as the master who dominates the world, not merely as part of it, and thus established a new world outlook which, unlike preceding ones, regards the world and its changes and progress with man, its master, at the centre. The Juche viewpoint and stand on the world with man in the central place provide a sure guarantee for the independent and creative cognitional activities and practice of man who transforms the world and shapes his destiny.

The Juche idea which clearly showed the man-centred viewpoint and stand towards the world provided a new view of social history. In the years prior to Marxism, even those who had advocated materialism or dialectics adhered to the idealistic stand towards social history. Marxism made it clear that, like nature, society belongs to the material world and changes and develops in accordance with the general laws that govern the development of this world. In this way it disproved the idealistic view on social history.

While admitting the general laws of the progress of the material world which affect social history, the Juche idea expounded the laws which are peculiar to social history. Therein lies a great service the Juche idea rendered in perfecting the working-class outlook on social history.

The principle of social history that the subject of history is the masses of the people, that socio-historical movements are their independent and creative movements and that their consciousness of independence plays the decisive role in the revolutionary struggle, forms the basic content of the Juche-based view of history. This provides a new elucidation on the essence, character and motive force of socio-historical movement, the movement of the subject.

The Juche idea established the new viewpoint and stand which see historical development and social revolution with the popular masses, the subject, at the center.

The Juche idea which clearly indicated the man-centred world outlook and the view of social history brought about a great change in the development of world outlook. The revolutionary world outlook of the working class had been established by Marxism for the first time, and it was developed by the Juche idea onto a new, higher plane for its perfection.

The Juche idea, the revolutionary world outlook representing a new era in history, the Juche age, is rightly leading the onward movement of mankind aspiring to independence and sovereignty, socialism and communism. while sweeping away all the reactionary and counter-revolutionary currents of thoughts.

It marked a new, higher stage in the development of the working-class revolutionary theory. Therein lies another historic contribution of the Juche idea to the revolutionary cause of the working class and the cause of liberation of humanity.

An age had passed and the revolutionary movement had gone a long way since the birth of the revolutionary theory of the working class. Revolutionary practice in the new era demanded that the revolutionary theory be developed in a way which was suitable to new historic conditions. The Juche idea propounded the basic principle of revolution that the masses of the people are masters and the motive force of the revolution and construction and, on this basis, rendered it possible to evolve new revolutionary theories required by our time.

The Juche idea is the sound basis on which to develop the revolutionary theory of the Juche age.

Developing revolutionary theory on the basis of this idea means expounding the principles and laws of revolutionary movements with the working masses, the masters of revolution and construction, at the centre. Developing a revolutionary theory with the working

people at the centre is a requirement of revolutionary movements in the Juche age. In our time when the working masses have established themselves as the masters of the world and when revolutionary struggles are being waged with a far-reaching scope on the strength of their consciousness of independence and creativeness, the principles and laws of revolutionary movements can be elucidated correctly only by developing a revolutionary theory with the working people at the centre. By this method the Juche idea has made it possible to fully elaborate on the revolutionary theory aimed at realizing Chajusong for the working masses; and it has consummated the revolutionary theories of the working class to include those on national liberation, class emancipation and human freedom, and to be a perfect communist theory of social and natural transformation and human remolding.

Placing the working masses at the centre in the development of a revolutionary theory is a sure guarantee for evolving the revolutionary theory and strategy and tactics in accordance with the true characteristic of the revolutionary movement.

Every revolutionary movement is an undertaking for and b the working people. Therefore, a revolutionary theory and y strategy and tactics should naturally champion their interests and enhance their role, It can be said that the value of a theory depends on how well it advocates the interests of the popular masses, and that the effectiveness of strategy and tactics depends on how well they enhance the role of the masses. By basing itself on the Chajusong, creativity and consciousness of the masses, the Juche idea made it possible to evolve the theory, strategy and tactics which would champion their basic interests and provide the proper way to give rein to their high revolutionary zeal and inexhaustible creativeness. This is how the revolutionary theory of the working class has become most powerful and able to champion the interests of the working masses thoroughly and enhance their role to the utmost.

The Juche idea serves as a guideline which shows a correct approach to the preceding revolutionary theories. These working-class theories were advanced on the premise of the conditions and tasks of the past times which were different from today, but they have a community of class idea and mission with the revolutionary theory based on the Juche idea. By laying down the principle of creatively approaching the existing theories and experiences, the Juche idea makes it possible to apply and develop the preceding revolutionary theories to suit the requirements of revolutionary practice in our time. In particular, it maintains the position of firmly defending and realizing the Chajusong of the working class and other working masses, and thus makes it possible to accurately identify and eliminate all kinds of opportunism, including revisionism which gives up the cause of revolution halfway or denies class struggle, and uphold the class principle and the spirit of uninterrupted revolution in the revolutionary theories of the working class.

The Juche revolutionary theory is the genuinely revolutionary theory of the working class in the Juche era and is the undying communist revolutionary theory which will be ever-victorious along with the struggle for the Chajusong of the working masses.

A great idea gives rise to great practice. The great Juche idea which throws a new light on the philosophical principle and on the laws of socio-historical movement, the revolutionary movement, and gives scientific elucidation of the guiding principles of revolution and construction, has brought about a tremendous change in revolutionary practice.

The Juche idea has been brilliantly applied, above all, to the Korean revolution and has won a great victory.

The Korean revolution is guided by the Juche idea, and all its victories would be inconceivable without this idea. Under the banner of the Juche idea, the Korean revolution could get rid of its birth-pains caused by flunkeyism and dogmatism d has been able to triumphantly advance on the arduous road of struggle, getting over various difficulties and trials.

The Juche idea has led the revolution and construction straight along the new road which had never been trodden by others before, The Korean revolution has paved an absolutely correct path for national liberation in a colony and opened a short cut to socialism. It has created a best socialist new life which the world's people call a "model of socialism", successfully pioneering the untrodden path to socialism and communism. Because the Juche idea illuminates the way, we have been able to advance along the shortest route and thus achieve in a brief period of time a great victory in the struggle for independence, sovereignty and socialism, a success which is amazing to the world.

The Juche idea has become a solemn reality in our country. The history-making changes and great creations worked out by our people are precious fruit of this idea. Very proud and honored by the brilliant victory and results attained under the banner of the Juche idea, our people are now struggling for the historic cause of transforming the whole society in accordance with this idea.

Because it reflects the common aspiration of the world's people to Chajusong, the Juche idea is exerting a great influence on the contemporary revolutionary movements to build a new world of independence.

It has opened up a new revolutionary road, a broad avenue along which to advance the revolution in an independent and creative manner.

Our era, when the revolutionary movement is making progress through diverse forms with the national state as one unit, demands that the people of each country properly play the role of masters with a high degree of awareness that they are the masters of revolution. This is more urgent since there is the influence of wrong ideologies such as worship of' great powers and dogmatism. By clearly showing how to stage a revolution in an independent and creative manner, the Juche idea has enabled the people of each country to have a strong sense of responsibility' as the masters of the revolution ridding themselves of the fetters of all outdated thought; hampering independent progress; and it has also helped them to work out a policy which is suitable to the actual conditions in their country, according to their own views and belief, and to exploit their own creativeness to push ahead with the revolution. The opening up of the way to stage a revolution in an independent and creative manner has encouraged the people in different conditions of history and at different stages of development to carry on, confident of victory, the vigorous struggle to achieve national liberation and class emancipation and build socialism and communism.

The Juche idea has paved a new road of the international communist movement advancing on the basis of Chajusong, and has brought about a new era of progress in international relations.

The communist movement is an independent movement of the party and people in every country aimed at doing away

with all types of subjugation and inequality and becoming the true masters of their destiny. So there should be neither superior-subordinate relations nor master-servant relations in this movement. Chajusong is the life and soul for every country and people, and no relations of domination and submission, order and obedience could be permitted between them. The Juche idea defined Chajusong as the fundamental principle of the relations between parties and between countries, and thus helped towards a change in the international communist movement and the development of international relations. Today the principle of Chajusong is displaying still greater vitality as a steadfast principle that guarantees the international communist movement and determines the relationship between the Communist and Workers' Parties. It also serves as a recognized principle of development of state relations among newly-independent countries and many countries of the world with different social systems and as a powerful weapon against the imperialists who subjugate other nations and impose inequality upon them.

Indeed , the Juche idea is an immortal banner of struggle, a banner of victory, for the popular masses in their endeavor to create a new world and shape their own destiny.

Our Party and people who have traversed the glorious path of struggle and victory over half a century following the banner of the Juche idea under the guidance of the great leader, should hold high this banner in future, too, and fight on energetically.

Our revolution has not as yet ended. We are still confronted with complicated and difficult revolutionary tasks. Only when we continue with our struggle upholding the banner of the Juche idea, will we be able to overcome all difficulties and trials, speed up national reunification and achieve final victory in the cause of socialism and communism.

We should equip ourselves more firmly with the Juche idea and thoroughly implement the Party's policies, its embodiment, and thus successfully realize our Party's programme to model the whole society on the Juche idea.

If we are to model the whole society on the Juche idea we should ensure that all Party members and working people are firmly equipped with the Juche idea and staunchly fight on anywhere, anytime along the road indicated by the Juche id ea.

Scientific and theoretical activities are intended to perform an important role in equipping the Party members and working people with the Juche idea and materializing it.

Giving priority to the study and dissemination of the Juche idea is a precondition for equipping them firmly with the Juche-oriented revolutionary world outlook and for fully applying the Juche idea to the revolution and construction, All scientists and theoreticians should keep in mind their heavy responsibility and bring about a new upsurge in studying and propagating the Juche idea.

In the social science sector they should make a profound study of the Juche idea and the ideas and theories clarified by it.

Social scientists should study the fundamentals and guiding principles of the Juche idea, as well as all the ideas and theories illuminated by it, in a comprehensive manner. They should also make a profound study of the achievements and experience our Party gained in the revolution and construction by applying the Juche idea.

Our social science should give correct, scientific and theoretical solutions to the urgent problems arising in revolutionary practice. Workers in this sector should intensify the study of the Juche idea. with the main emphasis being laid on the solution of these practical problems, so that correct, scientific and theoretical solutions are provided for all problems arising in the revolution and construction.

The Juche idea has opened up a wide vista for the development of all spheres of social science on a new foundation.

We should steadily intensify and improve scientific research with the Juche idea as an ideological, theoretical and methodological basis and thus enrich all branches of social science with new results.

Education in the Juche idea should be intensified.

Our educational institutions are the seat for the education in the Juche idea, and our school education should be consistent with the Juche idea throughout.

All educational institutions should radically improve the quality of education in the Juche idea. The students should thus be trained to become personnel who have acquired a basic outline of the Juche-based revolutionary world outlook in their senior middle school days and who have been firmly equipped with the Juche-based revolutionary world outlook when they graduate from universities and colleges.

In particular, universities and colleges should intensify the education of the Juche thought and theory. They should properly combine the education to establish the world outlook with the education to give specialized knowledge, Social science faculties in universities and colleges should help the students to acquire fully the revolutionary world outlook of Juche and, at the same time, training in their specialties should be improved so as to produce good experts firmly equipped with the Juche thought and theory.

We should intensify the studying of the Juche idea among the cadres, Party members and working people.

The dissemination of information about Party theories is work to acquaint them fully with the Juche thought and theory.

The Juche idea is priceless Ideological pabulum for genuine Juche revolutionaries to maintain their political integrity. In order to become such a revolutionary everyone should profoundly study the Juche idea.

All leading officials, Party members and working people should always study hard to acquire the Juche thought and theory and thus make them an integral part of themselves.

Scientists and theoreticians and men of the press should write many excellent books and articles which give profound explanations of the Juche thought and theory. They should thus actively contribute to firmly equipping the leading officials, the Party members and the working people with the Juche idea.

In the sector of science and theory they should strengthen the struggle against reactionary bourgeois ideas and all kinds of opportunist ideological trends and staunchly defend the purity of the Juche idea.

Workers in this sector should sharply expose the reactionary nature and harmfulness of all hostile ideologies which run counter to the Juche idea and strictly prevent even the slightest non-class, non-revolutionary ideological elements from infiltrating into our ranks. All our scientists and theoreticians should uncompromisingly combat the reactionary, counter-revolutionary ideological trends including bourgeois ideas, feudal-Confucian ideas, revisionism, flunkeyism and dogmatism. Our scientists and theoreticians should make the great Juche idea their firm belief and should ensure that all scientific and theoretical activities are geared to studying and propagating, defending and materializing the Juche thought and theory; they should also explain and disseminate the greatness and validity of the Juche idea broadly and profoundly.

Social scientists and theoreticians, the possessors and propagators of progressive ideas, play a tremendous role in the revolution and construction.

STATEMENT OF JUCHE IDEA STUDY GROUP AND ASSOCIATION FOR THE STUDY OF SONGUN POLITICS UK.
The glorious Workers Party of Korea was founded 58 years on October 10th by the
great leader comrade Kim Il Sung,the sun of the Korean nation.The WPK was
the fruit of years of protracted and ardous struggle waged by the great leader
comrade Kim Il Sung.
The origins of the Workers Party of Korea go back to the days
of the Down with Imperialism Union formed on October 17th 1926 by the great
leader comrade Kim Il Sung and also to the Society For Rallying Comrades.
The great leader comrade Kim Il Sung elarorated a totally
new road for party building.In other countries Communist Parties were formed
as a result of the merger of different revolutionary groups or by splits
from social democratic parties.In Korea the great leader comrade Kim Il
Sung first formed grassroots organizations such as the DIU.Then he founded
the revolutonary army -first the Korean Revolutionary Army in 1930 and
then the Korean Peoples Revolutionary Army in April 1932- and formed
party committees within the Korean Peoples Army.
Thus the struggle to found the party was carried out in the
fiery furnace of the anti Japanese armed struggle.The great leader comrade
Kim Il Sung threby created a new model of Juche party building.
He founded the Communist Party of North Korea in October
1945 and in 1946 the CPNK merged with the New Democratic Party to become the
Workers Party of North Korea(WPNK).In 1949 the WPNK merged with the Workers
Party of South Korea to become the Workers Party of Korea,a unified
revolutionary party for the whole of Korea.
The WPK under the guidance of the great leader
comrade Kim Il Sung led the anti imperialist,anti feudal democratic
revolution and socialist revolution to victory.
A new method of party work the Chongsan Ri method was created
by the great leader comrade Kim Il Sung.This achieved great innovations.
The WPK fought against factionalism,flunkeyism,opportunism
and revisionism.It solidly built up the monolithic system of Juche.
The WPK upheld independence and opposed the split in the
international communist movement in the 1960s and opposed both modern
revisionism and 'Left' opportunism.After the collapse of the USSR in 1991
the WPK rallied the socialist and communist forces throughtout the world
under the banner of the Pyongyang Declaration.Thus under the leadership of
the great leaders comrade Kim Il Sung and comrade Kim Jong Il the WPK
emerged as the vanguard of the international communist,revolutionary
and workers movement.
The great leader comrade Kim Jong Il took over the work of
party building.He authored many important works on party building such
as "The Workers Party of Korea is the Organizer and Guide of All Our
Victories, "Fundamentals of Party Building " and the "Workers Party is the
Party of the Great Leader Comrade Kim Il Sung "
After the untimely death of comrade Kim Il Sung in 1994
comrade Kim Jong Il ensured the continuity of the revolutionary idea and
line.He resolved to build the party into the party of comrade Kim Il Sung.
In other socialist countries parties degenerated after their leaders died but
the WPK was solidly built into the party of comrade Kim Il Sung.The great
leader comrade Kim Jong Il made another great ideo-theorectical achievement
by creating the theory that the working class party is the party of the leader.
Today the under the revolutionary Songun leadership of the great
leader comrade Kim Jong Il the WPK is leading the struggle to build a
socialist powerful nation and defeat the moves of the US imperialists.
Long Live the WPK ,the party of Juche, the party of comrade Kim Il Sung !.
